The State Key Laboratory of Seismic Dynamics (Institute of Geology, China Seismological Bureau) relies on the Institute of Geology, China Seismological Bureau. The laboratory is open at home and abroad, and cooperates with outstanding scientists in relevant fields to carry out innovative high-level research.
Article 2 In order to effectively promote the opening of the laboratory to the outside world and make full use of the research platform of the laboratory, the State Key Laboratory of Earthquake Dynamics, with the support of the Ministry of Science and Technology of the People's Republic of China and the China Earthquake Administration, has set up a special open fund to fund research topics in earthquake dynamics and related fields on a selective basis. Open fund projects are determined according to the project application guide published by the laboratory and the principle of "fair competition and preferential support".
2、 Scope of funding
Article 3 The Open Fund supports research projects that are of great academic significance and application value to the development of earthquake dynamics and related disciplines. The research content of the project should conform to the application guide for Open Fund projects published by the laboratory.
Article 4 The Open Fund gives priority to supporting research projects with novel academic ideas, sufficient theoretical basis, clear research objectives, specific research contents, reasonable research methods and technical routes, and concrete achievements in the short term.
3、 Project application and approval
Article 5 Applicants for open-ended fund projects shall be senior technical position Or on-the-job scientific research personnel with doctor's degree, which shall be approved by the unit to which they belong.
Article 6 The applicant shall fill in the Application Form for Open Fund Project of State Key Laboratory of Earthquake Dynamics in the prescribed format, and submit the application form to the laboratory after being signed by the leader of the unit and affixed with the official seal of the unit.
Article 7 The Open Fund project application shall be examined and approved by the Academic Committee of the laboratory after preliminary examination by the laboratory and review by peer experts. The Academic Committee shall adopt the form of meeting review or letter review for approval.
Article 8 The final open topics and funding amount shall be determined by the joint meeting of the laboratory director and the director of the academic committee.
4、 Project management
Article 9 The person in charge of the approved open project will be the guest of the laboratory to be responsible for the implementation of the project. Each open fund project will have a fixed laboratory staff (collaborator, proposed by the project applicant or designated by the laboratory) to assist in the implementation of the project.
Article 10 The starting and ending time of open projects is generally two years, which can be extended by one year depending on the implementation of the project. During the implementation of the project, the project leader shall submit the research results of the project to the laboratory in a timely manner. Within three months after the completion of the project, the guests shall submit the Summary Report of the Project to the laboratory.
Article 11 The laboratory will implement dynamic management on open topics, increase support for topics with good implementation and outstanding achievements, and reduce funding or even terminate topics for topics with poor implementation.
Article 12 The results of Open Fund projects shall be marked in accordance with the Regulations on the Marking of Research Results of the State Key Laboratory of Earthquake Dynamics. If the subject involves the confidentiality of the results, the subject leader shall sign a special agreement with the laboratory and deal with it according to the relevant terms of the agreement.
5、 Fund management
Article 13 In principle, the funds for open research projects shall be managed in accordance with the Financial Management Measures of the State Key Laboratory of Earthquake Dynamics.
Article 14 The funds for open topics are allocated by the laboratory to the research unit for the specific implementation of the topic. The funds are mainly used for the material costs, processing costs, analysis and testing costs, living expenses of the guests, and paper layout costs required by the topic.
Article 15 In principle, the funds for open projects cannot be allocated outside. If it is necessary to do so for special reasons, it must be approved by the laboratory director.
Article 16 If the open project is interrupted or cannot continue for some reason, the laboratory has the right to interrupt the use of project funds or cancel the original approved funds.
