Principles that China should follow when adopting international standards
Adopt international standards and Foreign advanced standards Our policy is to study carefully, adopt actively and treat differently.
The main principles are:
① It should be closely combined with China's national conditions to promote the development of productive forces;
② Good for improvement Chinese Standards System, promote the continuous improvement of China's standard level, and strive to reach and surpass the world's advanced level;
③ It is necessary to reasonably arrange the order used, pay attention to the international prevailing needs, and also consider Comprehensive standardization Requirements;
④ The adoption of foreign advanced standards should be treated differently according to the content of the standards. [1]
Reasons for countries in the world to actively adopt international standards
Why do countries all over the world actively adopt international standards?
In 1964, an international standard was adopted by 12 countries, and in 1967, an international standard was adopted by 40 countries. Many countries directly use the international standard as their national standard. This is due to the extensive development of international trade international market The competition on is becoming more and more fierce, which requires the products to have high quality, good performance, and wide versatility Interchangeability This requires standards to be unified among countries and produced according to internationally unified standards. If standards are inconsistent, it will bring obstacles to international trade. Therefore, countries around the world actively adopt international standards.
Methods for incorporating international standards into national standards
How is it stipulated internationally that international standards should be incorporated into national standards?
According to ISO/IEC Guide 21-1981 (E), six methods are generally used to incorporate (compile) existing international standards and advanced foreign standards into the national standards of the countries where they are used.
① The national standards body directly declares an international standard as a national standard by issuing a notice of approval. Generally, the notice does not include the text of the international standard, nor does it add the number of the country to the original standard text.
② For the cover method, the number of the national standard of the adopted country shall be added to the international standard, and a brief description and requirements shall be attached, such as the requirements for the editing and modification of the original standard and how to implement it.
③ In the complete reprint method, the international standard is translated or not, the original standard title is used, and reprinted as a national standard. An introduction can be added in front of the body of the international standard to make some instructions or instructions.
Translation method The translation of national standards adopting international standards can be published in two languages (original and translation) or in one language. When adopting, the foreword can also describe what has been done in the adopted international standards Editorial modification , or make some requirements.
⑤ Re Statutory law According to an international standard, the national standard is redrafted, that is, the international standard is "melted" into the national standard, or the level is modified or the structure is changed, but the main indicators of the international standard are generally retained, or the original structure is basically retained.
⑥ It includes the contents of completely or partially quoting international standards when formulating national standards in accordance with the reference law. According to the "inclusiveness" and professional depth of international standards, when formulating national standards, relevant parts can be selected for implementation, and the rest can not be implemented; It can also include part of its international standards, and the rest can be supplemented with new contents and indicators as needed.
