Regulations on Awards for Achievements in Teaching
(Promulgated by Decree No. 151 of the State Council on March 14, 1994)

Article 3 Schools at all levels, academic organizations and others social organization Teachers and other individuals may apply for teaching achievement awards in accordance with the provisions of these Regulations.
Article 4 Teaching achievement awards are divided into national level and provincial (ministerial) level according to their effects on improving teaching level and education quality and achieving training objectives.
Article 5 Those who meet the following conditions may apply for national teaching achievement awards:

Article 6 National teaching achievement awards are divided into three grades, namely, grand prize, first prize and second prize, and corresponding certificates, medals and bonuses are awarded.

Article 9 Where two or more units or individuals not belonging to the same province, autonomous region, municipality directly under the Central Government or a department of the State Council jointly complete a teaching achievement project to apply for a national teaching achievement award, the participating units or individuals shall jointly submit an application to the host unit or the province, autonomous region The education administration department of the people's government of the municipality directly under the Central Government or the education administration institution of the relevant department of the State Council shall submit an application, and the education administration department or education administration institution that accepts the application shall recommend it to the State Education Commission.
Article 10 National Education Commission Projects applying for national teaching achievement awards shall be announced within 90 days from the date of receiving the recommendation; Any unit or individual who has any objection to the ownership of the teaching achievements may, within 90 days from the date of publication, submit it to the State Education Commission for a ruling.
Article 11 National teaching achievement awards shall be reviewed every four years.

Article 15 Those who practice fraud or plagiarize others' teaching achievements to win prizes shall be revoked by the awarding unit, the certificate, medal and bonus shall be withdrawn, and the relevant units shall be ordered to give Administrative sanction
Article 16 These Regulations shall come into force as of the date of promulgation.
II Measures for the Implementation of the Regulations on Rewards for Teaching Achievements [2]
Article 1 (Legislative Purpose) These Measures are formulated to implement the Regulations on Awards for Teaching Achievements, give play to the leading and encouraging role of national teaching achievement awards in teaching practice, reform and research, and improve the quality of education.
Article 2 (Scope of Application) These Measures are applicable to the application of teachers, schools at all levels, academic groups, other social organizations and individuals for national teaching achievement awards for basic education, vocational education and higher education, as well as the recommendation, review, award and related management of national teaching achievement awards.
The term "basic education" as mentioned in the preceding paragraph includes preschool education, compulsory education, general high school education and special education; Vocational education includes secondary vocational education and higher vocational education; Higher education includes general higher education (excluding higher vocational education) and adult higher education. Other types of education shall apply for corresponding teaching achievement awards according to the level of education implemented.
According to the Regulations on Rewards for Teaching Achievements, the measures for rewarding teaching achievements at the provincial level shall be formulated by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government.
Article 3 £¨ Administration £© The education administrative department of the State Council shall be responsible for the review, approval and awarding of the national teaching achievement awards, and determine the number, amount of bonuses, and evaluation period of each award level of the national teaching achievement awards.
There shall be no more than one grand prize, 20 first prizes and 50 second prizes in each category of national teaching achievement awards, and the review results may be vacant.
The national teaching achievement award is reviewed every four years.
Article 4 (Basic Conditions) The teaching achievements applied for national teaching achievement awards shall meet the basic conditions specified in Articles 2 and 5 of the Regulations on Teaching Achievement Awards. Among them, the time of education and teaching practice should be more than 4 years.
The specific forms of expression of the teaching achievements applied for the national teaching achievement awards shall be determined by the evaluation committee of the national teaching achievement awards for basic education, vocational education and higher education respectively.
Article 5 (Awards and Standards) The national teaching achievement awards are divided into the grand prize, the first prize and the second prize.
The teaching achievements of the Grand Prize should have significant innovation in education and teaching theory, make particularly significant breakthroughs in the practice of education and teaching reform, make outstanding contributions to improving the teaching level and education quality, achieve the training goals, be in the leading position in China, and have a significant impact in the country.
The teaching achievements of the first prize should be innovative in education and teaching theory, have a significant demonstration effect on the practice of education and teaching reform, have a significant effect on improving the teaching level and education quality, and achieve the training objectives, and have a great impact on the country or the province (city, district).
The teaching achievements of the second prize shall have a major breakthrough in one aspect of education and teaching theory or practice, and produce remarkable results in improving teaching level and quality, and achieving training objectives.
Article 6 (Review Principles) The recommendation, evaluation and awarding of national teaching achievement awards shall follow the principles of science, objectivity, openness, fairness and impartiality.
The recommendation and evaluation of national teaching achievement awards should adhere to the following guidelines:
(1) Adhering to the implementation of the national education policy is conducive to the implementation of quality education;
(2) Adhere to quality first, highlight practicality and innovation;
(3) Adhering to the preference for front-line teachers is conducive to encouraging young teachers to engage in teaching work;
(4) Adhere to expert review.
Article 7 (Review Organization) The education administrative department of the State Council establishes a leading group for national teaching achievement awards, which is responsible for the macro management and guidance of national teaching achievement awards, and examines and approves the evaluation results of the evaluation committees of national teaching achievement awards.
The National Teaching Achievement Award Committee consists of the National Teaching Achievement Award Review Committee for Basic Education, Vocational Education and Higher Education, which is respectively responsible for the review of the national teaching achievement awards in this field, and puts forward suggestions on the award results and award levels to the national teaching achievement award leading group.
The National Teaching Achievement Award Evaluation Committee for Basic Education, Vocational Education and Higher Education can set up several discipline working groups to be responsible for the preliminary evaluation of application materials according to the characteristics of teaching achievements at different levels and disciplines in the field.
Article 8 £¨ Application £© When applying for a national teaching achievement award, the unit or individual holding the achievement shall submit an application to the education administrative department of the people's government of the province, autonomous region or municipality directly under the Central Government where it is located.
Military academies or servicemen who apply for national teaching achievements shall submit an application to the relevant military education authorities.
Article 9 (Applicant of Achievements) Individuals applying for national teaching achievement awards shall preside over and directly participate in the design, demonstration, research and practice of the achievements, and make major contributions to achieve practical results.
The unit applying for the national teaching achievement award, which reflects the will of the unit, shall send personnel to preside over the process of scheme design, demonstration, research and practice, and shall mainly provide material and technical conditions for the unit.
If teaching achievements are jointly completed by two or more units or individuals, they shall apply jointly. If two or more units or individuals are not in the same province, autonomous region or municipality directly under the Central Government, they shall submit an application to the education administrative department of the people's government of the province, autonomous region or municipality directly under the Central Government where the leader of the achievements or the leader of the achievements is located.
Article 10 £¨ Application Materials £© To apply for the National Teaching Achievement Award, the following materials shall be submitted:
(1) Application form;
(2) Teaching achievement report;
(3) Teaching achievement application and effect certification materials;
(4) Other materials specified by the review committee
If the teaching achievement has participated in other evaluation and award activities, it can be submitted with identification, evaluation or acceptance certificates.
Article 11 (Recommendation) The educational administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government and the relevant competent educational institutions of the armed forces shall examine the application materials, organize experts to make comments, and make a recommendation decision within the prescribed limit for those who meet the conditions prescribed in these Measures; If the recommendation is not made, the reasons shall be explained.
Article 12 £¨ Announcement £© The National Teaching Achievement Awards Committee shall publish the recommended achievement projects applying for the National Teaching Achievement Awards on the website of the education administrative department of the State Council. The publication period is 30 days.
Article 13 (Evaluation) The review committee of the National Teaching Achievement Award for basic education, vocational education and higher education will review the achievement projects that have been announced to have no objection and that have been resolved within the specified time, and the review results will be generated by voting.
Article 14 (Review and Decision) The National Teaching Achievement Award Committee shall review the review results of the National Teaching Achievement Award Review Committee for basic education, vocational education and higher education. Among them, the review results of the national special prize for teaching achievements need to be examined and approved by open ballot.
The award-winning projects decided by the national teaching achievement award committee shall be publicized on the website of the education administrative department of the State Council for 30 days.
After the period of publicity expires, the education administrative department of the State Council shall make a decision on the approval of the award-winning projects. The award of the special prize shall be reported to the State Council for approval.
The list of winners shall be announced by the education administrative department of the State Council.
Article 15 (Withdrawal) If a unit is recommended to participate in the evaluation of the national teaching achievement award, its personnel shall not participate in the evaluation of the national teaching achievement award for the courses or disciplines related to its declared achievements; Individual achievement achievers recommended to participate in the evaluation of national teaching achievement awards shall not participate in the evaluation of national teaching achievement awards for courses or disciplines related to their application achievements.
Article 16 (Free) The evaluation of national teaching achievement awards shall not charge any fees from the applicant units and individuals.
Article 17 (Rewards) Corresponding certificates and bonuses shall be issued to the award-winning units and individuals of national teaching achievement awards.
Article 18 (Effectiveness) An individual who has won a national teaching achievement award shall be recorded in his or her own file as an important basis for assessing professional titles, promotion and salary increase.
If a unit has won the national teaching achievement award, it shall be included in the important content of the annual assessment.
Article 19 (Promotion) The education administrative department of the State Council and the education administrative departments of the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government shall, in accordance with the actual situation and needs, organize follow-up evaluation and exchange of teaching achievements that have won national teaching achievement awards.
Article 20 (Responsibility for Withholding Bonus) The national teaching achievement prize shall be owned by the award-winning unit or individual, and no other unit or individual may withhold or withhold it. In case of withholding or detaining, the competent department at the higher level of the withholding or detaining unit or the unit to which the individual belongs shall order it to make corrections and, depending on the seriousness of the case, give the person responsible sanctions.
Article 21 (Responsibility of the Applicant) Those who practice fraud or plagiarize the achievements of others, if found before awarding the prizes, shall be disqualified from applying; If the award has been completed, the awarding unit shall revoke the award, instruct the relevant units to assist in withdrawing the certificate and recovering the bonus, and give corresponding punishment to the responsible person.
The education administrative department of the State Council announced the cancellation of the national teaching achievement awards.
Article 22 Responsibilities of Staff If the education administrative department, school staff or other relevant personnel practice favoritism, malpractice or fraud in the evaluation of national teaching achievement awards, the unit to which they belong shall give them punishment according to the seriousness of the case.
Article 23 £¨ Effective Date £© The Measures shall come into force as of January 1, 2013.
