On 23 May 1999, Zhu Rongji Signed Decree No. 265 of the State Council of the People's Republic of China, issued and implemented《 Regulations on National Science and Technology Awards 》。 After the reform, the national science and technology award system has become more perfect, forming the highest national science and technology award National Natural Science Award National Technological Invention Award National Science and Technology Progress Award International Science and Technology Cooperation Award There are five major awards.
In 2000, the National Highest Science and Technology Award was officially established.
On February 19, 2001, at the National Science and Technology Award Conference, the then member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council Li Lanqing Read out the Decision of the State Council on National Science and Technology Awards in 2000 [5]
On December 20, 2003, the Decision of the State Council on Amending the Regulations on National Science and Technology Awards (Order No. 396 of the State Council) was revised for the first time.

On January 8, 2016, the 2015 National Science and Technology Award Conference was held in Beijing, and the second vacancy of the national top science and technology award occurred. According to the person in charge of the National Science and Technology Awards Office, who is responsible for reviewing specific issues, there are more than 130 institutions and experts qualified to recommend the 2015 National Science and Technology Awards. There are 9 candidates for the National Highest Science and Technology Award recommended through the above channels, and 3 candidates are selected from them in the first round of review; In the second round of review, the three candidates received less than half of the votes, and some of them were short of "one or two votes" [7-8]
On January 8, 2019, the National Highest Science and Technology Award Medal was designed and produced for the first time in accordance with the medal regulations of the party and national meritorious honor recognition system [9]
In May 2024, the Decision of the State Council on Amending the Regulations on National Science and Technology Awards was revised for the fourth time and adopted at the 32nd executive meeting of the State Council on May 11, 2024. It is hereby promulgated and shall come into force as of the date of promulgation (May 30). [59]

The National Highest Science and Technology Award shall be submitted to the President of the People's Republic of China for signing and issuing certificates and prizes. The amount of bonuses shall be prescribed by the State Council. The prize amount of the winners is 5 million yuan, 4.5 million yuan is selected by the winners independently and used as scientific research funds, and 500000 yuan belongs to the winners themselves.
On January 8, 2019, the bonus standard of 2018 National Science and Technology Award was adjusted. Among them, the bonus amount of the National Highest Science and Technology Award was adjusted from 5 million yuan/person at the beginning of its establishment to 8 million yuan/person, and the bonus distribution structure was adjusted, all of which were controlled by the winners themselves. Declaration conditions

1. Making major breakthroughs in the forefront of contemporary science and technology or making outstanding achievements in the development of science and technology.

3. Personnel who only engage in organizational management and auxiliary services in scientific research and technological development projects shall not be candidates for the National Science and Technology Award.
4. Candidates for the National Highest Science and Technology Award should love the motherland, have good scientific ethics, and still be active in the forefront of contemporary science and technology, engaging in scientific research or technological development.

Selection and assessment

Selection Process of National Highest Science and Technology Award
  • Specific steps
The generation of the national top science and technology award can be roughly divided into seven specific steps. First, the candidates shall be recommended by the provincial government, the State Council and other relevant departments or recommended by the highest prize winners themselves. Second, more than 20 academicians and experts should consult and score the candidates, vote to select five candidates to enter the third step of the review of the National Highest Science and Technology Award, and accept the review of the National Highest Science and Technology Award Review Committee. In the evaluation form of the National Highest Science and Technology Award, four major items are designed, namely, scientific ideology and morality, important scientific and technological contributions, social and technological prestige and expert coefficient, and eight evaluation indicators are used to evaluate the candidates for the National Highest Science and Technology Award. In the process of accepting the review of the National Highest Science and Technology Award Review Committee, the five candidates have to go through two tests. The first test is to meet the review committee members and introduce their personal situation and major achievements. Second, the review committee members went to the research room and test base where the candidates worked for field investigation. After two passes, the judges voted again to select two winners. The two winners will be examined and approved by the National Science and Technology Award Committee, reviewed by the Ministry of Science and Technology, and submitted to the State Council for approval. Finally, the President of the State will sign the certificate and award the prize. [11]
  • Recommendation qualification
Different from the application system for the National Natural Science Award, the Technological Invention Award and the Scientific and Technological Progress Award, the highest national scientific and technological award adopts the recommendation system, and the units and individuals qualified for recommendation include the people's governments of provinces, autonomous regions and municipalities directly under the Central Government; Relevant constituent departments and institutions directly under the State Council; Relevant ministries and commissions of the Central Military Commission; Other units and scientific and technological experts recognized by the administrative department of science and technology under the State Council and meeting the qualifications prescribed by the administrative department of science and technology under the State Council.
