The National Radio and Television Administration is an agency directly under the State Council and is a ministerial level agency. [11]
The State Administration of Radio and Television was established in accordance with the State Council's institutional reform plan approved at the first session of the 13th National People's Congress. No longer reserved State Administration of Press, Publication, Radio, Film and Television of the People's Republic of China
In March 2018, the first session of the 13th National People's Congress voted to pass the decision on the institutional reform plan of the State Council, establishing the State Administration of Radio and Television. [1-2]
On April 16, 2018, the State Administration of Radio and Television officially inaugurated. [3]
On May 30, 2024, Cao Shumin, Director of the State Administration of Radio and Television, signed the Memorandum of Understanding on Cooperation between the State Administration of Radio and Television of the People's Republic of China and the Media Commission of the United Arab Emirates with Abdullah, Director of the State Media Office and Chairman of the Media Commission of the United Arab Emirates. The two sides will deepen cooperation in policy communication, content cooperation, program exchange, personnel exchange, technology application and industrial development. [21]

(1) Implement the Party's propaganda principles and policies, formulate policies and measures for the management of radio and television, network audio-visual program services, strengthen the management of radio and television positions, and grasp the correct direction of public opinion and creation.
(2) Responsible for drafting the draft laws and regulations on the management of radio and television, network audio-visual program services, formulating departmental rules and industrial standards, organizing the implementation, supervision and inspection, guiding and promoting the reform of the system and mechanism in the field of radio and television.
(3) To be responsible for formulating policies and plans for the development of radio and television undertakings, organizing and implementing major public service projects and public welfare activities, guiding and supervising the construction of key radio and television infrastructure, and assisting the construction and development of radio and television in border and poor areas for the elderly and young.
(4) To guide, coordinate and promote the development of the radio and television industry, formulate development plans and industrial policies, and organize their implementation.
(5) Be responsible for business guidance and industry supervision of various radio and television institutions, and manage network audio-visual program service institutions together with relevant departments. Implement the administrative license established according to law, and organize the investigation and punishment of major violations of laws and regulations.
(6) To guide the development of the teleplay industry and the creation and production of teleplays. To supervise, administer and review the content and quality of radio and television programs and online audio-visual programs. Guide and supervise broadcasting of radio and television advertisements.
(7) To guide and coordinate major national radio and television publicity activities and guide the implementation of radio and television program evaluation.
(8) Responsible for promoting the integration and development of radio and television with new media, new technology and new formats, and promoting the integration of radio and television networks with telecommunications networks and the Internet.
(9) Organize the formulation of radio and television science and technology development plans, policies and industrial technical standards, and organize the implementation, supervision and inspection. Supervise the transmission coverage, monitoring and safe broadcasting of radio and television programs, and guide and promote the construction of the national emergency broadcasting system. To guide and coordinate the safety and security work of the radio and television system.

Internal organization

(1) General Office. To be responsible for the daily operation of such organs as telegram, conference, emergency duty, confidential information, archives, supervision and inspection, undertake the work of government affairs publicity, press release, confidentiality, letters and visits, security of organs, handling of suggestions and proposals, and finance of organs, and guide the logistics service management and government affairs information work of organs.
(2) Department of Policies and Regulations. To study and draft major policies, laws, regulations and rules for the management of radio and television, network audio-visual program services, and undertake the review of the legality of normative documents. Undertake the hearing of major administrative punishment, administrative reconsideration, administrative response, foreign-related legal affairs, publicity of law popularization, etc. Organize and coordinate administrative examination and approval.
(3) Publicity Division. Guide and coordinate major national radio and television publicity activities, major emergency reports and emergency broadcasts. To guide the creation and production of national radio and television programs. To guide and supervise the creation, production and broadcasting of major theoretical documentaries, documentaries and TV cartoons nationwide.
(4) TV Drama Department. To be responsible for the guidance and supervision of the production of TV dramas, and organize the review of the content of domestic TV dramas, imported TV dramas and foreign co produced TV dramas (including cartoons). Guide and regulate the broadcasting of TV plays.
(5) Department of Media Organization Management. Undertake the supervision and management of radio and television broadcasting institutions and businesses, radio and television program production institutions, radio and television program transmission, cable television pay channels, and mobile digital television businesses. To formulate and organize the implementation of radio and television program evaluation policies, guide and supervise the broadcast of radio and television advertisements.
(6) Department of Network Audio Visual Program Management. To guide the development and publicity of online audio-visual program services. Supervise audio-visual programs transmitted by information networks and public carriers, review their content and quality, and undertake emergency disposal of programs. Guide the construction of the supervision system of online audio-visual programs, and organize the investigation and punishment of illegal online audio-visual program services.
(7) Media Integration Development Division. We will draw up major reform measures for radio and television, and promote the reform of systems and mechanisms. Coordinate and promote the integration of three networks, and promote the innovative integration and development of radio and television and new media, new technology and new business types. Manage and issue licenses for audio-visual programs of information network transmission, and undertake the examination and approval of radio and television video on demand business.
(8) Department of Science and Technology. To formulate policies, plans and industrial standards for the development of radio, television and network audio-visual technology and organize their implementation. Coordinate and promote scientific and technological innovation of radio and television and tackling key problems of major scientific and technological projects. Be responsible for the supervision of radio and television technology quality, and guide the measurement and testing of radio and television technology and the application and transformation of technical achievements.
(9) Security Transmission Guarantee Division. Draw up plans for radio and television transmission coverage networks and monitoring and supervision networks, and promote the construction of radio and television cable, wireless, satellite and other transmission coverage systems. Be responsible for the supervision, management and technical support of the safe broadcasting of radio and television programs, and guide and supervise the transmission and coverage of radio and television programs. To guide and promote the construction of the national emergency broadcasting system, draw up and organize the implementation of radio and television related safety systems and plans for handling major emergencies.
