In March 2018, according to the Institutional reform plan of the State Council , the plan proposes to integrate the responsibilities of the State Administration for Industry and Commerce, the General Administration of Quality Supervision, Inspection and Quarantine, the State Food and Drug Administration, the National Development and Reform Commission's price supervision and inspection and anti-monopoly law enforcement responsibilities, the Ministry of Commerce's operators' centralized anti-monopoly law enforcement and the Office of the Anti monopoly Committee of the State Council, The State Administration of Market Supervision and Administration shall be established as an institution directly under the State Council.
The State Drug Administration shall be established and administered by the State Market Supervision and Administration. The market supervision is managed at different levels, and the drug regulatory agencies are only set up at the provincial level. The State Administration of Market Supervision and Administration implements the principles, policies, decisions and arrangements of the Party Central Committee on market supervision and administration, and adheres to and strengthens the centralized and unified leadership of the Party on market supervision and administration in the process of performing its duties. The main responsibilities are:
(1) Responsible for the comprehensive supervision and management of the market. Draft laws and regulations related to market supervision and administration, formulate relevant rules, policies and standards, organize the implementation of the quality power strategy, food safety strategy and standardization strategy, formulate and organize the implementation of relevant plans, standardize and maintain market order, and create a market environment of honesty, trustworthiness and fair competition.
(2) Responsible for the unified registration of market entities. To guide the registration of various enterprises, farmers' professional cooperatives, business units, self-employed businesses, permanent representative offices of foreign (regional) enterprises and other market entities. We will establish an information publicity and sharing mechanism for market entities, publicize and share relevant information in accordance with the law, strengthen credit supervision, and promote the construction of the credit system for market entities.

(18) Function transformation.
1. Vigorously promote quality improvement. We will strengthen total quality management and the construction of the national quality infrastructure system, improve the quality incentive system, and promote brand building. Accelerate the establishment of the mandatory reporting system of product quality and safety accidents of enterprises and the system of first inquiry and first payment of compensation by operators, innovate the third-party quality evaluation, strengthen the main responsibility of producers and operators, and promote advanced quality management methods. (19) Relevant responsibility division.
1. Division of responsibilities with the Ministry of Public Security. The State Market Supervision and Administration Bureau and the Ministry of Public Security have established a mechanism for linking administrative law enforcement and criminal justice work. 3. Division of responsibilities with the National Health Commission. The National Health Commission is responsible for food safety risk assessment, and together with the State Administration of Market Supervision and Administration and other departments, it formulates and implements food safety risk monitoring plans. The National Health Commission shall immediately organize inspection and food safety risk assessment, and timely report the results of food safety risk assessment to the State Administration of Market Supervision and Administration of the People's Republic of China, The State Administration of Market Supervision and Administration shall take immediate measures. 4. Division of responsibilities with the General Administration of Customs.
