According to their functions, the administrative organs of the State Council are divided into the General Office of the State Council, the constituent departments of the State Council, the institutions directly under the State Council, the administrative organs of the State Council, the state administrative organs administered by the constituent departments of the State Council, and the deliberation and coordination institutions of the State Council.[1]
The state administrative organs administered by the constituent departments of the State Council shall be administered by the constituent departments of the State Council, which shall be in charge of specific businesses and exercise administrative functions.[1]
On March 14, 2013, the first session of the 12th National People's Congress voted to pass the decision on the institutional reform and functional transformation plan of the State Council, reducing the number of constituent departments of the State Council to 25.[4]
On March 23, 2018, according to the proposal of the State Council's institutional reform plan submitted by Premier Li Keqiang to the first session of the 13th National People's Congress for deliberation, after the reform, the State Council set up 26 constituent departments in addition to the General Office of the State Council.[5]
In March 2023, the Second Plenary Session of the 20th CPC Central Committee passed《Reform Plan of Party and State Institutions》Deepening the institutional reform of the State Council is an important task.After the reform, except for the General Office of the State Council, the State Council still has 26 constituent departments.[8]
The Ministry of Education retains the brand of the State Language and Character Working Committee.The Ministry of Industry and Information Technology reserves the brands of the National Space Administration and the National Atomic Energy Agency.The Ministry of Human Resources and Social Security added the brand of the State Administration of Foreign Experts Affairs.The Ministry of Natural Resources reserves the brand of the State Oceanic Administration.The Ministry of Ecology and Environment reserves the brand of the National Nuclear Safety Administration.The Ministry of Agriculture and Rural Areas has added the National Bureau of Rural Development.[6-7]
