Its main tasks are to supervise and inspect the implementation of the Party's and the State's guidelines and policies on scientific and technological cadres, put forward suggestions to the Central Committee of the Communist Party of China and the State Council on the rational allocation of scientific and technological forces, understand, intervene and adjust the improper use of scientific and technological personnel, backlog and waste, and formulate plans for sending and distributing foreign students, Assist the Central Organization Department in the unified management of scientific and technological cadres. In May 1982, the Science and Technology Cadre Bureau of the State Council merged with the State Personnel Bureau, the State Labor Administration and the State Establishment Committee to establish the Ministry of Labor and Personnel. Huang Wei, Ai Dayan and Du Zhibin successively served as heads of the Science and Technology Cadre Bureau of the State Council. [1]
