President Yushchenko of Ukraine, President Saakashvili of Georgia, President Aliyev of Azerbaijan and President Voronin of Moldova held talks on the development prospects of "GUAM" and other issues on the same day. After the talks, the participating leaders signed a series of documents, including the joint declaration on the establishment of the "GUAM Organization for Democracy and Development", the articles of association of the organization, the joint communiqu é of the summit, and the protocol on the implementation of the agreement on the establishment of a free trade area.
According to the above documents, the GUAM Organization for Democracy and Development is an open regional international organization whose purpose is to strengthen cooperation among member countries in the fields of democracy, stability and security, and promote social and economic development of member countries. The secretariat of the organization's permanent body will be located in Kiev, the capital of Ukraine.
At the press conference held after the talks, Ukrainian President Yushchenko said that turning "GUAM" into a new international organization is "another important cornerstone to ensure a bright future for the region". He said that the member states of the organization will strengthen cooperation to jointly combat terrorism, separatism, extremism and transnational crimes that hinder democracy and economic development. He said that another important task of the organization is to strengthen the relations with the EU, NATO, and neighboring and partner countries through effective mechanisms.
Azerbaijani President Aliyev pointed out that the member countries of the "GUAM Organization for Democracy and Development" are natural corridors connecting Asia and Europe, and have broad prospects for cooperation in the fields of transportation and energy.

The "GUAM" group, established in October 1997, is a consultative informal regional alliance composed of Georgia, Ukraine, Azerbaijan and Moldova. The word "GUAM" is abbreviated from the first letter of the names of the four countries. Uzbekistan joined GUAM in 1998, but suspended its activities in the organization in 2002, and officially withdrew from the organization in May 2005.
