(1) Destruction ecological environment Under the long-term infiltration and diffusion of rainwater and groundwater, the randomly discharged and stored hazardous wastes will pollute the water and soil and reduce the environmental function level of the region.
(2) It affects human health. Hazardous wastes may cause poisoning, burning, explosion and other dangerous events through ingestion, inhalation, skin absorption and eye contact; Long term hazards include long-term poisoning, carcinogenesis, teratogenesis and mutagenesis caused by repeated exposure.
(3) Restrict sustainable development. The pollution of atmosphere, water source and soil caused by the non treatment or non-standard treatment of hazardous wastes will also become the bottleneck restricting economic activities. [3]
  • Transboundary movement
It is difficult to count the amount of such transboundary movement of hazardous wastes, but it is clearly growing. according to Greenpeace According to the survey report of, developed countries are transferring 50 million tons of hazardous waste to developing countries every year. From 1986 to 1992, developed countries have transferred 163 million tons of hazardous waste to developing countries and Eastern European countries. Transboundary transfer of hazardous wastes to developing countries and even global environment All of them have hazards that cannot be ignored. First of all, because the waste importing countries basically lack the technical means and economic capacity to treat and dispose hazardous waste, the import of hazardous waste will inevitably lead to the local ecological environment And people's health. Secondly, the proliferation of hazardous wastes to underdeveloped areas is actually to evade the disposal responsibilities stipulated by the country, so that hazardous wastes are not properly treated and disposed but spread to the environment. The long-term accumulation of hazardous wastes will inevitably harm the global environment. The harm of transboundary movement of hazardous wastes is that these wastes enter under the cover of trade. Importers are seeking economic benefits, regardless of their possible impact on the environment and human health, so they are not properly treated and disposed of.
The transboundary movement of hazardous wastes has become serious Global environmental issues First, if no measures are taken to control it, it is bound to cause serious harm to the global environment. In March 1989 United Nations Environment Programme Under the auspices of UNEP Basel Passed《 Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal 》。 The Convention entered into force in May 1992. China is a signatory to the treaty. [2]

1. Environmental protection regulations or laws and regulations should be formulated with relevant enterprises that produce hazardous wastes, so that they can conscientiously comply with them.
2. The government should allocate some funds to support enterprises to research and develop waste reuse or treatment methods.
3. The government should plan out a plan for the use of land by enterprises that generate hazardous waste, which should not affect the water source, environment, distance from residential areas and other relevant measures.

The selection of the best and practical method for a waste is related to many factors, such as waste composition, nature, state, climate conditions, safety standards, treatment costs, operation and maintenance conditions. Although many methods can be successfully used to treat hazardous wastes, the common treatment methods are still summarized as physical treatment, chemical treatment, biological treatment, heat treatment and solidification treatment [8]
1. Physical treatment: physical treatment is to change the structure of solid waste into a form convenient for transportation, storage, utilization or disposal through concentration or phase change, including compaction, crushing, sorting, thickening, adsorption, extraction and other methods.
2. Chemical treatment: chemical treatment is to destroy harmful components in solid waste by chemical methods, so as to achieve harmless treatment, or transform it into a form suitable for further treatment and disposal. The purpose is to change the chemical properties of the treatment material, so as to reduce its harmfulness. This is a common pretreatment measure before the final disposal of hazardous waste, and its treatment equipment is conventional chemical equipment.
3. Biological treatment: biological treatment is to use microorganisms to decompose degradable organics in solid waste, so as to achieve harmless or comprehensive utilization. Biological treatment methods include aerobic treatment, anaerobic treatment and facultative anaerobic treatment. Compared with chemical treatment methods, biological treatment is generally cheaper in economy and widely used, but the treatment process takes a long time and the treatment efficiency is not stable enough.
4. Heat treatment: heat treatment is to destroy and change the composition and structure of solid waste through high temperature, and achieve the purpose of volume reduction, harmless treatment or comprehensive utilization at the same time. The methods include incineration, pyrolysis, wet oxidation, roasting, sintering, etc. Wastes with high calorific value or high toxicity shall be treated innocuously by incineration process, and the waste heat from incineration shall be recovered for comprehensive utilization, physical and chemical treatment, bathing and living of employees, so as to reduce treatment costs and energy waste.
5. Solidification treatment: Solidification treatment is the process of fixing or coating waste with solidified substrate to reduce its harm to the environment. It is a process of safer transportation and disposal of waste, mainly used for hazardous waste and radioactive waste. The volume of solidified body is much larger than that of the original waste.
6. Each treatment method has its advantages and disadvantages and applicability to different wastes. It is difficult to have a unified model due to different components and properties of hazardous wastes. The treatment method with strong applicability can be selected according to the characteristics of each waste.

The Ministry of Environmental Protection and other departments issued the 12th Five Year Plan for Prevention and Control of Hazardous Waste Pollution. The Plan proposes that during the "12th Five Year Plan" period, it is necessary to focus on three projects, namely, the investigation project of hazardous waste generation and storage, the utilization and disposal project, and the supervision capacity and talent building project, with a cumulative capital demand of 26.1 billion yuan.
It is predicted that the implementation of the above projects will drive and promote the construction of hazardous waste utilization and disposal facilities and industry development. During the "12th Five Year Plan" period, the total output value of the hazardous waste utilization industry is expected to exceed 200 billion yuan, and the cost of centralized disposal such as incineration and landfill is expected to exceed 50 billion yuan.
Hazardous wastes mainly include medical wastes, chemical wastes and heavy metal wastes. The Plan proposes that by 2015, the base number of hazardous wastes will be basically understood, the standard management level will be greatly improved, and the environmental risks will be significantly reduced. The Plan defines nine tasks for the prevention and control of hazardous waste pollution during the "12th Five Year Plan" period, specifically: conducting hazardous waste investigation, actively exploring the source reduction of hazardous waste, coordinating the construction of centralized disposal facilities such as hazardous waste incineration and landfill, scientifically developing the hazardous waste utilization and service industry, and strengthening the harmless utilization and disposal of hazardous waste involving heavy metals.
The Plan also proposes three key projects, including the investigation project of hazardous waste generation and storage, utilization and disposal project, supervision capacity and talent building project. The fund demand for key projects is 26.1 billion yuan. Among them, the hazardous waste investigation project was 300 million yuan, the hazardous waste utilization and disposal project was 23.93 billion yuan, and the supervision capacity and talent building project was 1.9 billion yuan.
During the "12th Five Year Plan" period, the government support for China's environmental protection industry will continue to increase. It is predicted that during the "12th Five Year Plan" period, China's investment in environmental protection industry is expected to reach 3.4 trillion yuan, double the investment of 1.54 trillion yuan during the "11th Five Year Plan" period. As an important part of the solid waste treatment industry, hazardous waste pollution prevention is expected to usher in a golden development period. [6]
