The State Key Laboratory of Chemical Safety Control was established on the basis of integrating the advantageous resources in the field of chemical safety of Sinopec Qingdao Safety Engineering Research Institute.On July 9, 2007, the Ministry of Science and Technology of the People's Republic of China officially approved the construction of laboratories, which is the first batch of 36 laboratories officially approved by the Ministry of Science and TechnologyState Key Laboratory of Enterprisesone of;On December 8, 2007, the task statement of the laboratory construction plan passed the expert argumentation;Under the guidance of the Ministry of Science and Technology of the People's Republic of China and the State owned Assets Supervision and Administration Commission, the competent department, the laboratory passed the expert acceptance organized by the Ministry of Science and Technology of the People's Republic of China on January 18, 2011, and is one of the first batch of national key laboratories of 18 enterprises that passed the acceptance.Cao Xianghong, Academician of the Chinese Academy of Engineering, Director of the Academic Committee of the Laboratory, Vice Director of the Academic Committee of the Chinese Academy of Engineering, Vice Director of the Academic Committee of the Chinese Academy of Engineering, and Professor Zhang Haifeng, Director of the Laboratory.
The chemical industry is a pillar industry in China. There are more than 300000 hazardous chemical enterprises nationwide, producing more than 50000 kinds of chemicals. Its production has the characteristics of "high temperature and high pressure, flammable and explosive, toxic and harmful, continuous operation, long chain and wide range", and has become the focus of national and local government safety supervision.The State Key Laboratory of Chemical Safety Control mainly focuses on the common and key problems, hot spots and difficult problems existing in the safety production of the chemical and petrochemical industries, and takes risk assessment as the main line to form a hierarchical research system from basic risk identification of hazardous chemicals, disaster causing mechanism, accident simulation to engineering control.And quickly translate the research results into application technologies and standards to continuously improve the safety production level of the industry.
The laboratory focuses on the following three directions: (1) Research on chemical hazard characteristics and disaster causing mechanism: research on the mechanism, critical conditions, key influencing factors and hazard consequences of chemical accidents around chemical hazard characteristics.(2) Research on chemical accidents and simulation technology: conduct statistical analysis on chemical accidents, summarize accident laws and development trends, and select key issues for simulation research and thematic research.(3) Research on chemical process safety and prevention and control technology: focus on the research on risk assessment technology and risk control technology, and form a complete set of accident prevention and control technical scheme.The above directions are interrelated, cause and effect, and promote each other, and together integrate the general research direction of "safety of hazardous chemicals and accident prevention and control".
The laboratory has established a scientific research team with reasonable structure consisting of 52 fixed personnel and 15 mobile personnel, including enjoyment ofGovernment special allowance1 person, 4 members of the national production safety expert group,American Society of Chemical Engineers(AIChE) 1 member of Chemical Safety Technical Committee, 4 experts with outstanding contributions from Sinopec, etc.The laboratory has established an overseas talent introduction mechanism;And China University of PetroleumShanghai Maritime UniversityAnd other universities to establish a master's workstation;At the same time, it cooperates with enterprises to build enterprise laboratories and train safety technicians for enterprises.
