Article 1 In order to promote interdisciplinary integration, accelerate the reform of knowledge production mode and the innovation of talent training mode, the present Measures are hereby formulated in accordance with the Regulations of the People's Republic of China on Academic Degrees and its provisional implementation measures and the relevant administrative provisions of the subject catalogue, with a view to regulating interdisciplinary management and improving the discipline and specialty system with Chinese characteristics.
Article 2 Interdisciplinary It is a new discipline formed by the mutual penetration and integration of multiple disciplines, which is different from the existing one First level discipline The concept, theory and methodology of category have become a new field of discipline and knowledge development.
Article 3 The compilation of cross disciplinary category catalogue shall be carried out in the way of pilot projects first and then catalogue.
These Measures shall apply to the first level cross disciplines set up on a pilot basis and listed in the catalog.
Chapter II Setup and Withdrawal of Pilot Interdisciplinary
Article 4 The establishment of pilot interdisciplinary programs shall be independently carried out by the degree authorization independent review unit according to the discipline development and talent needs. In principle, those that can be developed through interdisciplinary development should not be set as interdisciplinary.
Article 5 The establishment of interdisciplinary subjects shall meet the following basic conditions:
(1) It has new and clear research objects and new scientific problems and phenomena that need to be solved by interdisciplinary theories and methods, and has the development potential to form a relatively independent system of theories, knowledge and methods;
(2) The society has a certain scale of urgent demand for talents in this discipline, and has a stable demand development trend;
(3) It has a high level of teachers with reasonable structure, a solid foundation of related disciplines, excellent talent training conditions, and basically forms a graduate training system that adapts to the training objectives.
Article 6 An independent examination unit shall, in accordance with the basic requirements of the independent examination of degree authorization, follow the principles of standardization, science and transparency, and formulate its own procedures for the independent establishment of pilot interdisciplinary programs. The establishment procedure must include the following steps: the main responsible department for the construction of the degree authorization point submits a written application, the management department of the degree authorization point preliminarily reviews, solicits opinions from other degree authorization points related to cross disciplines, prepares demonstration reports according to the outline, organizes peer experts at home and abroad to discuss, proposes to add a new degree authorization point to the campus for publicity, and the degree evaluation committee reviews The meeting of the Standing Committee of the Party Committee shall study and decide, and the provincial academic degree committee shall report to the Academic Degrees Committee of the State Council for approval.
Article 7 In accordance with major national needs, the Academic Degrees Committee of the State Council and the Ministry of Education may guide and support the independent examination and approval units authorized by academic degrees to carry out pilot work on the establishment of cross disciplines.
Article 8 Pilot Interdisciplinary The list shall be published to the public regularly every year by the Academic Degrees Committee of the State Council.
Article 9 The names of pilot interdisciplinary subjects shall be scientific, standardized, concise and easy to understand, reflect the connotation and characteristics of the subject, generally not more than 10 Chinese characters, and shall not be the same or similar to the existing subject names. The pilot interdisciplinary code has 4 digits in total, the first two digits are "99", and the last two digits are sequence numbers, starting from "01".
Article 10 For pilot cross disciplines that do not meet the requirements of discipline development, are seriously inadequate in social needs, and are difficult to sustain the pilot work, the degree authorization independent review unit shall stop enrollment in a timely manner. After graduation, students shall voluntarily withdraw according to relevant procedures, and the provincial academic degree committee shall report to the Academic Degrees Committee of the State Council to cancel the authorization.
Chapter III Catalog Entry and Exit
Article 11 The pilot cross disciplines shall be included in the cross discipline category catalogue, which shall be revised at the same time with the revision of the discipline and specialty catalogue, and shall be revised every five years.
Article 12 The list of interdisciplinary subjects shall meet the following basic conditions:
(1) The number of self audit units set up in the pilot project has reached a certain level and the number of doctoral graduates has reached a certain scale;
(2) Several relatively stable and mature discipline directions have been formed;
(3) It has formed a stable teaching staff, a perfect curriculum system and textbook system, a mature training mechanism, high-level scientific research support and a sound quality assurance mechanism;
(4) The employment rate and quality of graduates are high, and the future employment is expected to be good.
Article 13 The demonstration work of cross disciplinary cataloguing includes the following links:
(1) The independent audit unit shall prepare the demonstration report according to the "Reference Outline for Preparation of Demonstration Report on New Cross Disciplines" and submit an application for listing to the Academic Degrees Committee of the State Council according to relevant requirements;
(2) The Office of the Academic Degrees Committee of the State Council shall organize experts from relevant disciplines to vote on the demonstration application by secret ballot and put forward comments. It is approved when more than two thirds (including two thirds) of voting experts agree. Submit the voted applications to the Discipline Development Strategy Advisory Committee for review;
(3) The Discipline Development Strategy Advisory Committee held a special meeting to review the application and vote by secret ballot according to the demonstration report, experts' comments and voting results. If more than two thirds (including two thirds) of the voting members agree, the application will be approved. Those approved by voting shall be submitted to the Academic Degrees Committee of the State Council for approval;
(4) After deliberation and approval, the Academic Degrees Committee of the State Council shall compile it into the list of interdisciplinary subjects and publish it to the public.
Article 14 The code of the first level interdisciplinary subject approved for listing is 4 digits, the first two digits are "14", and the last two digits are sequence numbers, starting from "01".
Article 15 The Academic Degrees Committee of the State Council shall withdraw the interdisciplinary subjects that no longer conform to the development trend of science and technology, and the social demand is shrinking. For cross disciplines that have withdrawn from the catalog, relevant degree awarding units can combine their own school running characteristics and disciplinary advantages to convert them into pilot cross disciplines or self established secondary disciplines to continue to carry out talent training.
Chapter IV Management and Supervision
Article 16 Listed in the Catalog Interdisciplinary The degree awarding unit shall apply for degree authorization according to the relevant measures for degree authorization review.
Article 17 A pilot interdisciplinary degree shall be awarded by the degree authorization independent examination and approval unit according to the procedures of the discipline category (excluding the interdisciplinary category) determined at the time of the establishment of the discipline. For cross disciplines listed in the catalog, degrees shall be awarded according to the disciplines specified in the catalog.
Article 18 The basic requirements for degree awarding of pilot interdisciplinary subjects shall be formulated by the independent examination and approval unit of degree authorization, which shall reflect the characteristics of interdisciplinary subjects and the quality requirements for doctoral and master degrees. The basic requirements for conferring academic degrees in cross disciplines listed in the catalog shall be formulated by the relevant disciplinary review groups of the Academic Degrees Committee of the State Council.
Article 19 For the enrollment of pilot interdisciplinary students, the degree authorized independent examination unit shall define the examination subjects and basic requirements in accordance with the discipline foundation and talent training objectives, with reference to the requirements for the setting of postgraduate enrollment examination subjects and the selection of test questions. Article 21 All interdisciplinary degree authorization points must participate in periodic qualification assessment as required, and may not participate in special qualification assessment.
