In January 1926, the Chinese Leprosy Relief Association was established in Shanghai.
On May 27, 1949, it was renamed the Chinese Leprosy Association.
In August 1950, the Chinese Leprosy Association was among the first to join the All China Federation of Science and Technology.
In December 1951, it was led by the Central Ministry of Health.
On March 10, 1954, the Chinese Leprosy Relief Association was renamed the Chinese Leprosy Prevention and Control Association; On December 6, the Chinese Leprosy Prevention and Control Association was changed into an association within Shanghai.
In March 1985, the Chinese Leprosy Prevention and Control Association was established with the approval of the State Economic Reform Commission of the People's Republic of China; On November 26, the China Leprosy Prevention and Control Association officially resumed its establishment. [1]
From August 31 to September 1, 1989, the second congress of members of the Chinese Leprosy Prevention and Control Association was held in Beijing. [2]
On October 26, 2003, the 5th National Congress of Members' Representatives and the first meeting of the 5th Council of the China Leprosy Prevention and Control Association were held in Nanjing. [3]
On June 18, 2015, the first plenary meeting of the seventh council of China Leprosy Prevention and Control Association was held in Kunming. [4]
On October 9, 2020, the 8th National Congress of All Representatives of China Leprosy Prevention and Control Association and the 2020 National Academic Conference on Dermatology Prevention and Control was opened in Tai'an, Shandong Province. [5]

Institutional setup

  • The highest authority
The highest authority of the Association is the General Assembly of Members, whose functions and powers are:
(1) Formulate and amend the Articles of Association;
(2) Elect and remove directors and supervisors;
(3) Review the work report and financial report of the Council;
(4) Deliberate the work report of the Board of Supervisors;
(5) Formulate and revise the membership fee standard;
(6) Decide on termination;
(7) Decide on other major issues.
The general meeting of member representatives can be convened only when more than 2/3 of the members' representatives are present, and its resolution can take effect only after being approved by more than half of the members' representatives present.
The General Assembly of Member Representatives is held for 5 years. If the term of office needs to be changed in advance or postponed due to special circumstances, it must be voted by the Council, reported to the competent business unit for review and approved by the society registration authority. The extension of the term of office shall not exceed 1 year. [1]
  • Actuator
The Council is the executive body of the Member Congress, leading the Association to carry out daily work when the Member Congress is not in session, and is responsible for the Member Congress.
The functions and powers of the Council are:
(1) Implement the resolutions of the General Assembly of Members;
(2) Elect and dismiss the President, Vice President and Executive Director, and appoint or dismiss the Secretary General;
(3) To prepare for the convening of the General Assembly of Member Representatives;
(4) Report work and financial status to the member congress;
(5) To decide on the admission and expulsion of members;
(6) To decide on the establishment, change and termination of offices, branches, representative offices and entities;
(7) To decide on the appointment and dismissal of the Deputy Secretary General and the principal heads of all agencies;
(8) To lead the work of various institutions of the Association;
(9) Develop internal management system;
(10) To decide on the establishment and candidates for honorary posts;
(11) Decide on other major issues.
The board of directors can be convened only when more than 2/3 of the directors are present, and its resolution can take effect only when more than 2/3 of the directors present vote.
The Council shall meet at least once a year. Under special circumstances, it can be held in the form of communication.
The Association sets up a standing council. The Standing Council shall be elected by the Council, and the number of members shall not exceed 1/3 of the Council. When the Council is not in session, the Standing Council exercises the functions and powers specified in Article 20, Items 1, 3, 5, 6, 7, 8 and 9, and is responsible to the Council
The executive council can be convened only when more than 2/3 of the executive directors are present, and its resolution can take effect only after more than 2/3 of the executive directors present vote.
The Standing Council shall hold a meeting at least half a year; Under special circumstances, the meeting can be held in the form of communication. [1]

  • Member classification
Types of members of the Association: individual members and unit members.
Individual members include ordinary members, senior members, honorary members and foreign members. All foreign experts and scholars who have higher academic achievements, are friendly to China, and are willing to exchange and cooperate with the Association, shall apply to the Association by themselves. They can be recruited as foreign members after being introduced by two members of the Association, discussed and approved by the Council or the Standing Council of the Association and reported to the competent business unit for filing. Foreign members can pay membership fees according to regulations, obtain academic journals and relevant materials published by the Association in a preferential way, and participate in academic conferences hosted by the Association in China upon invitation and obtain other relevant services.
The following provisions of the Articles of Association do not include foreign members. Members in Hong Kong, Macao and Taiwan shall refer to this management. [1]
  • Membership conditions
Members who apply to join the Association must meet the following conditions:
(1) Support the constitution of the association;
(2) Willing to join the association;
(3) It has certain influence in the business field of the association;
(4) Ordinary members are leprosy prevention, research, management personnel and other medical and health workers, as well as people from all walks of life who actively support and enthusiastically sponsor the cause of leprosy prevention and control and overseas friendly people;
(5) Senior members are those who have worked in leprosy prevention, research and management in China for over 30 years and have made outstanding contributions;
(6) The unit members are legally registered social organizations, enterprises and institutions that are enthusiastic about the cause of leprosy prevention, support and participate in the activities of the association. [1]
  • Membership procedures
Membership procedures:
(1) Submit the application for membership;
(2) It is discussed and approved by the Council or the Standing Council;
(3) The membership card shall be issued by the Council or the institution authorized by the Council. [1]
  • Rights of Members
Members enjoy the following rights:
(1) The right to vote, stand for election and vote of the association;
(2) Participate in the activities of the Association;
(3) Priority in obtaining the services of the Association;
(4) The right to criticize, suggest and supervise the work of the Association;
(5) Voluntary membership and free withdrawal. [1]
  • Obligations of Members
Members shall perform the following obligations:
(1) Abide by the Articles of Association and implement the resolutions of the Association;
(2) Safeguard the legitimate rights and interests of the Association;
(3) Complete the work assigned by the Association;
(4) Pay membership dues as required;
(5) Report the situation to the Association and provide relevant information. [1]
  • Withdrawal instructions
When a member withdraws from the association, he/she shall notify the association in writing and return his/her membership card. If a member does not pay the membership fee or participate in the activities of the Association for one year, it will be deemed as automatic withdrawal.
If a member seriously violates the Articles of Association, he/she shall be expelled after being voted by the Council or the Standing Council. [1]

(1) Publicize China's national leprosy prevention and control guidelines and policies, educate and encourage leprosy prevention and control workers to love the cause of leprosy prevention and control, carry forward the spirit of selfless dedication, and wholeheartedly serve leprosy prevention and control workers, leprosy patients and cured people;
(2) Mobilize people from all walks of life to support leprosy prevention and control;

In June 2021, the 2021 National Academic Conference on Dermatology Prevention and Control of China Leprosy Prevention and Control Association was opened in Qingdao. The next annual meeting was hosted by the China Leprosy Prevention and Control Association, and co organized by the Shandong Leprosy Prevention and Control Association, Shandong First Medical University and the Dermatology Hospital affiliated to Shandong First Medical University. Chinese Journal of Leprosy and Dermatology 》Formerly known as the Chinese Leprosy Journal, it was founded in 1985 and is a journal sponsored by the China Association for Science and Technology, the China Leprosy Prevention and Control Association, and the Dermatology Hospital affiliated to Shandong First Medical University (Shandong Provincial Dermatology Hospital, Shandong Provincial Institute of Dermatology and STD Prevention and Control). On January 25, 2018, China Leprosy Prevention and Control Association and the Department of Leprosy, Beijing Institute of Tropical Medicine jointly carried out a science popularization campaign. [11]
