The China Light Industry Federation (All China Federation of Handicraft Industry Cooperation) is a national and comprehensive industrial organization with service and certain management functions voluntarily formed by national and regional associations and societies of light industry, enterprises, institutions, scientific research institutes, universities, secondary vocational schools and colleges with important influence after the reform of China's industrial management system. According to the official website of the Federation in February 2021, the China Light Industry Federation is entrusted by the SASAC to manage 18 enterprises and institutions, including 45 national industry associations, 5 industry associations, 1 foundation, 1 political research association. [1]
In 2023, SASAC will cancel its hosting, supervision, contact and affiliation relationship with SASAC. [29]

China Light Industry Federation
In November 1949, the Central People's Government established the Ministry of Light Industry, the Ministry of Food Industry and the Central Cooperation Administration.
In December 1950, the Ministry of Food Industry was abolished, and the industries under its jurisdiction were respectively assigned to the Ministry of Light Industry, the Ministry of Agriculture and the Ministry of Grain.
In November 1954, the Central Handicraft Administration and the Ministry of Local Industry were established. The local ministries of industry manage local light industry enterprises, and other ministries of industry manage enterprises directly under them.
In May 1956, the local Ministry of Industry was abolished, and the relevant local light industry was put under the management of the Ministry of Light Industry. At the same time, the food sector of the Ministry of Light Industry was set aside and the Ministry of Food Industry was established.
In February 1958, the Ministry of Light Industry and the Ministry of Food Industry were merged again into the Ministry of Light Industry. In May, the Ministry of Light Industry merged with the Central Handicraft Administration.
In September 1961, the Central Bureau of Handicraft Industry Management was re established, which was opened with the light industry sector, and the All China Handicraft Industry Cooperation Association and the Central Bureau of Handicraft Industry Management jointly worked. [2]
On February 20, 1965, at the third meeting of the Standing Committee of the Third National People's Congress, it was decided that the Ministry of Light Industry should be renamed the First Ministry of Light Industry; The Central Administration of Handicraft Industry was abolished, and the Second Light Industry Ministry was established and co operated with the All China Federation of Handicraft Industry Cooperation.
In April 1970, the First Ministry of Light Industry, the Second Ministry of Light Industry and the Ministry of Textile Industry were merged into the Ministry of Light Industry.
In January 1978, the central government decided to separate light industry and textile industry, and set up the Ministry of Light Industry and the Ministry of Textile Industry.
In August 1988, the Ministry of Light Industry reformed its structure, abolished some specialized bureaus and established more than 30 trade associations. [3]
In June 1993, according to the State Council's institutional reform plan adopted at the first session of the Eighth National People's Congress, the Ministry of Light Industry was abolished and the China Light Industry Association was established, which is a public institution directly under the State Council. The State Council authorizes the Light Industry Federation to administer the light industry nationwide. [4-5]
In 1998, according to the structural reform plan of the State Council approved at the first session of the Ninth National People's Congress and the Notice of the State Council on the Establishment of State Bureaus under the Administration of Ministries and Commissions, the China Light Industry Federation was abolished, and the National Light Industry Bureau was established as the administrative body in charge of light industry under the administration of the State Economic and Trade Commission. In February 2001, the National Light Industry Bureau was revoked and the China Light Industry Federation was established, marking the completion of the institutional transformation of the National Light Industry Bureau and the entry of China's light industry into a state of operation in accordance with the market economy system. After the cancellation, the National Light Industry Bureau will retain the brand of All China Handicraft Industry Cooperation Association and work together with the China Light Industry Federation. In April 2023, it was reported that SASAC had cancelled the relationship with 14 industry associations, including the China National Light Industry Federation. [27]
On April 17, 2024, China Light Industry Home Appliances Inspection and Testing Center (Suqian) was officially inaugurated in Jiangsu Winot Testing Technology Co., Ltd. (hereinafter referred to as "Winot Testing"). [31]

Institutional setup

  • The highest authority
The highest authority of the China Light Industry Federation is the General Assembly of Members, whose functions and powers are: (1) to formulate and amend the Articles of Association; (2) Elect and remove directors; (3) Elect and remove the President, Vice President, Secretary General and Executive Directors; (4) Review the work report and financial report of the Council; (5) Formulate and revise the membership fee standard; (6) Decide on the establishment and candidates of special invitation and honorary positions; (7) Decide on termination; (8) Decide on other major issues.
The general meeting of member representatives can be convened only when more than 2/3 of the members' representatives are present, and the resolution must be voted by secret ballot. (1) The formulation and amendment of the Articles of Association must be approved by more than 2/3 of the representatives present at the meeting; (2) The election and removal of directors, executive directors, president, vice president and secretary-general must be approved by more than half of the representatives of the members present at the meeting; (3) The formulation and revision of membership fee standards must be approved by more than half of the members' representatives present at the meeting.
Decisions on the establishment and candidates of special invitation and honorary positions must be adopted by more than half of the representatives of the members present at the meeting.
The General Assembly of Member Representatives is held for 5 years. If the term of office needs to be changed in advance or postponed due to special circumstances, it must be voted by the Council, reported to the competent business unit for review and approved by the registration administration authority. The extension of the term of office shall not exceed 1 year. [8]

The Council is the executive body of the General Assembly of Members, leading the work of the Federation when the General Assembly of Members is not in session, and is responsible to the General Assembly of Members. The number of directors shall not exceed one third of the members.
The responsibilities of the Council are: (1) to implement the resolutions of the General Assembly of Members; (2) To prepare for the convening of the General Assembly of Member Representatives; (3) Elect and remove the President, Vice President, Secretary General and Executive Director when the Congress of Member Representatives is not in session; (4) When the General Assembly of Member Representatives is not in session, it is authorized to add or remove some directors, and the maximum number of directors shall not exceed one fifth of the total number of directors; (5) Report work and financial status to the member congress; (6) To decide on the admission and expulsion of members; (7) To decide on the establishment, change and cancellation of offices, branches, representative offices and entities (hereinafter referred to as "institutions"); (8) To decide on the appointment of the Deputy Secretary General, the main heads of departments and offices of the Secretariat and the main heads of institutions; (9) To lead the work of all departments and agencies of the Federation; (10) Develop internal management system; (11) To decide on the establishment and candidates of special invitations and honorary positions when the Congress of Member Representatives is not in session; (12) Decide on other major issues.

Standing Council
The China Light Industry Federation has established a standing council. The Standing Council shall be elected by the Council, and the number of members shall not exceed one third of the members. When the Council is not in session, it shall exercise the functions and powers specified in Items 1, 2, 6, 7, 8, 9 and 10 of Article 22 and be responsible to the Council.
The executive council can be convened only when more than 2/3 of the executive directors are present, and its resolution can take effect only after more than 2/3 of the executive directors present vote.
The Standing Council shall hold a meeting at least once every six months. In special circumstances, it can be held in the form of communication. [8]

The types of members of the China Light Industry Federation are: unit members and individual members. To apply for membership, the following conditions must be met: (1) support the Constitution of the Federation; (2) Willing to join the Federation; (3) The unit members are enterprises, institutions and social organizations engaged in light industry and related fields registered in accordance with the law in the People's Republic of China, and the individual members are experts and scholars with profound knowledge and great influence in light industry and related fields.
The directors, executive directors and vice presidents of the unit members should generally be the current main leaders of the unit. In case of any change in the position of the unit in which the above personnel work, which does not meet the conditions for unit membership as stipulated in the Articles of Association, the unit should recommend new current main leaders as successors, which should be reviewed by the president's office meeting and reported to the council or the standing council for approval.
If a member has any of the following circumstances, he or she will automatically lose his or her membership; (2) Not participating in the activities of the Federation for two years; (3) No longer meets the membership conditions. If a member seriously violates the Articles of Association, he/she shall be expelled after being reviewed by the President's Office and submitted to the Council or the Standing Council for review and approval.
Local administrative departments in light industry and related fields can participate in the work of the Federation as business contact units upon the invitation of the Federation and the consent of the unit. [8]

Funding source of China Light Industry Federation: (1) membership fees; (2) Donation; (3) Government purchase of services; (4) Income from activities and services carried out within the approved business scope; (5) Interest; (6) Other legitimate income.
The Federation shall collect membership fees in accordance with relevant national regulations. The funds of the Federation are mainly used for: (1) the development of the business scope and cause specified in the Articles of Association; (2) necessary office and personnel funds; (3) other matters decided by the Council or the Standing Council.
The Federation implements the Accounting System for Private Non profit Organizations and establishes a strict financial management system to ensure that accounting materials are legal, true, accurate and complete.
The Federation is staffed with accounting personnel with professional qualifications. The accountant shall not concurrently serve as the cashier. Accountants must conduct accounting and exercise accounting supervision. When an accountant is transferred or leaves his/her job, he/she must go through the handover procedures with the receiver.
The assets management of the federation must implement the financial management system stipulated by the state and be subject to the supervision of the member congress and the financial department. If the source of assets belongs to the state appropriation or social donation or subsidy, it must be subject to the supervision of the audit institution, and the relevant information must be disclosed to the public in an appropriate way.
The Federation must accept financial audit before changing its term of office or legal representative. The assets and their appreciation of the Federation are owned by the Federation. No unit or individual may misappropriate, privately divide, misappropriate or transfer them to other members, or distribute them among its members. The wages, insurance and welfare benefits of the full-time staff of the Federation shall be implemented in accordance with the relevant provisions of the State. [8]

  • China Arts and Crafts Inheritance and Development Forum
In the afternoon of November 7, 2019, the China Arts and Crafts Inheritance and Development Forum was held in Nanjing International Expo Center. On October 22, 2020, the China Brand Licensing Alliance Exchange Conference was held in Shanghai. More than 90 guests attended the exchange meeting.   • China Arts and Crafts Expo
On November 7, 2019, the first China Arts and Crafts Expo (CACE) held by the China Light Industry Federation opened in Nanjing International Expo Center. The exhibition area of the Expo is 36000 meters, with more than 1200 exhibitors, displaying more than 60000 pieces of excellent works of arts and crafts in all categories, including ceramics, sculpture, embroidery, four treasures of study, mahogany furniture, etc., bringing together hundreds of masterpieces of arts and crafts masters, gathering more than 60 characteristic exhibition groups and professional schools, and organizing 12 high-level concurrent activities.   • China Toy Fair
China Toy Fair is hosted by China Toy and Infant Products Association, which is entrusted by the Federation. Since 2002, it has been held once a year. In 2021, China Toy Fair will hold China Baby and Child Fair, China Authorized Exhibition and China Preschool Education Exhibition at the same time, with four exhibitions on the same stage, covering an exhibition area of 220000 square meters.   • China Skills Competition National Ceramic Sculpture and Handicraft Sculptor Vocational Skills Competition
On the morning of November 10, 2019, the closing ceremony of the final of the 2019 China Skills Competition National Ceramic Sculpture and Crafts Sculptor Professional Skills Competition was held in Nanjing. The competition is divided into staff group and student group, and divided into two stages: preliminary and final. The ceramic staff group has 11 preliminaries, and more than 80 players from 31 provinces, cities and autonomous regions across the country participated in the final. The student group selected more than 40 students to participate in the finals through the preliminary contest of 16 professional ceramic technical colleges in China. In order to promote the prosperity and development of the arts and crafts industry, China Arts and Crafts Expo held the first "White Crane Cup" Arts and Crafts Design Innovation Competition. On the morning of November 10, 2019, the award ceremony of the "Hundred Crane Cup" Arts and Crafts Design Innovation Competition of the 2019 China Arts and Crafts Expo was held in Nanjing International Expo Center. 50 works won the Golden Tripod Award; 141 works won the Hundred Crane Award; 100 works won the New Pioneer Award.
