In May 1985, the China Tobacco Society was officially established.
In 1991, the China Tobacco Society was registered with the Ministry of Civil Affairs of the People's Republic of China.[1]
On December 23, 2003, Chairman Pan Bixing presided over the third meeting of the fourth council of the Chinese Tobacco Society.[2]
From March 8 to 9, 2007, the third meeting and academic annual meeting of the fifth council of the Chinese Tobacco Society was held in Guangzhou.[3]
From March 13 to 14, 2008, the fourth meeting and academic annual meeting of the fifth council of the Chinese Tobacco Society was held in Kunming.[4]
On April 13, 2011, the Chinese Tobacco Society held the third meeting of the sixth council and the annual academic meeting in Changsha, Hunan Province.[5]
On May 20, 2014, the seventh member representative meeting of the China Tobacco Society was held in Beijing.[6]
On April 27, 2017, the 2017 Working Conference of the Chinese Tobacco Society and the sixth meeting of the seventh board of directors was held in Beijing.[7]
On September 15, 2020, the eighth member representative conference of China Tobacco Society was held in Beijing.[8]
On September 2, 2021, the Chinese Tobacco Society held the second meeting of the eighth council.[9]
On June 14, 2023, the fourth council meeting of the eighth session of the Chinese Tobacco Society and the 2023 working conference were held in Guizhou.[10]

Institutional setup
The highest authority
The highest authority of the Institute is the General Assembly of Members, whose functions and powers are:
（1） Formulate and amend the Articles of Association;
（2） Elect and remove directors and supervisors;
（3） Review the work report and financial report of the Council;
（4） Deliberate the work report of the Board of Supervisors;
（5） Determine termination matters;
（6） Decide on other major issues.
The general meeting of member representatives can be convened only when more than two-thirds of the members' representatives are present, and its resolution can take effect only when more than half of the members' representatives present vote.
The General Assembly of Member Representatives is held for five years.If the meeting needs to be held in advance or postponed due to special circumstances, it must be voted by the Council, reported to the competent business unit for review and approved by the society registration authority, but the extension time shall not exceed one year.[11]
Actuator
The Council is the executive body of the General Assembly of Members, leading the Institute to carry out daily work when the General Assembly of Members is not in session, and is responsible for the General Assembly of Members.
The Institute sets up the Party Committee of the Council.Play the role of political core, ideological guidance and organizational guarantee in the construction of the society.
（1） According to the needs of work, the Party Committee of the Council may have a secretary, deputy secretary, etc. The secretary shall generally be a member of the chairman of the board of directors or the deputy chairman stationed at the meeting.The Party Committee of the Council of the Society holds a meeting every six months.
（2） The main function orientation of the Council Party Committee of the Society is to ensure the political direction, and timely study and implement the spirit of the important instructions and major decisions of the CPC Central Committee;Pay attention to guidance and supervision, and ensure that the Institute carries out activities according to laws and regulations and provides public services;Participate in the decision-making of major issues of the Institute, and put forward opinions on important business activities, large amount of expenditure, etc;Safeguard the legitimate rights and interests of members.The Party Committee of the Academy is a functional party organization, which does not repeat the statistics of party member information, and does not elect party representatives to participate in the party congress at the next higher level.
Functions and powers of the Council:
（1） Implement the resolutions of the General Assembly of Members;
（2） Elect and remove the chairman, vice chairmen and executive directors, and appoint and dismiss the secretary-general;
（3） To prepare for the convening of the General Assembly of Member Representatives;
（4） Report work and financial status to the member congress;
（5） To decide on the admission or expulsion of members;
（6） To decide on the establishment, change and termination of offices, branches, representative offices and entities;
（7） To decide on the appointment of the Deputy Secretary General and the principal heads of each institution;
（8） To lead the work of all institutions of the Institute;
（9） Develop internal management system;
（10） Decide on reward and recognition activities;
（11） Decide on the establishment and candidates of honorary posts;
（12） Decide on other major issues.
The meeting of the Board of Directors can be held only when more than two-thirds of the directors are present, and its resolution can take effect only after being voted by more than two-thirds of the directors present at the meeting.
The Council shall meet at least once a year;In special circumstances, it can also be held in the form of communication.
The institute establishes a standing council.The Standing Council shall be elected by the Council, and shall exercise the functions and powers specified in Item 1, 3, 5, 6, 7, 8 and 9 of Article 20 when the Council is not in session, and shall be responsible to the Council.The number of executive directors shall not exceed one third of the number of directors.
The meeting of the Standing Council can be convened only when more than two-thirds of the executive directors are present, and its resolution can take effect only after being voted by more than two-thirds of the executive directors present at the meeting.
The Standing Council shall meet at least once every six months;In special circumstances, it can also be held in the form of communication.[11]

The members of the society are divided into individual members, unit members and foreign members.[11]
Regulations on Membership
Members who apply to join the society must meet the following conditions:
（1） Support the constitution of the society;
（2） Willing to join the society;
（3） Has certain influence in the business field of the Institute;
（4） Individual members: scientific and technological workers in tobacco and related fields with intermediate or above professional and technical post qualifications;Those who have bachelor's degree or above, love and engage in the tobacco industry;
（5） Unit members: scientific research institutes, enterprises and institutions related to the tobacco industry and with a certain number of scientific and technological personnel, as well as legally established social organizations;
（6） Foreign members: foreign experts and scholars who have high academic achievements, are friendly to China, and are willing to communicate and cooperate with the Society can be recruited as foreign members after being discussed and approved by the Council or the Standing Council of the Society and reported to the competent business unit for filing.Foreign members can enjoy preferential access to academic journals and relevant materials published by the Society, and can be invited to attend academic conferences hosted by the Society in China and obtain other relevant services.Foreign members must be introduced by the relevant professional committee or two or more members, accepted by the Standing Council after deliberation, and reported to the competent business department for filing according to relevant regulations.
The following provisions of the Articles of Association do not include foreign members.[11]
Membership procedures
Membership procedures:
（1） Submit the application for membership;
（2） After discussion and adoption by the Council;
（3） The membership card shall be issued by the Council or the institution authorized by the Council.[11]
Rights of Members
Members enjoy the following rights:
（1） The right to vote, stand for election and vote;
（2） Participate in the activities of the Society;
（3） Obtain the priority of academic services;
（4） The right to criticize, suggest and supervise the work of the Institute;
（5） Voluntary membership and free withdrawal.[11]
Obligations of Members
Members shall perform the following obligations:
（1） Abide by the Articles of Association of the Institute;
（2） Implement the resolutions of the Institute;
（3） Safeguard the legitimate rights and interests of the Institute;
（4） Complete the work assigned by the society;
（5） Reflect the situation to the society and provide relevant information;
（6） Assist in carrying out academic, science popularization and other activities.[11]
Withdrawal instructions
When a member withdraws from the association, he/she shall notify the association in writing and return his/her membership card.If a member fails to perform his/her obligations or participate in the activities of the Society, he/she shall be deemed to have withdrawn from the Society automatically.
If a member seriously violates the Articles of Association, he/she shall be expelled after being voted by the Council or the Standing Council.[11]

（1） Carry out academic exchanges, activate academic ideas, promote the development of tobacco discipline, and promote independent innovation of tobacco science and technology;
（2） Carry out tobacco science popularization, scientific and technological consultation, continuing education and other service activities;
（3） In accordance with the relevant regulations, the Chinese Tobacco Journal and the society's website should be well run, and popular science books and other publications should be published;
（4） Organize members and scientific and technological workers to carry out scientific demonstration on major technical issues in the development of the industry and put forward advisory suggestions;
（5） To carry out international tobacco academic exchanges and strengthen friendly exchanges with Chinese (overseas) tobacco scientific and technological groups and workers;
（6） Reflect the suggestions, opinions and appeals of members and scientific and technological workers, safeguard their legitimate rights and interests, and promote the construction of scientific ethics and style of study;
（7） Select and commend "outstanding scientific and technological workers of China Tobacco Society" according to regulations;
（8） Complete the tasks assigned by the China Association for Science and Technology, the State Tobacco Monopoly Administration and relevant departments.
Matters within the business scope that must be approved according to laws, regulations and rules shall be carried out after being approved according to law.[11]

Conference exchange
From November 5 to 6, 2009, the China Tobacco Society held a seminar on "Tobacco Discipline Development Report" in Nanchang, Jiangxi Province.Dong Guozhi, secretary-general of the China Tobacco Society, and more than 30 experts and scholars in the tobacco industry reviewed the Report on the Development of Tobacco Discipline, and worked together to develop the tobacco discipline.Relevant principals of Jiangxi Tobacco Monopoly Bureau (Company) and Jiangxi China Tobacco Industry Co., Ltd. delivered speeches at the meeting.[12]
On August 5, 2023, the first academic exchange meeting on the high-quality development of domestic medium and high-end cigars with the theme of "100 cigars contending for wisdom and talking about cigars" was held in Hefei, Anhui Province.The meeting was guided by the China Tobacco Society, hosted by the Anhui Tobacco Society in conjunction with Shandong, Hubei and Sichuan Tobacco Societies, and co sponsored by Anhui China Tobacco Industry Co., Ltd.Heads of the Science and Technology Department of the State Administration, China Tobacco Society, China Tobacco Sales Company and tobacco industrial and commercial enterprises in Anhui, Shandong, Hubei and Sichuan attended the meeting.[13]

《Chinese Journal of Tobacco》Founded in 1992, it is an academic journal covering tobacco industry, agriculture, economic management and related fields sponsored by the China Tobacco Society, which is in charge of the China Association for Science and Technology.The main columns are tobacco and smoke chemistry, agronomy and modulation, economy and management, manufacturing technology, plant protection, modern tobacco agriculture, smoking and health, biotechnology, and overview.Readers are scientific researchers in the tobacco industry and related fields, teachers and students in colleges and universities, managers and production technicians.[14]

Science popularization activities
On May 22, 2022, China Tobacco Society and Qingzhou Tobacco Research Institute of China Tobacco Corporation jointly held the "Science Popularization Open Day" activity with the theme of "modern agricultural science and technology and green development" in Xuancheng Experimental Base of Qingzhou Institute. More than 40 teachers and students from Yangliu Center Junior High School in Xuancheng, Anhui Province participated in the activity.[15]
