China Inspection and Testing Society (CITS) was founded on November 11, 2013 byChina Association for Science and TechnologyandState Administration of Market SupervisionJointly in charge, a national, academic and non-profit social organization voluntarily launched by national inspection and testing scientific and technological workers, relevant scientific research institutes, scholars of colleges and universities, enterprises and relevant social representatives, is the bridge and link between the Communist Party of China and the Chinese government to contact the technicians and authors of the inspection and testing department, and an important force to promote the development of market supervision.[1]

On November 11, 2013, the establishment of the China Association for Inspection (Testing) and Quarantine and the first national membership congress were held in Beijing.[2]
On December 9, 2018, with the approval of the Ministry of Civil Affairs of the People's Republic of China, the China Association for Inspection and Quarantine was renamed the China Association for Inspection and Testing.[3]
In October 2019, China Society for Inspection and Testing was accepted by the second batch of pilot units of modern apprenticeship by the Ministry of Education of the People's Republic of China.[22]
From June 5 to 6, 2020, the Chinese Society for Inspection and Testing held the second general meeting of the Chinese Society for Inspection and Testing at the China Science and Technology Hall in Beijing.[4]
On March 30, 2021, the second meeting of the second council and the third executive council meeting of the Chinese Society for Inspection and Testing was held in Beijing.[5]
On March 31, 2022, the third meeting of the second council and the fifth meeting of the standing council of the Chinese Society for Inspection and Testing was held in Beijing.[6]
On March 28, 2023, the fourth meeting of the second council and the seventh meeting of the standing council of the Chinese Society for Inspection and Testing was held in Beijing.[7]
In July 2023, the first general meeting and founding meeting of the Wire and Cable Branch of China Inspection and Testing Society will be held in JiangsuHeld in Changzhou.[25]

Institutional setup
The highest authority
The highest authority of the Institute is the General Assembly.The functions and powers of the general meeting are:
（1） To formulate and revise the Articles of Association of the Society;
（2） Elect and remove directors;
（3） Review the work report and financial report of the Council;
（4） Formulate and revise the membership fee standard;
（5） Decide on termination;
（6） Decide on other major issues.
The general meeting can be convened only when more than 2/3 of the members are present, and its resolution can take effect only when more than half of the members present vote.
The General Assembly is held for 5 years.If it is necessary to change the term in advance or postponed due to special circumstances, it must be voted by the Council, reported to the competent business unit for review and approval, and approved by the society registration authority. The extension of the term of office shall not exceed 1 year.[8]

The Council is the executive body of the General Assembly, leading the Institute to carry out daily work when the General Assembly is not in session, and is responsible for the General Assembly.
The functions and powers of the Council are:
（1） Implement the resolutions of the general meeting;
（2） Elect and remove the President, Vice President, Secretary General and Executive Directors;
（3） Prepare for the general meeting;
（4） Report work and financial status to the General Assembly;
（5） To decide on the admission and expulsion of members;
（6） To decide on the establishment, change and termination of offices, branches, representative offices and other affiliated institutions;
（7） To decide on the appointment of the Deputy Secretary General and the principal heads of each institution;
（8） Formulate the activity plan and internal management system of the Institute;
（9） To lead the work of all institutions of the Institute;
（10） Decide on other major issues.
The board of directors can be convened only when more than 2/3 of the directors are present, and its resolution can take effect only when more than 2/3 of the directors present vote.
The Council shall hold at least one meeting every year;Under special circumstances, it can be held in the form of communication.
The institute establishes a standing council.The Standing Council shall be elected by the Council, and the number of standing directors shall not exceed 1/3 of the number of directors.When the Council is not in session, the Standing Council exercises the functions and powers specified in Article 19, Items 1, 3, 5, 6, 7, 8 and 9, and is responsible to the Council.

Member classification
The members of the society include unit members and individual members.[9]
Membership conditions
Members who apply to join the society must meet the following conditions:
（1） Support the constitution of the society;
（2） Willing to join the society;
（3） Unit members: enterprises and institutions, laboratories, scientific research institutes and key universities that are engaged in inspection and testing and have a certain influence in the field of inspection and testing, as well as institutions that have made important contributions to the development of inspection and testing disciplines;
（4） Individual members: scientific and technological workers and management workers engaged in inspection and testing, related scientific research, teaching, management, research, development and production of analytical testing instruments and equipment.[9]
Membership procedures
Procedures for membership:
（1） Submit the application for membership;
（2） It is discussed and approved by the Council or the Standing Council;
（3） The membership certificate shall be issued by the Council or the institution authorized by the Council.[9]
Rights of Members
Members enjoy the following rights:
（1） Have the right to vote, stand for election and vote;
（2） Give priority to the activities of the Institute;
（3） Have the priority to obtain the services of the Institute;
（4） Have the right to criticize, suggest and supervise the work of the Institute;
（5） Voluntary membership and free withdrawal.[9]
Obligations of Members
Members shall perform the following obligations:
（1） Abide by the Association and implement the resolutions of the Association;
（2） Carry forward scientific spirit and abide by scientific morality;
（3） Publicize the work of the Institute and safeguard its legitimate rights and interests;
（4） Complete the work assigned by the Institute;
（5） Reflect the situation to the society and provide relevant information;
（6） Pay membership dues as required.[9]
Withdrawal instructions
When a member withdraws from the association, he/she shall notify the association in writing and return his/her membership card.If a member does not pay the membership fee or participate in the activities of the Association for one year without any reason, it will be deemed as automatic withdrawal.
If a member seriously violates the Articles of Association, he/she shall be expelled after being voted by the Council or the Standing Council.
（1） Serious violation of the Articles of Association;
（2） Those who violate the laws of China and are subject to criminal punishment;
（3） Individual words and deeds cause great damage to the reputation of the Institute.[9]
