China Machinery Industry Federation (CMIF) is a comprehensive industry association voluntarily composed of national associations, regional associations, enterprises and institutions with important influence, scientific research institutes, colleges and secondary technical schools of the machinery industry. It was founded in 2001Ministry of Civil Affairs of the People's Republic of ChinaA registered national social organization as a legal person.[4]
The main task of the China Machinery Industry Federation is to investigate and study the economic operation and enterprise development of the machinery industry;Analyze and publish industry related technical and economic information, and provide industry development guidance and industry information services for governments, enterprises, members and social intermediary organizations;Organize the formulation and revision of national and industrial standards and technical specifications for the machinery industry, and organize publicity and implementation;Participate in the industry quality certification, supervision and management;Promote scientific and technological progress in the industry, carry out scientific and technological exchanges in the industry, organize the evaluation of scientific and technological achievements in the industry and recommend national scientific and technological progress awards;Organize and carry out technical and economic cooperation and exchanges at home and abroad, and communicate with international counterparts;Organize and carry out industry training, industry advanced selection and industry investigation activities;Organize, coordinate and hold large-scale domestic and international exhibitions (fairs) in the industry.[4]
According to the data of November 2023, the China Machinery Industry Federation manages 45 associations (schools) and 21 public institutions.[16-17]

On August 7, 1952, the 17th meeting of the Central People's Government Committee approved the establishment of the First Ministry of Machinery Industry, which was officially established on August 30.
In August 1953, the Ministry of Railways put the Locomotive and Rolling Stock Industry Administration under the jurisdiction of the First Machinery Department.
On February 1, 1958, the Fifth Session of the First National People's Congress approved the merger of the First Machinery Department, the Second Machinery Department and the Ministry of Motor Manufacturing Industry into the First Machinery Department, which was officially established on March 1.
In July 1958, the Bureau of Rolling Stock Industry was incorporated into the Ministry of Railways.
On September 13, 1960, the 29th meeting of the Standing Committee of the Second National People's Congress approved that the military industry would be set up from the first machinery department, and the third machinery industry department would be set up to take charge of the leadership and management. The first machinery department would continue to lead and manage the civil machinery industry.On September 15, the first and third machine departments were officially separated.
On May 12, 1956, the 40th meeting of the Standing Committee of the First National People's Congress approved the abolition of the Third Ministry of Machinery Industry (the former local ministry of industry), and the establishment of the Ministry of Motor Manufacturing Industry. The local machinery industry under the management of the former Three Machinery Department was under the management of the First Machinery Department, and the First Machinery Department put the three industrial administrations of motor, electrical appliances and electrical materials under the management of the Ministry of Motor Manufacturing Industry.
On November 15, 1957, the State Council issued the Provisions on Improving the Industrial Management System, and the management body of the machinery industry department made corresponding adjustments.In December, the Ministry of Motor Manufacturing Industry and the First Machinery Department jointly worked.
On February 1, 1958, the Fifth Session of the First National People's Congress approved the merger of the First Machinery Department, the Second Machinery Department and the Ministry of Motor Manufacturing Industry into the First Machinery Department.
On November 3, 1967, the Central Committee of the Communist Party of China and the State Council decided to exercise military control over the First Aircraft Department, establish the Military Control Committee of the First Aircraft Department, and exercise unified leadership over all work.
In April 1970, the Central Committee decided to merge the Eighth Ministry of Machinery Industry and the First Ministry of Machinery Industry into the First Ministry of Machinery Industry. The two departments were formally merged on July 1, and the Party's core group and the Revolutionary Committee of the First Ministry of Machinery were established.
On May 4, 1982, in accordance with the spirit of the Central Committee's directive on reforming state organs, the 23rd meeting of the Fifth National People's Congress Standing Committee adopted the merger of the First Machinery Department, the Ministry of Agricultural Machinery, the State Administration of Instrument Industry and the State Administration of Complete Machinery Equipment to establish the Ministry of Machinery Industry.
On May 7, 1982, the State Council approved the establishment of China Automotive Industry Corporation on the basis of the Automotive Industry Bureau of the former First Machinery Department.
On May 29, 1987, the China Automobile Industry Corporation was changed into the China Automobile Industry Federation.
On August 26, 1959, the Fifth Meeting of the Standing Committee of the Second National People's Congress approved the establishment of the Ministry of Agricultural Machinery. The Ministry of Agricultural Machinery put the organizational system of the Bureau of Agricultural Machinery and its affiliated enterprises and institutions serving agriculture under the Ministry of Agricultural Machinery, which was formally established on September 7.
On January 4, 1965, the First Session of the Third National People's Congress approved that the Ministry of Agricultural Machinery was renamed the Eighth Ministry of Machinery Industry.
In July 1967, the Central Committee of the Communist Party of China and the State Council decided to implement military control over the Eighth Military Machinery Department.
In April 1970, the central government decided to merge the eight machine departments and one machine department into one machine department.On July 1, the Eighth Machine Department and the First Machine Department were formally merged.
On February 23, 1979, the Sixth Session of the Fifth National People's Congress approved that the agricultural machinery industry would be set up from one machinery sector, and the Ministry of Agricultural Machinery would be set up to take charge of leadership and management, which was officially established on March 10.
On May 4, 1982, the 23rd Meeting of the Standing Committee of the Fifth National People's Congress adopted the merger of the First Ministry of Machinery, the Ministry of Agricultural Machinery, the State Administration of Instrument and Meter Industry and the State Administration of Complete Machinery and Equipment to form the Ministry of Machinery Industry.
On October 9, 1979, the State Council approved the establishment of the General Administration of Instrument and Meter Industry under the First Machinery Department, and established the State General Administration of Instrument and Meter Industry, which is directly under the State Council and managed by the First Machinery Department.

On December 2, 1986, the 18th Meeting of the Standing Committee of the Sixth National People's Congress approved the abolition of the Ministry of Machinery Industry and the Ministry of Weapons Industry, and the establishment of the National Machinery Industry Committee.
On April 9, 1988, the First Session of the Seventh National People's Congress approved the abolition of the National Machinery Industry Commission and the Ministry of Electronics Industry, and the establishment of the Ministry of Machinery and Electronics Industry.
On March 22, 1993, the State Council's institutional reform plan adopted at the first session of the Eighth National People's Congress abolished the Ministry of Machinery and Electronics Industry and established the Ministry of Machinery Industry.
On March 1, 1998, according to the State Council's institutional reform plan approved at the first session of the Ninth National People's Congress and the Notice of the State Council on the Establishment of State Bureaus under the Administration of Ministries and Commissions, the Ministry of Machinery Industry was reorganized into the Bureau of Machinery Industry, which is the administrative agency in charge of the machinery industry under the administration of the State Economic and Trade Commission.
On December 31, 2000, according to the requirements of the Notice of the General Office of the State Council on Printing and Distributing the Structural Reform of the State Bureau under the Administration of the State Economic and Trade Commission and the Adjustment Plan of the Internal Organizations of the State Economic and Trade Commission, the State Machinery Industry Bureau was cancelled and the China Machinery Industry Association was established.[5-6]
On January 16, 2001, the State Economic and Trade Commission printed and distributed the Notice on the Management Opinions of the Associations in Charge of the State Economic and Trade Commission, standardized the management of the competent industry associations (including social organizations such as associations), decided to directly manage the China Machinery Industry Association, and entrusted the China Machinery Industry Association with the custody (management, affiliation) of some units.
On March 8, 2001, the Ministry of Civil Affairs of the People's Republic of China approved the change of China Machinery Industry Association to China Machinery Industry Federation;On the 25th, the China Machinery Industry Federation was listed.[3][9]
In April 2023, the State owned Assets Supervision and Administration Commission of the State Council and the China Machinery Industry Federation will cancel the host, supervisor, contact and affiliation relationship.[2]

Institutional setup
The highest authority
The General Assembly of Member Representatives is the highest authority of the China Machinery Industry Federation. The selection of member representatives adheres to the principles of openness, fairness and impartiality. The term of office of member representatives is the same as that of the Council. Member representatives exercise their rights in accordance with the provisions of the Articles of Association.
Member representatives shall meet the following basic conditions: (1) Member of China Machinery Industry Federation;（2） Abide by the Articles of Association and earnestly perform the rights and obligations of member units;（3） Actively participate in various activities organized by the China Machinery Industry Federation, and support the work of the industry and the association;（4） It has the attributes of industry, profession, unit and geographical representation;（5） Attend the member congress on time and perform the duties of representatives;（6） Legal compliance, integrity and self-discipline.
According to the Articles of Association, the total number of member representatives shall not be less than three times of the number of directors.The general meeting of member representatives can be held only when more than 2/3 of the members' representatives are present.The proportion of member representatives is 100% of the board members and 50% of the members.The Secretariat of the China Federation of Machinery Manufacturers and its branches shall, according to the basic conditions and proportion of member representatives, study and propose a list of member representatives' suggestions, which shall be submitted to the leading group for review and approval.
Member representatives shall perform the following duties during the Congress: (1) Deliberate various proposals, reports and related topics of the Congress;（2） To participate in the election and recall of the General Assembly of Members;（3） Put forward work suggestions, opinions and motions;（4） To maintain the order of the member congress and ensure the realization of the conference task objectives.A member representative who commits one of the following acts shall be disqualified from being a representative;（2） Failing to attend the general meeting of members' representatives without any reason or performing the obligations of members' representatives;（3） Abuse the rights of member representatives to seek illegitimate interests for institutions and individuals;（4） Conduct that may lead to loss of membership as specified in the Articles of Association.[10]

The basic composition of the Council is: some national machinery industry associations and regional industry associations;Representative machinery enterprises and institutions, scientific research institutes and colleges and universities;Individual director;The number of directors shall not exceed 200;Directors cannot come from the same member unit (except individual directors);Highlight the advancement and focus on representativeness.The proportion and distribution between regions and specialties, enterprises (institutions) and associations, state-owned enterprises and private enterprises shall be considered as a whole.
Basic conditions for directors: (1) adhere to the Party's line, principles and policies, and have high political quality;（2） Has a great influence in the machinery industry, and has strong organizational, coordination and decision-making capabilities;（3） Earnestly perform the rights and obligations stipulated in the Articles of Association;（4） Enthusiastic in community work, fair in handling affairs, with corresponding professional quality and pioneering spirit;（5） The director of the unit shall be the main person in charge of the unit.
The selection method of directors: (1) According to the principle of the composition of the directors of the fifth session of the Board of Directors, based on the fourth session of the Board of Directors, the proposed list of directors of the fifth session of the Board of Directors is formed through self recommendation and recommendation by members;（2） The list of directors' suggestions has been studied and preliminarily reviewed by the leading group for the change of office;（3） After being studied by the Party Committee, it shall be submitted to the Council for deliberation and approval;（4） Submit it to the Fifth Congress of Members for election by secret ballot.Those who obtain more than half of the votes are elected.
