The Library Society of China (LSC for short) was founded in 1979 byChina Association for Science and TechnologyDirector, a national, academic and non-profit social organization voluntarily incorporated and legally registered by the scientific and technological workers of the library and related industries or institutions, is the bridge and link between the Communist Party of China and the Chinese government to connect the library workers, is to guide the library industry to comprehensively implement the scientific concept of development, scientific management, promote scientific and technological progress, and build an innovative country,It is an important social force to develop China's library cause.[1]
According to the official website of the Society in April 2023, the Chinese Library Society has 16 branches.[14]
In 1925, the Chinese Library Association, the predecessor of the Chinese Library Association, was founded.
In 1927, the Association became one of the initiators of the International Federation of Library Associations (IFLA).
In 1949, after the founding of the People's Republic of China, it was unable to participate in the activities of the International Federation of Library Associations.[24]
From July 9 to 16, 1979, the inaugural meeting and the first member representative meeting of the Chinese Library Society was held in Taiyuan, Shanxi Province;In August, he joined the China Association for Science and Technology.
In May 1981, he resumed his legal seat in the International Federation of Library Associations (IFLA).[1]
On October 31, 1983, the second member congress of the Chinese Library Association was held in Xiamen, Fujian Province.[4]
From November 5 to 8, 1987, the third member representative meeting of the Chinese Library Society was held in Shenzhen.[5]
From April 25 to 27, 1992, the fourth member representative conference of the Chinese Library Association was held in Nanjing.[6]
From July 30 to August 3, 1997, the fifth member representative conference of the Chinese Library Society was held in Kunming, Yunnan Province.[7]
From September 23 to 26, 2001, the sixth member representative meeting of the Chinese Library Association was held in Chengdu, Sichuan Province.[8]
From July 18 to 19, 2005, the seventh National Congress of Library Association of China was held in Guilin.[9]
From July 6 to 9, 2009, the 8th National Congress of Library Association of China was held in Beijing.[10]
On April 9, 2015, the 9th National Congress of Library Association of China was held in Beijing.[11]

Institutional setup
The highest authority
The highest authority of the Institute is the General Assembly of Members.The functions and powers of the members' congress are:
（1） To formulate and revise the Articles of Association of the Society;
（2） Elect and remove directors and supervisors;
（3） Review the work report and financial report of the Council;
（4） Deliberate the work report of the Board of Supervisors;
（5） Formulate work policies and tasks;
（6） Formulate and revise the membership fee standard;
（7） Decide on termination;
（8） Decide on other major issues.
The general meeting of member representatives can be convened only when more than 2/3 of the members' representatives are present, and its resolution can take effect only after being approved by more than half of the members' representatives present.
The General Assembly of Member Representatives is held for 5 years.If it is necessary to change the term of office in advance or postponed due to special circumstances, it must be voted by the Council, reported to the competent business unit for review and approved by the society registration authority.The extension of the term of office shall not exceed 1 year.[13]
Actuator
The Council is the executive body of the General Assembly of Members, leading the Institute to carry out daily work when the General Assembly of Members is not in session, and is responsible for the General Assembly of Members.The members of the Council shall be elected by secret ballot through full deliberation and consultation.The candidates for directors should be experts and scholars with academic achievements, decent style of study, who can participate in the actual work of the Institute, and leading cadres who are enthusiastic about the work of the Institute and engaged in organization and management.The composition of the Council should reflect the structure of the old, middle and young echelons.The members of the Board of Directors shall be updated at least 1/3 of the time.
The functions and powers of the Council are:
（1） Implement the resolutions of the General Assembly of Members;
（2） Elect and remove the chairman, vice chairmen and executive directors, and appoint and dismiss the secretary-general;
（3） To prepare for the convening of the General Assembly of Member Representatives;
（4） Report work and financial status to the member congress;
（5） To decide on the establishment, change and termination of offices, branches, representative offices and entities;
（6） To decide on the appointment of the Deputy Secretary General and the principal heads of each institution;
（7） To lead the work of all institutions of the Institute;
（8） Develop internal management system;
（9） To decide on the admission and expulsion of members;
（10） Decide on the establishment of honorary positions and candidates;
（11） Decide on other major issues.
The board of directors can be convened only when more than 2/3 of the directors are present, and its resolution can take effect only when more than 2/3 of the directors present vote.
The Council shall hold at least one meeting every year;In special circumstances, it can also be held by means of communication.
The institute establishes a standing council.The standing council shall be elected by the council by secret ballot, and the number of standing directors shall not exceed 1/3 of the number of directors.The Standing Council shall exercise the functions and powers of Article 19 (1), (3), (5), (6), (7), (8) and (9) when the Council is not in session, and shall be responsible to the Council.
The executive council can be convened only when more than 2/3 of the executive directors are present, and its resolution can take effect only after more than 2/3 of the executive directors present vote.
The Standing Council shall hold at least one meeting every half a year, and in special circumstances, it can also be held in the form of communication.[13]

Member classification
The membership of the society includes individual members and unit members.[13]
Membership conditions
Those who support and agree to abide by the articles of association of the society and meet the membership conditions can apply for membership and become members after being approved by the society.
Membership conditions:
（1） Individual member: Anyone who meets one of the following conditions can apply to become an individual member:
1. Have more than 3 years of library work experience, and have a certain academic level;
2. Have a bachelor's degree or above, and have more than one year of library work experience;
3. Workers of libraries and related industries and institutions with master's degree or above;
4. Librarians with intermediate or higher professional and technical titles such as librarians, lecturers and engineers;
5. People from other industries or institutions who enthusiastically support the work of the Institute.
（2） Unit members: all levels, all kinds of libraries or information institutions, relevant enterprises and institutions, and academic social organizations established according to law who are willing to participate in relevant activities of the Society and support the work and development of the Society.[13]

Rights of Members
Members enjoy the following rights:
（1） Have the right to vote, stand for election and vote of the Institute;
（2） Have the right to criticize, suggest and supervise the work of the Institute;
（3） Preferential or preferential participation in academic research and exchange activities at home and abroad organized by the Society;
（4） Preferential or free access to relevant information of the Institute;
（5） Give priority to publishing papers in journals sponsored by the Society;
（6） Voluntary membership and freedom to withdraw;
（7） Unit members can request the Institute to give priority to providing technical consultation, business training and other related services.[13]
Obligations of Members
Members shall perform the following obligations:
（1） Abide by the Association and implement the resolutions of the Association;
（2） Consciously safeguard the legitimate rights and interests of the Institute;
（3） Actively participate in the activities of the society and complete the work entrusted by the society;
（4） Reflect relevant information to the society and provide relevant information;
（5） Pay membership dues as required.[13]
Withdrawal instructions
When a member withdraws from the association, he/she shall notify the association in writing and return his/her membership card.If a member fails to pay the membership fee or participate in the activities of the Institute for two consecutive years, it will be deemed as automatic withdrawal.
Any member who violates the criminal law and seriously violates the Articles of Association of the Society shall be expelled after being voted by the Council or the Standing Council.[13]

From August 14 to 15, 2013, the first National Library Juvenile Service Forum of the Chinese Library Association, sponsored by the Chinese Library Association, the National Library and the Department of Culture of Yunnan Province, and organized by the Yunnan Provincial Library Association and the Yunnan Provincial Library, was held near the Cuihu Lake in Kunming. On October 12, 2017, the 7th Youth Academic Forum of the Chinese Library Association, sponsored by the Chinese Library Association, hosted by Wuhan Library and Wuhan Library Association, and supported by Superstar Group, was opened in the most beautiful grass-roots library, Wuhan Library Tanghu Branch. The theme of the forum was "Transformation and Innovation: The Mission and Responsibility of Librarians in the New Era".[16]
From September 18 to 19, 2018, the training class on learning and implementing the Public Library Law of the People's Republic of China and the 6th Forum of 100 County Directors of the Chinese Library Society was held in Deqing County, Zhejiang Province. More than 100 county level public library directors from 30 provinces, autonomous regions, and municipalities directly under the Central Government of China gathered to learn the Public Library Law,This paper analyzes the new opportunities and challenges faced by county-level public libraries in the new era, discusses the goals, tasks and important work of county-level libraries at this stage, and forms the following consensus.[17]
On October 27, 2020, the National Library of China, the Chinese Library Association and the British Library jointly held a video conference of the "2020 China UK Library Forum".The forum focused on such hot issues as "epidemic response - solutions to challenges" and "how to balance library services and digital services in the post epidemic environment".[18]
On October 31, 2022, the 2022 "Bookish City (District/County Level)" Forum, sponsored by the Chinese Library Association and undertaken by the Reading Promotion Committee of the Chinese Library Association and Ningbo Library, was successfully held.Chen Ying, vice president of the Chinese Library Association and vice president of the National Library, Chu Shuqing, president of the Zhejiang Provincial Library Association and director of the Zhejiang Library, Jiang Wuji, deputy director of the Ningbo Municipal Bureau of Culture, Radio, Television and Tourism, and a member of the Party Leadership Group, attended the opening ceremonyMore than 100 people, including the library director, participated in the forum in a combination of online and offline.[19]

The unified award of China Library Association is Wenjin Book Award.
The Wenjin Book Award is a public welfare book award sponsored by the National Library and jointly participated by the national library community.The books reviewed are divided into three categories: social science, popular science and children's books, focusing on non fiction books (excluding children's books) that can spread knowledge, cultivate sentiment and improve the public's humanistic and scientific literacy.The scope of selection is from January 1 to December 31 of the previous year (subject to the time recorded on the copyright page), the Chinese language books officially published and publicly distributed (including limited domestic distribution) in China by publishing institutions established with the approval of the Chinese national publication administration department, excluding reprints and reprinted books that have won the Wenjin Book Award.[21]
