Background

National Labor Union Training Course for Taiwan, Hong Kong and Macao
On July 23, 1921, The First National Congress of the Communist Party of China The meeting decided that the current work is mainly to carry out the labor movement. On May 1, 1922, in order to exchange the experience of carrying out the workers' movement and establishing trade union organizations in various places, and promote the climax of the national workers' movement, the Secretariat of China's Labor Union initiated and convened the first national labor conference. On May 4, 1924, Guangzhou workers officially held a congress, which was attended by more than 300 representatives from more than 200 trade unions in the city. On May 1, 1926, the Third National Labor Conference was held in Guangzhou. The General Assembly passed more than 30 documents, including the Resolution on the Development of China's Workers' Movement and Its Status in the National Movement, and the Resolution on the Outline of the Labor Law. The conference called on the working class and 699 national associations and branches to take active action to prepare for and support the successful march of the Northern Warfare. The General Assembly elected a new Executive Committee.
On June 19, 1927, the Fourth National Labor Conference was held in Hankou Convening. The central task of the congress is to mobilize and organize the working class to unite the people of all strata and oppose imperialist sabotage and the coup d 'é tat of the Kuomintang Rightists in order to save the revolution. The meeting passed 13 resolutions, including the Resolution on Political Report, the Future of the National Revolution and the Task of Trade Unions, the Resolution on Women Workers, the Resolution on Child Labour, and the Resolution on Anti Fascism and the Struggle against Fascist Trade Unions, and issued a speech at the meeting. The General Assembly elected a new Executive Committee.
On November 7, 1929, the Fifth National Labor Conference was held in Shanghai. The Central Committee of the Communist Party of China sent a speech to the General Assembly, and Xiang Ying made a report on behalf of the General Assembly. The conference passed 12 resolutions, including the National Workers' Struggle Program of China, the Joint Resolution of Trade Unions, the Resolution on the Outline of Work for Rural Workers, and 13 power connections, including the Letter to Red Army Soldiers and Soldiers, and the Letter to Red Workers International and Workers from All over the World. The General Assembly elected a new Executive Committee.
On August 1, 1948, the Sixth National Labor Conference was held in Harbin. The meeting summarized the experience of the labor movement in the white areas and revolutionary base areas during the New Democratic Revolution, formulated correct labor movement guidelines and policies, and played a connecting role in the history of China's labor movement. The conference carefully listened to and focused on the theme report of Chen Yun's "On the Current Task of the Chinese Workers' Movement". The conference also passed the new Constitution of the All China Federation of Trade Unions, and decided to restore the All China Federation of Trade Unions with a glorious revolutionary tradition. Zhu Xuefan said in his Closing Speech to the conference that the conference was unified not only in organization, but also in will, thought, spirit and action. The 6th Executive Committee was elected by the General Assembly.

On May 2, 1953, the Seventh National Congress of the Chinese Trade Union was held in Beijing. The Conference passed the Report on the Work of China's Trade Unions, the Report on the Amendment of the Articles of Association of China's Trade Unions, and the Resolution on Supporting the World Trade Union Confederation in Convening the Third Congress of the World Trade Union. (The third executive committee of the sixth session of the General Assembly decided to change the Seventh National Labor Conference to the Seventh National Congress of the Chinese Trade Union.)
On December 2, 1957, the 8th National Congress of the Chinese Trade Union was held in Beijing. The conference reaffirmed the trade union policy formulated by the Seventh National Congress of the Communist Party of China, and further clarified the central task of the working class at that time, that is, to strive to develop industry, actively support agriculture, and concentrate on the implementation of the upcoming Second Five Year Plan. The General Assembly passed resolutions such as the Report on the Work of China's Trade Unions, the Report on the Amendment of the Articles of Association of China's Trade Unions, and the Articles of Association of China's Trade Unions. On October 11, 1978, the 9th National Congress of the Chinese Trade Union was held in Beijing. On October 19, 1983, the 10th National Congress of the Chinese Trade Union was held in Beijing. Meeting with the Youth Trade Union Cadre Delegation of the World Federation of Trade Unions
The trade union congresses of provinces, autonomous regions, municipalities directly under the Central Government, cities divided into districts and autonomous prefectures, counties (banners), autonomous counties, and cities not divided into districts shall be convened by the trade union committees at the same level and held every five years. Under special circumstances, the meeting may be held in advance or postponed upon the proposal of the trade union committee at the same level and the approval of the trade union at the next higher level. The functions and powers of the local trade union congress at all levels are: to review and approve the work report of the trade union committee at the same level; Deliberate and approve the report on the income and expenditure of the federation of trade unions at the same level and the work report of the fund review committee; Elect the trade union committee and the fund review committee at the same level.
Local federation trade union committees at all levels shall, when the congress is not in session, implement the decisions of the trade union at the higher level and the resolutions of the trade union congress at the same level, lead the trade union work in their own areas, and regularly report their work to the federation trade union committee at the higher level.
The federation of trade unions of provinces and autonomous regions may set up representative offices in regions according to work needs. The federation of trade unions of municipalities directly under the Central Government and cities divided into districts shall establish federation of trade unions at the district level. Counties and urban districts may establish township trade unions and sub district trade union organizations in towns and sub districts, and establish federation of trade unions if conditions permit.
The local federation of trade unions at all levels shall elect a chairman, several vice chairmen and several standing members to form a standing committee. The election results of the trade union committee, standing committee, chairman, vice-chairman and fund review committee shall be reported to the trade union federation at the next higher level for approval.
The plenary meeting of the local federation trade union committees at all levels shall be held at least once a year and convened by the standing committee. The establishment of local industrial trade union organizations at all levels shall be determined by the local federation of trade unions at the same level according to the actual situation of the region. [5]

Enterprises, institutions, government organs, other social organizations and other grass-roots units shall establish trade union organizations according to law. Communities and administrative villages may establish trade union organizations. Proceeding from reality, establish regional and industrial trade union federations, and promote the construction of new economic organizations and new social organizations.
If there are 25 or more members, a basic trade union committee shall be established; If the number of members is less than 25, the basic level committee of the trade union may be established separately, or the members of two or more units may jointly establish a basic level committee of the trade union, or one organizer or chairman of the trade union may be elected to preside over the work of the basic level trade union. If the basic level committee of a trade union has more than ten female members, a women workers committee shall be established, and if there are less than ten women members, women workers committee members shall be established.
The trade union of an enterprise or public institution with more than 200 employees shall have a full-time chairman of the trade union. The number of full-time workers of the trade union shall be determined by the trade union through consultation with enterprises and public institutions.
Grassroots trade unions are qualified as legal persons, and have obtained the status of corporate legal persons according to law. The chairman of the trade union is the legal representative.
The general meeting or representative meeting of the members of the basic level trade union organizations shall be held at least once a year. Upon the proposal of the grass-roots trade union committee or more than one third of the trade union members, a general meeting or representative meeting of members may be held temporarily. A grass-roots trade union with less than 100 trade union members shall hold a general meeting of its members.
The functions and powers of the trade union's general assembly or representative assembly are: to review and approve the work report of the trade union's grass-roots committee; Deliberate and approve the report on the income and expenditure of the basic level committee of the trade union and the work report of the fund review committee; To elect the trade union grassroots committee and the fund review committee; Replace or recall the representatives or members of the trade union committee they elected; Discuss and decide on major issues concerning trade union work.

The permanent system is adopted for the representatives of the member congress, whose term of office is the same as that of the trade union committee of the unit.
The basic level committee of the trade union can establish branch factory, workshop (department) trade union committees in the branch factory, workshop (department) according to the work needs. The branch factory, workshop (department) trade union committee is elected by the branch factory, workshop (department) general meeting or member representative meeting, and the term of office is the same as that of the basic level trade union committee. The basic level committee of the trade union and the branch factory, workshop (department) committee may set up several special committees or groups as needed.
