In March 1956, the State Council of China established the Scientific Planning Commission, headed by Chen Yi. In June of the same year, the National Technical Committee was established. In November of the same year, Nie Rongzhen took over as Director of the Scientific Planning Commission of the State Council.
In 1958, the Science and Technology Commission of the People's Republic of China (hereinafter referred to as the National Science and Technology Commission) was merged with the National Technology Commission, and Nie Rongzhen was appointed as the director [2]
In 1970, the National Science and Technology Commission merged with the Chinese Academy of Sciences.
In September 1977, the State Council re established the National Science and Technology Commission of the People's Republic of China.

According to the Notice of the General Office of the State Council on Printing and Distributing the Functional Allocation, Internal Organizations and Staffing Plans of the National Science and Technology Commission, the State Oceanic Administration and the State Seismological Bureau (GBF [1994] No. 47), the National Science and Technology Commission is the functional department of the State Council to comprehensively manage the national scientific and technological work, and its main responsibilities are:
(1) To organize the formulation of strategies, guidelines, policies and laws and regulations for the development of science and technology and the promotion of science and technology to economic and social development throughout the country, and to work with relevant departments to study and formulate guidelines, policies, measures and overall plans for the reform of the national science and technology system.
(2) To study and determine the priority development fields of science and technology, study and analyze the major issues of science and technology promoting economic and social development, organize the formulation of the national long-term plan, five-year plan and annual plan for science and technology development, and reasonably allocate science and technology funds. Cooperate with relevant departments to comprehensively use financial, credit, tax and other economic means to strengthen the macro-control of scientific and technological work.
(3) Formulate policies and measures for basic research, applied research, technology development and commercialization, industrialization and internationalization of scientific and technological achievements, organize the formulation and implementation of national key scientific and technological plans such as national major basic projects, high-tech research and development, agricultural development, social development, and scientific and technological breakthroughs closely related to basic research and high-tech, and be responsible for Spark Formulation, guidance and implementation of torch and other development plans. To guide the national science and technology work run by the local people, manage the national high-tech industrial development zones under the centralized management, and coordinate with relevant departments to promote the scientific and technological progress of rural areas and enterprises.

(5) To manage science and technology foreign affairs, organize the formulation of policies for international science and technology cooperation and exchange, guide the work of science and technology institutions stationed abroad, and be responsible for the selection and management of science and technology cadres of embassies and consulates stationed abroad.
(6) Cooperate with relevant departments to formulate policies and regulations on scientific and technological personnel, and participate in and guide the training of national scientific and technological management cadres.
(7) It is responsible for the centralized management of national soft science research and scientific and technological information work, and guides the development of the tertiary industry of science and technology. To be responsible for the science and technology statistics within the scope of management of the State Science and Technology Commission.
(8) Cooperate with relevant departments to organize technology export, technology import, digestion, absorption and innovation.
(9) To guide and coordinate the scientific and technological management work of various departments under the State Council, provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, and to coordinate with relevant departments to promote scientific and technological progress in the industry.

(4) Comprehensive Planning Division

(7) Department of International Science and Technology Cooperation

(10) Department of Rural Science and Technology (In the name of Spark Office)

(11) Department of Science and Technology for Social Development

(12) National Nuclear Safety Administration
