According to the Notice of the General Office of the State Council on Printing and Distributing the Regulations on the Internal Organizations and Staffing of the Personnel Department's Functional Allocation (GBF [1998] No. 107), the main responsibilities of the Personnel Department are:
(1) To study and formulate personnel system reform plans and programs, formulate personnel management policies and regulations, establish a scientific and legal personnel management system, and conduct supervision and inspection; To study and formulate policies and regulations on the post setting and distribution of personnel for institutional reform.
(2) To formulate the overall plan, structural adjustment and macro policies on salary distribution for the staff of state organs and public institutions, and formulate plans for the staff and salaries of state organs and public institutions.
(3) To administer the construction of professional and technical personnel and professional and technical teams throughout the country. Responsible for the planning and training of senior professionals; Organize the selection of young and middle-aged experts with outstanding contributions and experts enjoying special government allowances, and be responsible for the management of experts who come to China (return home) to settle down; Research and improve the postdoctoral system; To be responsible for the resettlement, work adjustment and related scientific research funding of returned overseas students; Be responsible for continuing education of professional and technical personnel; To study and formulate the management policies and regulations for the entry and exit of professional and technical backbone talents and the recruitment of professional and technical backbone talents by foreign institutions in China, and organize the implementation.
(4) To study and draw up the overall plan for the reform of the personnel system of public institutions, and to study and draw up the policies and regulations for the management of staff, professional technicians and workers of public institutions and organize their implementation; Centralized management of professional titles of professional and technical personnel, improvement of professional and technical post appointment system, implementation of professional and technical practice qualification system, and improvement of professional and technical qualification examination system.
(5) We will improve the national civil service system, formulate policies and regulations for the management of national civil servants, and guide and coordinate local governments and departments in implementing the national civil service system.
(6) To undertake the appointment and removal of leaders of large state-owned enterprises and enterprise groups under the supervision of the State Council; To be responsible for the management of the selection, assessment and training of leading personnel of large state-owned enterprises and enterprise groups under the supervision of the State Council; To undertake the daily work and tasks assigned by the Central Working Committee for Large Enterprises; To study and guide the reform of enterprise personnel system.
(7) To undertake the management of special inspectors dispatched by the State Council to key large state-owned enterprises and enterprise groups; To study and formulate the working rules of special inspectors and improve the system of special inspectors; Negotiate with the relevant departments and draw up the list of enterprises assigned to the special inspectors, and formulate the personnel assignment plan; Distribute the inspection reports of special inspectors to relevant departments for review and submit them to the State Council as required; To undertake the appointment, removal, training and dispatch of special inspectors, and be responsible for the selection, appointment, removal and training of assistant special inspectors; To study and establish the reward and punishment system for special inspectors and assistants and organize their implementation, and be responsible for the supervision, inspection and daily management of special inspectors and assistants.
(8) To be responsible for the planning and development of human resources, formulate policies and regulations on talent mobility, develop and standardize the talent market, establish an access system for foreign talent institutions and organizations to enter China's talent market, and establish and improve the personnel dispute arbitration system; Participate in the reform of the employment system for college graduates and the formulation of employment policies for college graduates, and propose a mandatory distribution plan for college graduates that is urgently needed and should be guaranteed by the state; To undertake the selection and transfer of personnel with special national needs; According to the division of labor, research and draft the policies and regulations of "agricultural to non-agricultural" and organize the implementation.
(9) To study and draw up the salary system, policies, standards and control measures for the staff of government agencies, institutions and embassies and consulates abroad; To study and establish the regional allowance system and improve the allowance system for hard posts; To study and improve the policies and regulations on retirement and retirement of state organs and public institutions, and organize their implementation.
(10) To study and formulate the system of national awards and commendations, examine and verify the personnel who are awarded and commended in the name of the state, guide and coordinate the government's award and commendation work, and examine and verify the award and commendation activities implemented in the name of the State Council.
(11) To formulate policies for the placement of demobilized military cadres, formulate and organize the implementation of resettlement and training plans, and study and establish a system for the placement of demobilized military cadres that is compatible with the socialist market economy system.
(12) To guide and coordinate international exchanges and cooperation on personnel and talents, undertake the implementation of cooperation projects related to intergovernmental personnel work agreements, be responsible for the management and coordination services of staff assigned to international organizations, and undertake the coordination work led by China in international human resources institutions.
(13) To guide, supervise, inspect and coordinate the personnel work of the government system and government departments; Responsible for personnel system publicity, scientific research and information work.
(14) To undertake the administrative appointment and removal procedures of some leading personnel under the central management.
(15) To undertake other tasks assigned by the State Council.

According to the Notice of the General Office of the State Council on Printing and Distributing the Provisions on the Internal Organizations and Staffing of the Personnel Department's Functional Allocation (GBF [1998] No. 107), the Personnel Department has 11 functional departments (offices, bureaus and offices):
(1) General Office
Assist the leaders of the Ministry in carrying out comprehensive coordination, supervision and inspection of government affairs, business and other related work, be responsible for the organization of important meetings, message processing, public relations, information integration, secretarial affairs, archives, letters and visits, confidentiality and security, the management of organ finance, and the management of organ public affairs and administrative work; To study and formulate information management and network planning and standards in the field of personnel and talents, and organize and guide the construction of information systems; To manage the financial audit work of the Ministry's organs and directly affiliated units.
(2) Policy and Regulation Department

(3) Planning and Finance Division

(5) Department of Civil Service Management
Improve the national civil service system, formulate policies and regulations on the classification, employment, assessment, promotion and demotion, appointment and removal, job rotation, competition for posts, training, avoidance, discipline, reward, punishment, complaint, resignation and dismissal of national civil servants, guide and coordinate the implementation of the national civil service system by all localities and departments; To study and formulate the system of national awards and commendations, examine and verify the personnel who are awarded and commended in the name of the state, guide and coordinate the government's award and commendation work, and examine and verify the award and commendation activities implemented in the name of the State Council.
(6) Enterprise Leadership Management Bureau (Personnel Department)
To be responsible for the selection, assessment, appointment, removal and training of leading personnel of large state-owned enterprises and enterprise groups under the supervision of the State Council, as well as the research and drafting of policies and regulations; To undertake the daily work and tasks assigned by the Central Working Committee for Large Enterprises; To study and guide the reform of the appointment, assessment and management of professional titles of enterprise leaders and professional and technical personnel throughout the country; To undertake the assessment, appointment and removal of special inspectors; To be responsible for the assessment, appointment and removal of the assistant inspectors; To undertake the administrative appointment and removal procedures of some leading personnel under the central management; To be responsible for the organization establishment, personnel, labor and capital management of the Ministry and directly affiliated units.
(7) General Office of Special Inspector
To study and formulate the working rules of special inspectors and improve the system of special inspectors; Negotiate with the relevant departments and draw up the list of enterprises assigned to the special inspectors, and formulate the personnel assignment plan; To be responsible for the necessary liaison and coordination between the Office of the Special Inspector and the relevant departments, be responsible for distributing the inspection reports of the Special Inspector to the relevant departments for review, and submit them to the State Council as required; Undertake the dispatch and training of special inspectors, be responsible for the dispatch and training of special inspectors' assistants, study and establish a reward and punishment system for special inspectors and assistants, organize their implementation, and undertake the supervision, inspection and daily management of special inspectors and assistants.
(8) Talent Flow Development Department
To be responsible for the planning and forecasting of human resources, guide the flow and development of talent throughout the country, develop and standardize the talent market, establish an access system for foreign talent institutions and organizations to enter China's talent market, and establish and improve the arbitration system for personnel disputes; Propose a few mandatory distribution plans for college graduates that are urgently needed and should be guaranteed by the state; Formulate relevant personnel deployment policies, undertake the deployment of personnel with special needs in the country, study and formulate policies and regulations for "rural to non-agricultural" transformation according to the division of labor, and organize the implementation; In accordance with relevant regulations, it is responsible for handling matters concerning the selection and transfer of cadres from outside Beijing and the reception of college and technical secondary school graduates by the central state organs and their affiliated enterprises and institutions due to work needs, and organizing the settlement of the separation of husband and wife of the cadres of the central state organs and their affiliated enterprises and institutions, as well as the problem of their spouses and children changing from agriculture to non agriculture.
(9) Department of Wages, Welfare and Retirement
To study and improve the wage system, policies and standards of government agencies and institutions; Study and formulate the regional allowance system and improve the allowance system for difficult posts; To formulate the salary system for staff of embassies and consulates stationed abroad; Formulate the salary of newly recruited personnel and graduates of colleges and technical secondary schools in terms of grading, transfer and punishment; Formulate working age calculation policy; To study and improve the retirement and retirement policies and regulations of state organs and public institutions and organize their implementation; Study and improve the working hours and leave system of state organs and institutions; To study and improve the policies and regulations on the treatment of the staff of the state organs and institutions during the period of illness, work-related injury and maternity stoppage; To be responsible for the administration of welfare funds of central state organs.
(10) Department of Relocation of Military Officers (Office of the Working Group for Relocation of Military Cadres under the State Council)
To study and formulate policies and regulations on the placement of military transferred cadres, prepare and implement the resettlement plan, organize the central state organs to accept and select military transferred cadres, be responsible for the training of military transferred cadres, and undertake the tasks assigned by the military transferred cadres placement working group under the State Council, We will study and establish a system for the placement of demobilized military cadres in line with the socialist market economy.
(11) Department of International Exchange and Cooperation
