In the tenth year of Tongzhi (1871), Baotou City (now Donghe District) was built under the leadership of the general officer of Datong, and was completed in the twelfth year of Tongzhi (1873). In the third year of Xuantong (1911), after the Revolution of 1911, Baodongzhou was set up (which was abolished soon).
In the early years of the Republic of China, the "garrison envoy of western Shanxi" governed Baotou Town. In the 12th year of the Republic of China (1923), it was analyzed that Baotou Administrative Bureau (including today's Donghe District) was set up in the west of Salaqi County. In the 15th year of the Republic of China (1926), it was upgraded to Baotou County. In the 22nd year of the Republic of China (1933), Baotou City was set up in the urban area of Baotou County.
