The specific implementation rules are as follows:

Application conditions:
1. The applicant must be the legal guardian of the minor under guardianship;
2. The applicant's ward is less than 18 years old;
3. Applicants must be mainland citizens, excluding Hong Kong, Macao and Taiwan.

If the suspected account owner fails to provide valid identity certificate within 15 working days or fails to provide it within the time limit, it is assumed that the suspected account owner is consistent with the guardian.
