On December 6 local time, the 13th Conference of Procurators General of China ASEAN Member States was held in Hanoi, Vietnam. Ying Yong, the chief procurator of the country and the chief procurator of the Supreme People's Procuratorate, addressed the opening ceremony.

The heads of procuratorial delegations of the participating countries jointly signed the Joint Statement of the 13th Conference of Procurators General of China ASEAN Member States.

On December 6 local time, the 13th Conference of Procurators General of China ASEAN Member States was held in Hanoi, Vietnam, hosted by the Supreme People's Procuratorate of Vietnam, with the theme of "strengthening international cooperation in preventing and combating high-tech crimes and transnational crimes". Ying Yong, the chief procurator of the State and the chief procurator of the Supreme People's Procuratorate, led the Chinese procuratorial delegation to attend the meeting. Before the opening ceremony, Vietnamese President Wu Wenshang met with the heads of procuratorial delegations of the participating countries. At the opening ceremony, Wu Wenshang delivered a welcoming speech, and Li Zhiming, the Procurator General of the Supreme People's Procuratorate of Vietnam, and Ying Yong, the Procurator General of the Supreme People's Procuratorate of China, delivered speeches respectively. After the opening ceremony, the plenary meeting was held. Ying Yong and the heads of procuratorial delegations of ASEAN member countries, Lin Dingguo, Director of the Department of Justice of Hong Kong Special Administrative Region of China, and Ye Xunsheng, Procurator General of the Procuratorate of Macao Special Administrative Region of China, made keynote speeches around the theme of the meeting.

In his speech at the opening ceremony, Ying Yong said that China and ASEAN are connected by mountains and rivers. They are blood relatives, good neighbors, good friends and good partners. Since the establishment of dialogue relations in 1991, political mutual trust has been constantly strengthened, economic and trade relations have been further deepened, and cooperation in various fields has been comprehensively promoted, creating a bright road of good neighborly friendship and win-win cooperation. Since the establishment of the mechanism of the China ASEAN Member States Procurator General Meeting in 2004, procuratorial organs of all countries have adhered to equal treatment, mutual benefit and win-win results, strengthened high-level mutual visits, and carried out fruitful exchanges and cooperation in jointly combating transnational crime, judicial assistance, business training, etc., which has played an important role in promoting peace, stability, prosperity and development in the region, This mechanism has become an important platform for judicial and procuratorial cooperation in Asia and even in the world. This year marks the 20th anniversary of China's accession to the Treaty of Amity and Cooperation in Southeast Asia, as well as the 10th anniversary of President Xi Jinping's proposal to build a closer China ASEAN community of shared future and jointly build the "Belt and Road" initiative. The Chinese procuratorial organs will closely focus on the important consensus reached between President Xi Jinping and ASEAN leaders, work with the procuratorial organs of all countries to adhere to the original intention of unity and self-improvement, uphold the spirit of win-win cooperation, maintain multi-channel and multi field communication and consultation, and make greater contributions to building a closer and prosperous China ASEAN community of shared future.

In his keynote speech, Ying Yong pointed out that high-tech crime is characterized by specialization, intelligence and concealment. Criminal means are constantly being renovated and evolved, and technological confrontation is strengthening. In particular, cross-border high-tech crimes are characterized by spatial networking, data value, organization virtualization, rapid implementation, and massive evidence, which easily lead to difficulties in investigation and evidence collection, cross-border evidence transfer and mutual recognition. As a worldwide governance problem, high-tech crime and transnational crime seriously infringe upon the legitimate rights and interests of citizens of all countries, and endanger regional economic development and social stability. China has always attached great importance to the prevention and combating of such crimes, formulated and improved relevant laws, adhered to the effective fight according to law, strengthened the recovery of criminal assets, strengthened international law enforcement and judicial cooperation, and constantly improved the quality and efficiency of punishment and governance. As the national legal supervision organ and the judicial organ that guarantees the unified and correct implementation of national laws, the Chinese procuratorial organ has an important responsibility in preventing and combating high-tech crimes and transnational crimes. China's procuratorial organs fully perform their procuratorial functions, approve the arrest and prosecution of crimes committed through the Internet, smuggling crimes, foreign-related drug crimes, etc. in accordance with the law, continue to strengthen anti money laundering efforts, strengthen judicial protection of intellectual property rights in high-tech fields, and weave a "protective net" of the rule of law. The Supreme People's Procuratorate of China has established 11 professional laboratories, established a mechanism to invite scientific and technological personnel to assist in handling cases, and strengthened technical support for handling cases. Adhere to source control, handle cases in combination with procuratorial work, formulate and issue procuratorial suggestions to relevant national departments, and prevent recurrence of similar crimes. We will strengthen law enforcement and judicial cooperation, promote the exchange and sharing of information, earnestly fulfill the obligation of criminal judicial assistance, and form a joint force to punish transnational crimes.

"Only by strengthening cooperation can we meet challenges". Ying Yong said that China's procuratorial organs, together with the procuratorial organs of ASEAN countries, will actively promote three aspects of work, and jointly shoulder the heavy task of combating and preventing crime and safeguarding national interests and people's well-being of all countries. First, on the basis of mutual respect for national sovereignty, jurisdiction and domestic laws, we will further open channels for cooperation and jointly take effective measures to punish high-tech crimes and transnational crimes in accordance with the law. The second is to refine the cooperation content in assisting cross-border investigation and evidence collection, extradition of criminal suspects, transfer of stolen money and goods involved in the case, service of judicial documents, information exchange and information sharing, and further improve the cooperation efficiency. Third, through jointly holding international seminars and training courses, mutual cooperation among procuratorial education and training institutions will be carried out, giving play to the role of China ASEAN member countries' procurator exchange and training base, strengthening work seminars, experience exchanges and case handling training, and further improving the professional ability of prosecutors.

Before the closing of the meeting, the heads of procuratorial delegations of the participating countries jointly signed the Joint Statement of the 13th Conference of Procurators General of China ASEAN Member States, fully recognized the importance of this conference mechanism in strengthening the procuratorial organs of ASEAN Member States and China's procuratorial organs in jointly combating transnational crime, and decided to provide criminal judicial assistance, procuratorial personnel training and expert exchange We will further strengthen cooperation in such areas as the sharing of legal documents and procuratorial information, and quickly and effectively combat transnational crimes, especially high-tech crimes, to ensure peace, stability, security and sustainable development of China and ASEAN member countries.
