Xinhua News Agency, Beijing, December 10 (Reporter Wang Linlin) Under the background of normalization of epidemic prevention and control, "health code" has become a necessity for travel. However, for trans regional migrants, the "health code" registration and inspection of "thousands of places and thousands of faces" also bring inconvenience to travel. On the 10th, the National Health Commission, the National Health Insurance Bureau and the State Administration of Traditional Chinese Medicine jointly issued the Notice on Deepening the "Five Ones" Service Action of "Internet+Medical Health", clearly requiring all regions to implement the "health code" nationwide mutual recognition and one code access.

The action notice requires that all localities should rely on the national integrated government service platform, implement the mechanism and rules for mutual recognition of "health code" information, make clear that the "health code" information of trans regional mobile personnel is reliable and available in all regions, effectively facilitate the travel and trans provincial mobility of personnel, and realize the unified policy, standard, national mutual recognition and one code access of epidemic prevention "health code".

In low-risk areas, the action notice clearly states that the "health code" should not be checked except for special places and special personnel.

For the elderly and other groups who do not use or operate smart phones, the action notice requires that alternative measures can be taken, such as reading ID cards, showing paper certificates, acting on behalf of relatives and friends, or binding multiple people with epidemic prevention "health codes" by one person. Medical institutions at or above the second level should set up a green channel with "no health code" at the entrance, allocate personnel to help query the epidemic prevention "health code", assist in completing the epidemiological history survey manually, shorten the waiting time, and provide more detailed and appropriate services for the elderly and other groups.

In addition, for the standardized use of epidemic prevention "health code" data, the action notice emphasizes the need to strengthen data security management and effectively protect personal privacy.
