After the start of the War of Liberation, Xu Yunbei accepted the organizational appointment and moved to the Hebei Shandong Henan Military Region as the deputy political commissar of the military region. Shortly after the founding of New China in 1949, Xu Yunbei was officially appointed as the Deputy Secretary of the CPC Guizhou Provincial Committee.

In Guizhou, Xu Yunbei went to the grass-roots level to understand the people's feelings, promote the land reform movement, stabilize the new regime, and give a shot in the arm for the stable development of Guizhou.

At that time, although Xu Yunbei was the deputy secretary of the provincial Party committee, he often went to the countryside to live and eat with farmers.

In a dialogue with farmers, an old farmer complained to Xu Yunbei: "Secretary Xu, we have planted land all our life, but in the end we can't even eat enough. Why?" After hearing this, Xu Yunbei felt that he had not done enough, and immediately said to the old farmer that everything would be better under the new policies of the Party.

In 1952, the epidemic was rampant, and Xu Yunbei was transferred to the Ministry of Health as the vice minister, focusing on malaria prevention and control. Although Xu Yunbei was not a professional medical worker, he did his best to save the lives of countless people.
