On Monday, Tesla did not respond. The company said last year that the use of Autopilot does not mean that drivers can be exempted from liability. Lawyers for the Browns declined to comment on the upcoming hearing.

According to NTSB, Brown held the steering wheel with both hands for only 25 seconds during the 37 minute journey.

Tesla announced the optimization of Autopilot last September to further restrict the behaviors such as hands leaving the steering wheel. Elon Musk, CEO of Tesla, said that these optimizations will help prevent fatal accidents.

Eric Weiss, a spokesman for NTSB, said that NTSB may propose policies at its meeting in September. The committee cannot request product recalls or force changes in regulatory regulations.

In January this year, the National Highway Traffic Safety Administration (NHTSA) said that after Brown's accident, no evidence of product defects was found.
