As a local project of the Western Plan, the Fujian Provincial College Student Volunteer Service Plan for Underdeveloped Areas was decided to be implemented by the Youth League Provincial Committee, the Provincial Department of Education, the Provincial Department of Finance, and the Provincial Department of Human Resources and Social Security in 2004. Since the implementation, a total of 2947 college student volunteers have been recruited to carry out two-year volunteer services in education, health, agricultural technology, poverty alleviation, family planning, youth work and other aspects in the counties (cities, districts) in Sanming, Nanping, Longyan and Ningde underdeveloped areas of Fujian Province that are included in the basic financial support of the county level. At present, there are 530 college student volunteers serving in 2013 and 2014.
