Introduction to Hebei Health Action Plan

1、 Implementation background and significance

In order to guide college graduates to make contributions at the grass-roots level, undergo training, serve the growth of young students, and promote the development of health services in poor areas of Hebei Province, the Hebei Youth League Provincial Committee, in accordance with the spirit of the executive meeting of the State Council, and in accordance with the relevant policies of the Western Plan jointly implemented by the Central Committee of the Communist Youth League and other four national ministries and commissions, in conjunction with the Provincial Department of Health, the Provincial Department of Finance The Provincial Department of Human Resources and Social Security and the Provincial Department of Education launched and implemented the "Health Action Plan for College Student Volunteers in Hebei Province" (referred to as the Health Plan) in 2003.

According to the "open recruitment, voluntary registration, organizational selection, and centralized dispatch", the health plan will recruit 100 outstanding volunteers from the graduates of Hebei ordinary medical colleges and universities to work in Zhangjiakou, Chengde, and Baoding in some villages and towns for 1-3 years, in order to improve the overall quality of local medical and health personnel Farmers' awareness of health care and the rate of medical treatment for farmers contribute to the development of local health undertakings. Since 2014, the implementation scale has been expanded to 220 people, and the volunteer specialty has been expanded to other urgently needed specialties besides medicine.

2、 Developments

With the high attention of the provincial government and the strong support of the provincial Youth League Committee and other departments, the health plan has made great progress through the joint efforts of project offices and volunteers at all levels. Since its inception in 2003, it has been implemented for 11 years, and nearly 800 volunteers have been recruited and dispatched, making great contributions to the development of local medical and health services.

At the beginning of the implementation of the project, the service places were only the grass-roots health centers in Yuxian County, Huailai County, Zhangbei County, Chengde County, Longhua County, and other five counties in Zhangjiakou City. Now, they are widely distributed in 18 counties in Zhangjiakou, Chengde, and Baoding City. More and more rural residents enjoy high-quality medical services from volunteers.

In 2003, the living allowance for volunteers was 600 yuan per person per month. With the efforts of the Provincial Youth League Committee, it has increased to 700 yuan per month since 2008, 1100 yuan per month for postgraduates, 1000 yuan per month for undergraduates, 900 yuan per month for junior college students in 2009, and 1700 yuan per month for postgraduates, 1600 yuan per month for undergraduates, and 1500 yuan per month for junior college students in 2010.
