Since the implementation of the Western Plan in 2003, under the great attention and correct leadership of the Communist Youth League Central Committee, the Party Committee and the government of the autonomous region, the Ningxia local project of college students' voluntary service for the Western Plan has also been vigorously developed; In 2006, upon the application of Yinchuan Municipal Project Office and the approval of the Autonomous Region Project Office, Yinchuan Municipal Local Project of the Western Plan was implemented, with a scale of 40 people per year. Since its implementation, there have been 360 volunteers participating in Yinchuan Municipal Local Project of the Western Plan. In 2011, upon the application of the Department of Culture of the Autonomous Region and the High Court of the Autonomous Region, and the approval of the Autonomous Region Project Office, we began to implement the Ningxia local legal aid project of the Western Plan for College Students' Volunteer Service and the Ningxia local cultural construction project of the Western Plan for College Students' Volunteer Service. The scale of each project is 27 people per year. As of August 2013, the above two projects are no longer implemented, A total of 81 volunteers participated in Ningxia local legal aid project, and 81 volunteers participated in Ningxia local cultural construction.

Since the implementation of the Western Plan, a total of 1088 volunteers have participated in various projects in Ningxia, and 295 volunteers are still on duty.
