According to the "Poverty County Plan", a certain number of fresh graduates from ordinary colleges and universities will be recruited every year in the form of public recruitment, voluntary registration, organizational selection and centralized dispatch, and will be engaged in volunteer services in education, health, poverty alleviation and development, agricultural technology promotion, youth center construction and management in the villages and towns of poverty counties for a period of two years.

By 2014, 2000 fresh graduates of ordinary colleges and universities had been recruited throughout the province to work in the villages and towns of 23 national or provincial key counties for poverty alleviation and development, such as Lankao, Ningling, Shangshui, Queshan, for a period of two years in education, health, agricultural technology, poverty alleviation, youth center construction and management.
