Since 2005, with reference to the "Western Plan" model, the Organization Department of the Jiangsu Provincial Party Committee, the Jiangsu Provincial Department of Education, the Jiangsu Provincial Department of Finance, the Jiangsu Provincial Department of Human Resources and Social Security, and the Jiangsu Provincial Youth League Committee have jointly organized and implemented the "Northern Jiangsu Plan". In 2022, in response to the national rural revitalization strategy, the "Subei Plan" will be expanded and upgraded to "Jiangsu University Students Volunteer Service Rural Revitalization Plan". The service scope will be expanded from five cities in Subei to agricultural villages and towns across the province. 429 rural revitalization plan volunteers will go to the grass-roots line in Suqian, and a large number of young people who dare to bear hardships and achieve remarkable results will emerge. So far, a total of 1792 volunteers have taken root in Suqian and dedicated their youth. They have worked hard in community governance, agricultural aid services, health care, basic education, cultural publicity and other posts, becoming an important new force to help rural revitalization.

Based on talent training, guide volunteers to remember their original mission.

Standardize daily management. The Municipal Youth League Committee strictly implements the Volunteer Management Measures of the "Jiangsu University Students Volunteer Service Rural Revitalization Plan", and promotes volunteers to strictly implement the work system of on duty, attendance check and off duty in combination with the "first lesson on duty", so as to show a good mental outlook in service units. The Municipal Youth League Committee regularly carries out quarterly assessment, and encourages volunteers to strive for excellence through individual reporting, collective evaluation, results publicity and other links.

Strengthen organizational construction. The municipal Communist Youth League Committee established the volunteer league committee of the municipal rural revitalization plan, and the county (district) established the volunteer league branch of the rural revitalization plan to strengthen the self service, self-management, self-education, and self-monitoring of college student volunteers. Take the county (district) rural revitalization plan youth league branch as the main body, carry out the "Dream Youth League Building" activity, and strengthen the exchange and learning between volunteers.

Focus on growth. The city county linkage is combined with online and offline training to organize pre job professional training for volunteers, help them become familiar with the methods of mass work, and help them quickly change their roles and adapt to their posts.

Promote the spirit of volunteerism. The Municipal Youth League Committee mobilized volunteers from all over the country to actively participate in volunteer work such as "Dream Transformation+", and to participate in volunteer activities such as village (community) civilized guidance, care services, environmental protection, etc. around the requirements of building a civilized practice station in the new era, to strive to practice the volunteer spirit of "dedication, fraternity, mutual assistance, progress" and promote good social practices.

The "four focuses" will be achieved through the breakthrough of college student volunteers helping to promote the rural revitalization project.

Focus on the implementation path. Each county/district project office formulates a year-round implementation plan around the project application form, organizes volunteers to participate in centralized project promotion activities every month, volunteers independently carry out sub divisional activities according to the actual situation and characteristics of their posts, and the municipal project office promotes the normalization and implementation of projects by organizing exchange reports, mutual inspection and learning.

Focus on power linkage. The county and district project offices take advantage of the Communist Youth League, actively play the role of the Youth Chamber of Commerce, Youth Federation, youth social organizations, etc., integrate resources from all sides, provide financial, technical and other support for project promotion, and form linkage.

Focus on coaching. Suqian held special training courses for volunteers of the city's rural revitalization plan, special training for youth volunteer service and other activities, invited public welfare experts to give special lectures around the whole process management of public service projects, case analysis and other contents, and organized project representatives to share and exchange on site. With the help of the teachers of Suqian Volunteer College, the Municipal Youth League Committee has hired scientific and technological talents, young entrepreneurial talents, public lecturers, etc. to "pass on experience and send treasures" to the volunteer service team of the "Rural Revitalization Plan", and constantly improve the professionalism and standardization of the project.

Focus on assessment and supervision. The Municipal Youth League Committee regularly holds the project promotion meeting of the rural revitalization plan, sets up a municipal project supervision group, listens to the county (district) project promotion work report irregularly, supervises the implementation of the county (district) project on the spot, and promotes the implementation of the project by showing the achievements, comparing the highlights, and finding gaps.

Create three brand projects with brand building as the traction.

Create a caring brand for vulnerable young people. Local project offices in Suqian have organized college student volunteers to participate in such projects as "Caring Summer Class", "Lighting Heart Lamp · Great Love Siyang" and "Volunteer Heart Connecting Bridge" in combination with local conditions to provide material assistance, psychological care, after-school counseling and other services for left behind children and adolescents in distress, covering more than 2000 vulnerable youth groups. Among them, the "Love Summer Class" project was rated as the "Four 100" advanced, typical and best volunteer service project of national learning from Lei Feng in 2020.

Create a brand of volunteer service for major games. Suqian City organized volunteers of rural revitalization plan to actively participate in the volunteer service guarantee work of Suqian Marathon, Green Trade Fair, Shuyang Flower and Tree Festival, Siyang Rose Exhibition and other major competitions, to provide high standard, professional, standardized etiquette, meeting affairs, venue guidance and other volunteer services for the games, and to show the youth of volunteers.

Create a standardized brand for volunteer service sites. Suqian organized college student volunteers to participate in the formulation of the "eight haves" standard for urban volunteer service stations, promote the upgrading and transformation of government affairs halls, hospitals, scenic spots, transportation stations, public cultural facilities and other volunteer service stations, and set up a supervision group to achieve the overall standard of urban volunteer service stations through on-site supervision, problem feedback, tracking rectification and other measures, Promote the normal, long-term and high standard operation of the site.

Dream help. The Youth League Municipal Committee implements the "Dream Boost" plan. The county (district) project offices guide newly recruited volunteers of the rural revitalization plan to set goals for work, life and study in the next year, invite the Secretary of the Youth League Organization of the service unit as the "Dream Guide", and regularly hold face-to-face seminars between the Secretary of the Youth League County (district) Committee and volunteers to understand and solve the problems of volunteers in life Confusion and difficulties in work.

Boost growth and talent. The Municipal Youth League Committee provided volunteers with personal development opportunities, promoted various recruitment information in the city, successively recommended 15 excellent volunteers to large state-owned enterprises such as the Municipal Culture and Tourism Group, and guided 8 volunteers to successfully apply for the examination and return to their new villages; Relying on the resources of the Municipal Youth Chamber of Commerce, strengthen the contact with the host enterprises, carry out targeted job fairs for local enterprises, and arrange local employment of host volunteers through "talent dispatch", establishment of employment bases in enterprises, etc; Launch entrepreneurship training classes, invite young entrepreneurs with entrepreneurial experience to share their successful experience, and provide entrepreneurial space for volunteers with entrepreneurial needs.

Strengthen typical tree selection. The Communist Youth League and the Municipal Committee of the Communist Youth League increased the training of volunteers for the rural revitalization plan. In combination with the provincial and municipal selection activities such as "two reds and two excellence" and "learning from Lei Feng's volunteer service model", more than 200 volunteers with high political quality and outstanding deeds were selected to publicize the struggle stories of volunteers taking root at the grassroots level, influence and drive more volunteers to look up to the advanced level, and let youth bloom in the grassroots.
