Part I Inquiry Announcement

China Ruihua Construction Engineering Project Management (Beijing) Co., Ltd. is entrusted by Luxi County Bureau of Agriculture and Rural Affairs to inquire about the purchase of safflower (Astragalus sinicus) seeds from Luxi County Bureau of Agriculture and Rural Affairs. Qualified suppliers are welcome to participate in bidding.

1、 Inquiry items:

2、 Bidding qualification: The bidder must comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China.

3、 Delivery Place: specify a point by the purchasing unit;

Delivery date: within 10 days after signing the contract;

Payment method: the contract price shall be paid in lump sum after the acceptance.

4、 Implement three guarantees (final invoice settlement price) according to national regulations;

5、 Relevant materials to be provided by the supplier: copy of business license, copy of tax registration certificate, deviation table of technical parameters, detailed price (the supplier is only allowed to quote the only quotation that cannot be changed), detailed technical parameter table of the products to be invested, certificates, reports, certificates and other materials required in the purchase demand parameters, commitment letter of the inquiry supplier, after-sales service commitment Payment voucher of bid bond. 6、 Letter of declaration of small and medium-sized enterprises (not required for those that do not meet the requirements of small and micro enterprises) (see Annex I for the format);

7、 The valid certification of medium, small and micro enterprises issued by the competent department of small and medium-sized enterprises at or above the county level where the enterprise is located, or the certification documents of prison enterprises issued by the prison administration bureau and drug rehabilitation administration bureau at or above the provincial level (including Xinjiang Production and Construction Corps) (not required for those that do not meet the conditions of small and micro enterprises or are not prison enterprises) (see Annex II for the format);

8、 According to the provisions of the Notice on Government Procurement Policies for Promoting the Employment of the Disabled (Cai Ku [2017] No. 141), welfare units for the disabled are regarded as small and micro enterprises, with a price deduction of 6%, and the deducted price is used to participate in the bid evaluation. If the welfare units for the disabled belong to small and micro enterprises, they will not enjoy the policy repeatedly.

9、 All inquiry documents participating by mail must be sealed separately, and marked with project number, company name, contact person and contact number. The special mail bag cannot be used as the sealing bag of inquiry documents, and the mailing list must also be marked with project number, otherwise the bid will be treated as invalid.

10、 Transaction principle: the supplier who meets the requirements of the purchasing unit for the products and after-sales service and has the largest number of quotation seeds wins the bid.

11、 The bid winner shall pay the review fee, bidding agency service fee, etc. to the procurement agency in a lump sum while receiving the transaction result notice. The bidding agency service fee is calculated as 1.5% of the bid winning price. The bid winner receives the letter of acceptance from the agency and signs a contract with the purchaser. After winning the bid, the supplier will be punished in accordance with the relevant provisions of the Government Procurement Law if it changes or fails to provide the winning product without reason.

12、 Please seal the bid documents (one original and two copies after the quotation and other data of the goods are completed) to the bid opening room of Luxi County Public Resources Trading Center (4th Floor, Citizens' Home, Lingyun South Road, Pingxiang City) before 14:30, September 6, 2019.

14、 Bid security: Four thousand yuan (4000.00 yuan)

14.1 The bid security shall reach the account of Luxi County Public Resources Trading Center before 17:00 (Beijing time) on the day before the bid opening date. And it must be transferred from the basic account of the unit (excluding the account of the branch or office of the enterprise) in the place where the business license of the legal person of the bidding enterprise (or the enterprise authorized to participate in the bidding) is registered to one of the following accounts to obtain the payment voucher of the bid bond, which shall be a part of its bidding documents. Part II Instructions to Bidders

1、 Medium, small and micro enterprises

1. If the bidding supplier is a medium, small and micro enterprise, when participating in the procurement project, it must provide the Letter of Declaration for Small and Medium Enterprises and the valid certificate of identification of medium, small and micro enterprises issued by the competent department of small and medium-sized enterprises at or above the county level where the enterprise is located.

2. If the bidding supplier is a medium, small and micro enterprise, when participating in this procurement project, if it provides goods manufactured by other small and medium-sized enterprises, it must also provide the Declaration Letter of Small and Medium Enterprises of the goods manufacturing enterprise and the valid certificate of identification of small, medium and micro enterprises issued by the competent department of small and medium-sized enterprises at or above the county level in the place where the enterprise is located.

3. Small and micro enterprises that provide goods manufactured by medium-sized enterprises are regarded as medium-sized enterprises.

4. 6% deduction will be given to the price of small and micro enterprise products, and the deducted price will be used to participate in the review

5. When a prison enterprise participates in the bidding for a government procurement project, it must provide the certification documents of a prison enterprise issued by the prison administration at or above the provincial level and the drug rehabilitation administration (including the Xinjiang Production and Construction Corps).

6. Prison enterprises are regarded as small and micro enterprises and enjoy the government procurement policies such as price deduction in the evaluation to promote the development of small and medium-sized enterprises.

2、 Energy saving and environmental protection products

1. Energy saving products refer to the products listed in the Government Procurement List of Energy saving Products;

2. Environmental protection products refer to the products listed in the Government Procurement List of Environmental Labeled Products;

3. The Government Procurement List of Energy Saving Products and the Government Procurement List of Environmental Labeling Products shall be subject to the latest issue issued by the China Government Procurement Network;

4. In case of energy-saving and environmental protection products, a copy or screenshot of the list page shall be provided;

5. Energy saving and environmental protection products are preferred.

Annex IV: Technical Parameters and Requirements for Safflower (Astragalus sinicus) Seed Procurement

1、 Technical parameters and requirements of safflower seed procurement

1. Provide the seed production license, seed business license, seed quarantine certificate above the municipal level, and inspection report issued by a qualified seed inspection agency (the technical indicators of the inspection report must meet the technical parameter requirements specified in this letter of inquiry). (The copy is stamped with the official seal).

2. It must be a new and qualified product in 2019, and the seed quality shall meet the requirements of Green Manure Seed GB8080-2010.

The one-time quotation for the purchase of this inquiry project is based on the total amount of unit price and total quantity. (In case of discrepancy between capital and case, capital figures shall prevail)
