It is expected that from May 3 to 5, there will be a mobile heavy rainfall process in eastern southwest, southern China, Jiangnan, southern Jianghuai, Hubei and other places, mainly heavy rain, and local heavy rain; Under its influence, the Xijiang River, Beijiang River, the coastal rivers in western Guangdong and the Pearl River Delta in the Pearl River basin, the Poyang Lake water system in the Dongting Lake in the Yangtze River basin, the upper reaches of the Minjiang River in Fujian and other rivers will rise, and some small and medium-sized rivers in the rainstorm area may have floods above the warning level.
In the morning of May 3, the Ministry of Water Resources held a rolling thematic meeting to analyze, study and judge the current flood situation. According to the development trend of rainfall and water regime, at 11 o'clock on May 3, the Level IV emergency response for flood prevention was launched in Jiangxi Province, Hunan Province and Guangxi Zhuang Autonomous Region, and the Level IV emergency response for flood prevention in Guangdong Province was maintained. Relevant provinces and regions were required to pay close attention to the changes of rainfall and water regime, Strengthen emergency duty and consultation, research and judgment, consolidate the three responsibilities of flood control safety, quality safety and production safety, strengthen the "three lines of defense" of rainfall and water regime monitoring and forecasting, strengthen monitoring, forecasting and early warning, scientifically regulate water projects, and focus on safe flood control of reservoirs and other water conservancy projects, flood prevention of small and medium-sized rivers and mountain torrents, and water conservancy safety production. The Ministry of Water Resources sent two working groups to Hunan and Guangxi to assist in flood response.
In addition, according to the rainfall forecast within 24 hours, the Ministry of Water Resources issued a "one province, one order" to eight provinces (autonomous regions) in Jiangxi, Hubei, Hunan, Guangdong, Guangxi, Sichuan, Guizhou and Shaanxi to guide and urge local governments to do a good job in heavy rainfall prevention.
