On the 30th, it was reported that the Ministry of Natural Resources of China had recently issued the Notice on Improving the Supply of Residential Land in 2024 (hereinafter referred to as the "Notice"), requiring strict implementation of the residential land supply mechanism corresponding to the de industrialization cycle to curb the unreasonable growth of residential land supply in some cities.

The Notice stressed that cities with a commercial residential deconstruction period of more than 36 months should suspend the transfer of new commercial residential land, and vigorously revitalize the stock until the commercial residential deconstruction period falls below 36 months; The upper limit of newly transferred commercial residential land area shall be determined dynamically according to the principle of "how much to revitalize and how much to supply" for cities with a commercial residential deconstruction cycle between 18 months (excluding) and 36 months, and according to the inventory of commercial residential land area (including completion and recovery) in the current year.

The head of the Department of Natural Resources Development and Utilization of the Ministry of Natural Resources said that the Notice took the initiative to meet the needs of housing construction and strictly implemented the principle of "determining supply based on demand".

In recent years, the Ministry of Natural Resources has established a two-way adjustment mechanism for residential land supply corresponding to the cycle of commercial housing de conversion and land stock, requiring that residential land supply be arranged according to urban policies. Cities with long cycle of commercial housing de conversion, high land auction rate and obvious insufficient market demand should strictly control the scale of commercial housing land supply.

The Notice makes further arrangements for this, requiring all regions to adjust the supply of commercial residential land in a timely manner in strict accordance with the latest commercial residential land removal cycle during the implementation of land supply within the year. In particular, for cities with high inventory pressure and long de industrialization cycle, it is necessary to suspend the transfer of new commercial residential land and resolutely curb the irrational growth of stock land.

The Notice also clearly stated that we should continue to vigorously guarantee the supply of affordable housing land and increase the disposal of idle land.
