Walking into the construction site of the fourth work area of Fangshan flood damage repair project undertaken by North China Company of China Construction First Engineering Bureau, transport vehicles shuttled back and forth, and the roar of various large mechanical equipment kept rising. The construction personnel performed their duties in an orderly manner to carry out embankment construction, gabion installation, concrete pouring and other construction operations, and tried their best to build a "safe embankment" for flood control.
The fourth work area of Fangshan water damage restoration project includes three river bank slope restoration (Juma River, Nanquanshui River, Beiquanshui River) and pipe network restoration in Shidu Town, involving four towns, with a drainage area of 4905 square kilometers, a total length of 7.7 kilometers of restored rivers, 11.5 kilometers of restored bank slopes and retaining walls, and 2.5 kilometers of restored roads. In September 2023, the project team will move into Fangshan, seize every minute to speed up the recovery and reconstruction, and complete the construction task with high quality and efficiency. More than 100 machines and 500 manpower have been invested. Up to now, 3.7 kilometers of river channels, 8 kilometers of bank slopes and retaining walls, and 0.5 kilometers of roads have been repaired.
The construction area of Juma River, one of the five major water systems in Beijing, is 24.28km long, with 12 water damaged sites, and the total repair length is about 10.4km. It is mainly for the repair of river bank slope collapse and the repair of Xunhe Road. It is the river with the largest project quantities. The construction scope is extremely long, with many points, tight construction period and heavy tasks. The project team dynamically adjusts the construction period planning scheme according to the actual situation on site, focuses on the time nodes, refines the work tasks, reverses the node plan, and starts construction at multiple points. At the peak, the whole line is divided into eight construction sites for construction, and the project construction is accelerated.

The slope protection of Juma River channel is made of double-layer lead wire gabions and surface concrete. The project team optimized the slope protection method of lead wire gabions to save energy and environmental protection, simplify construction procedures, reduce construction costs, speed up construction progress, and improve the overall flood resistance standard of the river channel by combining flexibility and rigidity. In addition, the project makes full use of local materials, and the filling materials and stones are mined from nearby river bottom materials. After screening and washing, they are used for physical works, saving national resources and reducing construction costs.
In view of the current complex construction environment, the project team overcame difficulties, developed ideas, planned in advance, kept improving, guaranteed safety, quality and progress, and prepared more than 45 construction plans, laying a good foundation for the smooth construction of the project.
The project strictly controls the quality, sticks to the bottom line of safety, and strictly observes the relevant national technical standards and design specifications of water conservancy projects for acceptance to ensure that the project quality meets the requirements. Strictly control the quality management, start from the source, strictly implement the "three inspection system" system for each process, and strictly control the quality and safety. All materials are required to be inspected before entering the site, and unqualified materials are not allowed to enter the site for use. Carry out daily quality inspection, strengthen on-site quality control, find problems and require timely rectification, determine the time limit for rectification, recheck after rectification, and carry out the next process construction only after the recheck is qualified.
For special operations involved in the project, work plans shall be prepared in advance, on-site safety measures shall be strictly implemented, and construction process control and safety control shall be strengthened. Strengthen the progress management, implement the management objective of "ensuring safety, improving quality and promoting degree", take the list of potential safety hazards as the starting point, carry out daily safety patrol, joint inspection on three days a week, monthly safety inspection led by the project manager and various special inspections.
