In practice, Renhuai City has closely combined industrial development with ecological construction, and strived to be ecological, green The low-carbon, circular and sustainable development path has enabled high-quality development of county economy with ecological compensation mechanism.

In the long-term ecological protection practice of the Chishui River basin, a long-term mechanism innovation of ecological compensation for cross provincial governance of the Chishui River basin has been formed. On the basis of summarizing the successful experience of ecological protection compensation in the basin of Guizhou Province, Guizhou organized the research and drafting of the Horizontal Ecological Compensation Plan for the Chishui River Basin in Yunnan, Guizhou and Sichuan, and proposed the initiative of jointly governing the Chishui River in three provinces. In February 2018, with the support of relevant national departments, Sichuan, Guizhou and Yunnan signed the Agreement on Horizontal Ecological Compensation of the Chishui River Basin, jointly invested 200 million yuan to set up a horizontal ecological protection compensation fund for the Chishui River Basin to carry out the pilot project, becoming the first basin to establish a cross provincial horizontal ecological compensation system in the ecological protection and restoration work of the Yangtze River Economic Belt. In January 2023, the three provinces will continue to sign the second round of Chishui River Basin horizontal ecological protection compensation agreement.

The exploration and implementation of the ecological compensation mechanism of the Chishui River has significantly improved the level of joint prevention and control of regional ecological environment protection, promoted the sustainable improvement of the ecological environment quality of the Chishui River basin, and the beautiful green ecology has become a new driving force for economic development. Ecological protection and economic development are progressing together. Benefiting from the construction of green ecology and the optimization of water resources, Renhuai City, which accounts for 60% of the area of the Chishui River basin and is located in the middle reaches of the river, bases itself on the resource endowment, gives play to its comparative advantages, cultivates and expands industrial clusters, promotes industrial integration and upgrading, and effectively promotes the high-quality development of regional economy.

Build the core production area of Maotai flavor liquor in China. Renhuai City firmly grasped the important opportunity of GF [2022] No. 2 Document, and promoted the high-quality development of Maotai flavor liquor industry according to the requirements of "giving full play to the advantages of the origin and main production areas of Maotai flavor liquor in the Chishui River Basin, and building an important liquor production base in China". With the goal of strengthening the comprehensiveness, authority and leadership of the core production areas of Maotai flavor liquor in China, we have taken the initiative in the construction of the core production areas in terms of region, culture, technology, standards, quality and scale, led enterprises to adhere to the bottom line of quality, strictly adhere to the ecological red line, adapt to the market, explore and innovate, and continuously promoted the effective improvement of local economy in quality and reasonable growth in quantity. It was awarded as the core production area of Maotai flavor liquor in the world.

Build China Maotai flavor liquor industry cluster. In 2023, Renhuai City will add 12 liquor production enterprises above designated size and 7 enterprises at the level of 100 million yuan while comprehensively completing the task of comprehensive treatment of the ecological environment of the liquor industry; The liquor industry plans to add 100000 kiloliters of high-quality production capacity and put 40000 kiloliters into production. The 30000 ton Maotai flavor liquor production base of Globegroup is under construction, and the first phase project investment is 1.5 billion yuan. Adhering to the concept of zero emission construction of Maotai flavor liquor brewing plant, the base has built a modern green factory integrating production, research and development and cultural image display area. Global Fine Wine Project focuses on building a wine base integrating production and production process display. The exhibition area is dominated by the Laoshaofang production workshop, built into a core place for external exhibition and reception. Relying on the core production area of Renhuai Maotai flavor liquor in the world, it continues to explore the important carrier of liquor tourism integration and in-depth cultivation of consumer groups.

Realize industrial integration with liquor as the leading industry. In recent years, Renhuai has continuously optimized the adjustment of agricultural industrial structure, and has embarked on a road of revitalization from barren mountains to green mountains, and then to Jinshan Yinshan. As the leading industry of Renhuai high-quality development, liquor is leading the integrated development of the three industries. While the liquor industry is developing rapidly, we should vigorously develop rural tourism industry dominated by red tourism and pastoral tourism. Renhuai's tourism industry, which thrives on wine, has accelerated the growth of Renhuai's tourism industry with the upgrading of Maotai Ancient Town, the completion of the tourist highway in the Chishui River Valley, the continuous rise of the city accessible to Maotai Airport, the continuous formation of comprehensive three-dimensional transportation, and the continuous optimization of agricultural industry development.
