How to "strengthen education and punishment measures"?

What is the key training for teachers?

However, one of the biggest differences between student bullying and traditional student violence is that student bullying is not necessarily physical violence. For example, language bullying, mutual abuse and rumor making, including social bullying, several students isolate another student, just ignore him, and now more serious online bullying needs attention. These bullying problems may seem trivial on the surface, but they are essentially bullying the weak, and the bullied students are psychologically seriously hurt. However, these problems sometimes do not attract the attention of teachers and schools, which is what we should focus on when training. The school's student bullying prevention system, including how to detect it and how to deal with it after discovery, should be clearly explained to the school's principals and teachers during training. How to establish a long-term governance mechanism?

A system and mechanism for preventing and controlling bullying within the school, for example, the principal should be responsible for it, and there should be a governance organization to prevent and control student bullying. There should be relevant rules and regulations within the school, and special personnel should be responsible for it. This is the establishment of its system and mechanism from the perspective of the school. From the perspective of national governance, it is an institutional mechanism that cooperates with schools to deal with student bullying. For example, the judicial organs, the Public Security Procuratorate and the Justice Department should participate effectively, not only to deal with cases that constitute crimes, but also the relevant personnel of the Public Security Procuratorate and the Justice Department, to become the deputy head of the primary and secondary schools for the rule of law, and to participate in the handling of minor student bullying that has not yet constituted crimes in schools.
