How to establish a long-term governance mechanism?

A system and mechanism for preventing and controlling bullying within the school, for example, the principal should be responsible for it, and there should be a governance organization to prevent and control student bullying. This is the establishment of its system and mechanism from the perspective of the school. From the perspective of national governance, it is an institutional mechanism that cooperates with schools to deal with student bullying. For example, the judicial organs, the Public Security Procuratorate and the Justice Department should participate effectively, not only to deal with cases that constitute crimes, but also the relevant personnel of the Public Security Procuratorate and the Justice Department, to become the deputy head of the primary and secondary schools for the rule of law, and to participate in the handling of minor student bullying that has not yet constituted crimes in schools.
