China's basic water regime has always been characterized by summer flood and winter drought, abundant water in the south and scarce water in the north, and extremely uneven spatial and temporal distribution of water resources. The per capita water resources amount is about 35% of the world's average level, and there is still a certain gap between the water use efficiency and the international advanced level. At present, the shortage of water resources in China is still serious, the rigid constraints of water resources are insufficient, and the problems of extensive water use and serious waste have not been fundamentally solved. Water conservation still faces problems such as water management needs to be strengthened, water conservation measures need to be improved, incentive policies need to be improved, and supervision efforts need to be increased. Powerful measures need to be taken to effectively solve these problems. The promulgation of the Regulations has established the laws and regulations for promoting the economical and intensive use of water resources in China, which is not only the internal demand for promoting the high-quality development of water conservancy in the new stage, but also the inevitable requirement for China to promote green and low-carbon development, promote the construction of ecological civilization, and promote the harmonious coexistence of human and nature.

Since the 18th National Congress of the Communist Party of China, with the comprehensive promotion of water-saving society construction and the in-depth implementation of national water-saving actions, positive progress has been made in agricultural water-saving efficiency, industrial water-saving and emission reduction, urban water-saving and loss reduction, water efficiency and efficiency have been continuously improved, and the awareness of water-saving in the whole society has been constantly strengthened, which has strongly supported the construction of ecological civilization and sustainable economic and social development.

Every drop of clean water is hard to keep if it is used imperceptibly. On the whole, China has more people and less water. Water resources are unevenly distributed in time and space and do not match the layout of productivity. In particular, the contradiction between supply and demand of water resources in China is prominent. Water shortage problems of resource, engineering and water quality exist to varying degrees in different regions.
