Compere: The characteristic town also requires the community system construction to be "live and new". Do you have any achievements in social construction?
Liu Jianhui: This is also one of the requirements of characteristic towns. As far as the ancient town is concerned, some efforts have been made in the exploration and practice of social construction over the years.
First, we took advantage of economic development to implement inclusive public services. Specifically, our 15 years of free education from preschool to high school is the first in Guangdong Province. Public school students with and without household registration account for half of each other, making it the first town with balanced educational development in Zhongshan City, Guangdong Province. In addition, don't underestimate our town. We have community colleges and lighting colleges, which are community and higher vocational education and become a strong education town in Guangdong Province. Let the people recognize our party committee and government, and the ancient town implements a project of "covering the bottom of the people's livelihood". For example, when our people go to the community to see the outpatient service, they can pay 3 yuan for everything. After years of efforts, we have established a complete medical security system with guaranteed outpatient service, coordinated hospitalization and supplementary treatment for major diseases.
In addition, Guangdong is a big province of migrant population. How to serve these migrant population well, we have created a public welfare park for all to serve people in old and new towns. Government led, using social forces and social organizations to jointly serve the new and old residents, forming a pattern of social coordination and public participation.
Moreover, our society belongs to a dynamic society. The permanent population and the floating population are linked upside down. How to manage a dynamic society? As an ancient town, we have implemented social management called grid, and used big data to serve the dynamic society. On the one hand, we should do a good job in the community's government service center, so that people can handle public affairs at their doorstep. On the other hand, we divided the whole town, which was originally 13 villages, into 80 grids, integrating management functions and services to each grid. This grid is a group of colleagues who are responsible for everything. We combine daily patrols with professional law enforcement, and put our strength on the streets, not in offices, but in the streets to serve the masses. Control the social situation with informatization, solve problems with synergy, highlight the social effect of people-oriented community management and service, and better serve the society and serve the dynamic society. This is also some practice and experience of community service innovation in the process of creating a characteristic town.

Host: With the increase of economic income, our people's livelihood is very happy, which is also the reason why characteristic towns can bring happiness to people. What is your experience in the process of building an ancient town into a lighting town and a characteristic town?
Liu Jianhui: In the process of building an ancient town with lighting characteristics, we think there are several points to share with netizens. First, the lighting industry in the ancient town is "special and strong". Our industrial chain is complete, with high concentration, and innovation driven development. After years of efforts, we have upgraded our industry to a lighting creative economy, which has significantly driven the industries in surrounding cities and towns. Therefore, ancient town lighting occupies more than 70% of our national lighting market.
Second, the urban form should be "refined and beautiful", highlighting the Lingnan style and lighting night scene. Our industrial stores are also in line with the urban development "industry city", focusing on the natural ecological environment, building the Dengdu Ecological Wetland Park and other systems, realizing the urbanization characteristics of livability and business.
Third, the ancient town adheres to the urban management concept of "gathering together". The towns and villages plan to develop most of the resource space as a whole, but also play the main role of enterprises. The scale of our major commercial and trade complexes is very large. These are enterprises' investment, play the role of the market, and form industrial service clusters.
Fourth, the ancient town pays attention to cultural construction, called "refined and new" regional culture. We take the essence of traditional culture and the lighting culture of various countries and nationalities, and give new promotion. At the same time, LED technology is used to create an international lighting culture festival to further extend the lighting industry chain. Because our lamp museums and hypermarkets have all applied for national A-level tourist areas, tourism has become a new engine of post industrial economy in our ancient towns. Characteristic towns are also looking for an economic upgrading path, which can be said that we have found.
Fifthly, the ancient town attaches great importance to social construction and highlights "practicality and liveliness". Reality is reality. Let the people get a real sense of gain with the concept of shared development. Whether it is our education, medical care, or the environment, of course, we are working hard. We believe that there is no best but better, which is what we should continue to work hard. We use big data to implement grid based social management, which is to provide the people with a quality management and service. The construction of lighting featured towns has never forgotten its original intention, which is to serve the people.
Host: We can deeply feel some advantages of the ancient town in industrial development, urban construction and social construction. What are the plans of the ancient town in building a lighting featured town in the next step?
Liu Jianhui: According to incomplete statistics, 16 billion yuan has been invested in the construction of lighting characteristic towns, and a lot of investment has been made in urban infrastructure and industrial services. Next, we need to plan the core area and continue to invest another 5 billion yuan, especially in industry, commerce, tourism and ecology.

Liu Jianhui: According to the lighting characteristic town proposed by Zhongshan City, we have achieved the principle of "one planning and three guarantees". That is, adhere to the guidance of planning and planning first, ensure that the ecological environment and basic farmland will not be affected, the historical buildings and cultural environment will not be damaged, and the interests of the people will not be infringed, and strive to explore the way to build a characteristic town that conforms to the reality of the ancient town.
Specifically, we will work out the further improvement plan of the ancient town according to the spirit of the documents of the Ministry of Housing and Urban Rural Development and the National Development and Reform Commission, as well as the provincial government's Guiding Opinions on Accelerating the Planning and Construction of Characteristic Towns, combined with our actual situation. In the process of further improvement, we will continue to adhere to these elements: the concept of being suitable for innovation, living, tourism, and business. Liu Jianhui: In terms of industry, lighting should change from just manufacturing to innovation, creation and intelligent manufacturing. Every household will use lighting, which is a product with high added value. Why is it worth so much money? The key lies in design, art and fashion. Therefore, the lighting industry is not only an industrial manufacturing industry, but more importantly, it relies on patents to explore the design culture of lighting, making lighting products into works of art, luxury goods, and improving its added value. Therefore, we should lay out the design, innovation and brand marketing of the industry.
In addition, in terms of building global tourism, we will focus on developing national A-level tourist attractions, especially holding the International Lighting Culture Festival, to build a distinctive tourism brand of lighting. On the one hand, of course, we should continue to improve the traditional tourism elements of food, housing and transportation, and build a global tourism around the lighting culture, folk culture, modern shopping, and green leisure elements, which are what we will do in the future.
