In order to thoroughly study and implement Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the Central Party's Mass Work Conference, and earnestly maintain and strengthen the political, advanced and mass character of the Law Society, the following suggestions are put forward on further strengthening the construction of the Law Society.
1、 General requirements
The China Law Society is a bridge linking the Party and the government and uniting the vast number of law and legal workers. It is an important force to strengthen the construction of socialist democracy and the rule of law, promote the comprehensive rule of law, and build a socialist country under the rule of law. For a long time, especially since the 18th National Congress of the CPC, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at the core, the China Law Society has carried out fruitful work and made important contributions to deepening the comprehensive rule of law, promoting reform and opening up and socialist modernization. The new era, new situation and new tasks put forward new and higher requirements for the Law Society. We must further strengthen the construction of the Law Society, unite and lead the majority of legal workers to consciously practice the socialist rule of law with Chinese characteristics, build a socialist country under the rule of law, develop the socialist rule of law theory with Chinese characteristics Educators of socialist rule of law talents who have both ability and moral integrity demonstrate new responsibilities and achieve new achievements in the new journey of comprehensively governing the country according to law, and make new and greater contributions to the decisive victory of building a moderately prosperous society in all respects and winning the great victory of socialism with Chinese characteristics for a new era.
（1） Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the Second, Third and Fourth Plenary Sessions of the 19th Central Committee of the Communist Party of China, never forget our original aspiration, keep our mission in mind, unswervingly follow the path of development of socialist groups with Chinese characteristics, maintain and enhance our political, advanced and mass character, adhere to the leadership of the Party, and adhere to serving the overall work of the Party and the state, Adhere to the dominant position of the people, adhere to pioneering and innovation, adhere to strict requirements, focus on improving the leading ability, enhancing the effectiveness of work, consolidating the grassroots foundation, and expanding the coverage of work, actively promote the innovation of organizational system, working mechanism, and operation mode, and build the Law Society into a more dynamic, strong and powerful society, We should better shoulder the major responsibilities and glorious missions entrusted by the Party and the people.
（2） Basic principles
——Adhere to the leadership of the Party. Party committees at all levels should take political responsibility and strengthen leadership over the work of the Law Society. The Law Society must adhere to the correct political direction, consciously obey the leadership of the Party, implement the will and propositions of the Party, strictly observe political discipline and rules, strengthen the "Four Consciousness", strengthen the "Four Confidence", and achieve the "Two Safeguards".
——We will continue to serve the overall interests of the Party and the country. We should unite and lead the majority of law and legal workers to promote the overall layout of "Five in One" and the strategic layout of "Four Comprehensions" in a coordinated manner, and earnestly do a good job in strengthening political guidance, prospering legal research, serving the practice of the rule of law, expanding foreign exchanges, and training law talents.
——Adhere to reform and innovation. Grasp the pulse of the times, adapt to social development and change, comprehensively deepen reform, promote work innovation, strengthen the standardization construction of law societies at all levels, establish and improve the scientific operation mechanism that conforms to the characteristics and laws of law societies, focus on solving the obstacles and problems that restrict the long-term development and role of law, and comprehensively improve the ability to perform duties and service level.
——Insist on carrying out work independently in accordance with the law and the Articles of Association. Party committees at all levels should support law societies to give full play to their own advantages, reflect the characteristics of law workers and creatively carry out their work. The Law Society should boldly perform its duties, actively act, carry out activities in accordance with the law and the articles of association, and attract and unite the majority of law and legal workers as widely as possible.
2、 Maintain and enhance the political nature

Shoulder the political responsibility of uniting and leading the majority of law and legal workers to listen to and follow the Party, deeply study Xi Jinping's thought of socialism with Chinese characteristics for a new era, and truly achieve deep understanding, mastery, and faith. Carefully study, understand, deeply study and interpret, vigorously promote and implement the important statement of General Secretary Xi Jinping on comprehensively governing the country according to law, develop and improve the theory of socialist rule of law with Chinese characteristics, and insist on occupying the position of legal education and legal research with Marxist legal thought and the theory of socialist rule of law with Chinese characteristics. Organize the majority of legal workers to strengthen the theoretical research on the system and legal system of socialist countries with Chinese characteristics, contribute to the construction of the academic system and discourse system of China's system construction theory, and provide theoretical support for strengthening institutional confidence.
（5） Strictly implement the responsibility system for ideological work. Perform the important responsibility of safeguarding the ideological security in the field of law, and strengthen the construction and management of various forums, annual meetings, reports, seminars, lectures and other activities of the Law Society, as well as the ideological front of websites, newspapers and periodicals hosted by the Law Society. We should firmly grasp the leadership and leadership of ideological work in the field of law, and firmly oppose and resist the erroneous thoughts and negative statements of the West, such as "constitutionalism", "separation of three powers", and "judicial independence".
（6） We will strengthen Party building. The Party Leadership Group of the China Law Society plays a leading role in its own unit, taking the direction, managing the overall situation, ensuring implementation, and discussing and deciding major issues in accordance with regulations. Local law societies at all levels that meet the conditions for the establishment of party organizations shall be approved for establishment in accordance with the relevant provisions of the Party. The legal social organizations affiliated to the Law Society (hereinafter referred to as the legal social organizations) set up grass-roots party organizations in accordance with the relevant provisions of the Party, focusing on improving the organizational capacity, highlighting the political function, highlighting the characteristics of the Law Society, and giving full play to the role of grass-roots party organizations as battle bastions and the vanguard role of party members.
3、 Maintain and enhance the advancement
（7） We will promote the innovative development of the socialist theory of the rule of law with Chinese characteristics. Regularly hold the forum of "Learning and Implementing General Secretary Xi Jinping's Important Statement on Comprehensive Rule of Law" to improve the ability to use the Party's innovative theory to promote research, guide practice and promote work. Insist on proceeding from China's national conditions and realities, correctly interpret China's reality, answer China's questions, refine symbolic academic concepts, and create an academic discourse system with Chinese characteristics and international perspectives.
（8） Serve the overall work of the Party and the state. Organize and lead the majority of law and legal workers to strengthen investigation and research and focus on tackling key problems by closely centering on the Party Central Committee's important plans for rule of law construction, major legislative matters, key reform initiatives, etc. Actively participate in the top-level design and national and local legislative work of comprehensively governing the country according to law, serve the comprehensive deepening of reform in the political and legal field, serve the construction of a safe China and a China ruled by law, serve to promote the modernization of the national governance system and capacity, and create a good legal environment for the work of the Party and the country. We will strengthen research on legal issues related to strengthening legal protection for public health, reforming and improving the system and mechanism for the prevention and control of major epidemics, and improving the national public health emergency management system.
（9） To perform the functions of academic organizations. Lead and prosper legal research, promote legal theory innovation, legal system innovation and legal culture innovation, promote the popularization and application of legal research achievements, and provide theoretical support and intellectual services for the construction of socialist democracy and the rule of law. Participate in national political consultation, scientific decision-making and democratic supervision, and put forward countermeasures and suggestions on major theoretical and practical issues in China's reform and opening up and the construction of a rule of law China.
（10） Give full play to the role of rule of law think tanks. Give full play to the unique advantages of the Law Society, such as its extensive foundation, extensive contacts and talent pool, adhere to the problem orientation, deeply promote the construction of the decision-making advisory service system, establish and improve the effective docking and cooperation mechanism between legal research and rule of law practice, constantly improve the ability to serve scientific decision-making and rule of law practice, and give play to the "think tank", "think tank" and "talent pool" that comprehensively govern the country according to law effect.
（11） Strengthen the construction of legal social organizations. Earnestly perform the duties of the competent business unit, strengthen the management, supervision and business guidance of legal social organizations, improve the means and measures of service and supervision, strengthen the construction of the secretariat of legal social organizations, strictly implement the system of requesting instructions and reporting on major issues, and support and ensure that legal social organizations actively carry out their work and give full play to their role.
（12） We will do a good job in training law based personnel. Actively participate in the reform of law education, accelerate the construction of a system of law disciplines and teaching materials with Chinese characteristics, promote the introduction of the socialist theory of the rule of law with Chinese characteristics into teaching materials, classrooms, and minds, and cultivate high-quality professional law talents who study both morality and law. We will study and formulate the development plan for legal talents, innovate the training mechanism for legal talents, and promote outstanding legal talents to emerge by organizing field research, subject research, academic discussion, award selection, talent recommendation and other ways, focusing on building a high-level team of jurists and experts with firm political stance, profound theoretical foundation, and familiar with China's national conditions.
（13） Carry out various forms of legal services. Party committees at all levels, political and legal committees of party committees and relevant units should support the Law Society to mobilize and organize legal workers to actively carry out legal advisory services, conflict prevention and resolution and other social governance work, participate in the construction of the public legal service system, and carry out timely and effective legal services for epidemic prevention and control. We will improve the working mechanism of legal services with a downward focus and sinking strength, establish and use various platforms, and provide high-quality and convenient legal services for citizens, enterprises, especially private and small and medium-sized enterprises.
（14） We will actively promote the rule of law. We will carry out a variety of rule of law propaganda activities, including the "100 Lectures of 100 Jurists", promote the socialist spirit of the rule of law, build a socialist culture of the rule of law, and promote the formation of a good atmosphere and habits of the rule of law in the whole society. We will promote the construction of the law society's financial media, strengthen the application of new media and new technologies in the publicity and education of the rule of law, use newspapers, magazines, online media and other platforms to publicize and display the new progress and achievements in the socialist rule of law, and improve the publicity and guidance of the rule of law.
（15） We will deepen legal exchanges with foreign countries and with Taiwan, Hong Kong and Macao. Give play to the role of the "China International Forum on the Rule of Law" and other platforms, deepen research on major legal issues in areas such as the joint construction of the "Belt and Road" and the reform of the global governance system, and actively participate in the formulation of international rules. Consolidate and expand contacts with the legal circles of Taiwan, Hong Kong and Macao, and increase exchanges with young and middle-aged legal workers. We will strengthen the training of foreign-related legal personnel. Organize Chinese jurists to go out in a planned and targeted way and deeply participate in international legal affairs.
（16） Promote the integration of socialist core values into the construction of the rule of law. Through the organization of selection activities such as China Law Outstanding Achievement Award, National Outstanding Young Jurists, and Dong Biwu Young Law Achievement Award, the role of guidance and incentive was played. Give full play to the role of the academic committee and strengthen the construction of style and style of study. Establish and improve a scientific academic evaluation system, improve the punishment system for academic misconduct, create a good academic ecology, cultivate good academic ethics, and stimulate innovation and creativity.
4、 Maintain and enhance the mass character

（18） Do a good job in member development service management. Insist on attaching equal importance to consolidation and development, and continue to develop and expand the membership team. We will improve the system of member congresses, councils and standing councils of law societies and legal social organizations, expand the proportion of representatives from grassroots and front-line legal workers on the member congresses and councils, and constantly improve the universality and representativeness of law societies. We will strengthen member services and management, and build the Law Society into a "home for legal professionals".
（19） Focus on consolidating the foundation and strengthening organizational construction. Actively promote the organization construction of law societies, and strive to achieve full coverage of law societies in administrative regions above the county level by the end of 2021. Explore and innovate the organizational form and activity mode of law societies, actively integrate resources, and further play the important role of law societies in participating in social governance, resolving conflicts and disputes, and maintaining social harmony and stability.
（20） We will improve the funding guarantee system for law societies. The work funds of the Law Society supported by financial allocation shall be included in the annual budget of the same level and guaranteed. Within the scope of national laws and relevant regulations, raise development funds in various ways and enjoy supportive policies according to law. Mobilize more social forces to support the development of the Law Society through public welfare foundations and other forms, and increase support for legal research, legal exchanges, rule of law publicity, legal services, personnel training, and funding social vulnerable groups, rule of law poverty alleviation and other social activities.
5、 Strengthen organizational leadership
（21） Improve the leadership system and mechanism. Party committees at all levels should put the work of the Law Society on the important agenda, support the Law Society to carry out its work in accordance with the Constitution, study and solve major problems in the development of the Law Society, and create a better environment and conditions for the Law Society to perform its duties and play its role. Party committees at all levels should strengthen the construction of the leading group of the Law Society, adhere to the principle of having both integrity and ability, and putting morality first, and recommend outstanding cadres suitable for the work of the Law Society as the main responsible persons of the Law Society according to the standard of good cadres.
（22） Clarify leadership responsibilities. The local party committee is responsible for leading the law societies at the same level to implement the party's theories, lines, principles and policies, study and decide on major issues in the work of the law societies, and coordinate the relationship between law science, the party and government departments and other mass organizations. The relevant working meetings of the local party committee can arrange the main principals of the law society at the same level to attend as nonvoting delegates according to work needs. The law society at a higher level shall guide the business work of the law society at a lower level in accordance with the articles of association. The local party committee should pay attention to listening to the opinions of the law society at the higher level, strengthen communication and coordination, and form a joint force in work. Law societies at all levels shall, in accordance with regulations, ask the Party committees at the same level for instructions and report on their work.
（23） Strengthen team building. Party committees at all levels should attach importance to the training of law society cadres and strengthen the education and training of law society cadres. Select the person in charge of the Law Society, attract outstanding social talents through part-time work and employment in accordance with relevant regulations, and strengthen the work force of the Law Society. We will promote multi post exchanges among the cadres of the Law Society, strengthen two-way exchanges between the Law Society and the Party and government departments, and take the posts of the Law Society as an important platform to improve the ability of cadres to use the rule of law thinking and methods.
（24） Increase support for the construction of the Law Society. All relevant departments should actively support and promote the deepening reform of law societies at the same level, and further promote the reform and innovation of organization construction, working mechanism and operation mode of law societies. The organization, finance and other departments should help the Law Society to solve specific problems in terms of team building and fund guarantee.
（25） Strengthen the self construction of the Law Society. Party organizations of law societies at all levels should conscientiously implement the requirements of comprehensively and strictly governing the Party, and improve the system of learning by the Party organization theory learning center group of law societies at or above the county level, the democratic life association of party members, leading cadres, and the appointment training of new members of the team. Adhere to the principle of being strict, and earnestly strengthen the construction of Party conduct and clean government.
