At the second plenary session of the first session of the 14th National People's Congress held today, Zhang Jun, the Procurator General of the Supreme People's Procuratorate, made a report on the work of the Supreme People's Procuratorate. The report reviews the work of the procuratorial organs in the past five years, and what are the noteworthy contents and highlights? Let's get to know.

From 2018 to 2022, the procuratorial organs across the country handled 17.336 million cases of all kinds, an increase of 40% over the previous five years.

8.273 million suspects were prosecuted, up 12% over the previous five years. Punish according to law and promote social order. In 2022, prosecutions of homicide, arson, explosion, kidnapping, robbery and theft will be the lowest in nearly 20 years.

The number of prosecuting crimes such as illegal trading of telephone cards and bank cards and helping with withdrawals and transfers increased from 137 in 2018 to 130000 in 2022. Actively promote the rule of law network. The rate of pretrial detention dropped from 54.9% in 2018 to 26.7% in 2022, the lowest since judicial statistics; The non arrest rate rose from 22.1% to 43.4%, and the non prosecution rate rose from 7.7% to 26.3%, both of which are the highest since judicial statistics. When lenient, lenient and strict, we will promote more effective crime governance and stronger human rights protection.

The Supreme People's Procuratorate issued the first to eighth procuratorial recommendations to the relevant departments to promote the functional departments to "manage all" in accordance with the law and promote social governance in the first place.

The Supreme People's Procuratorate and 29 provincial procuratorates in Tianjin, Shanxi, Shandong, Hainan, etc. have established intellectual property procuratorial offices.

It has accepted 88000 job related crimes transferred by supervision committees at all levels, and 78000 people have been prosecuted, including 104 cadres at or above the provincial and ministerial level.

There is "zero tolerance" for crimes against minors, and 290000 people have been severely prosecuted for crimes against minors such as sexual assault, abuse and violence; Innovate and perform duties to integrate the "six protections" of family, school, society, network, government and justice. Promote the prohibition of tattooing minors through public interest litigation, and promote relevant national departments to regulate new business forms such as E-sports hotels, blind boxes, secret room escape, script killing, etc.

Use governance power to protect special groups. For the elderly, the disabled, migrant workers and women victims of domestic violence whose rights and interests are damaged but who dare not or do not know how to sue, 167000 civil lawsuits were supported, 11.5 times the number in the previous five years.

Adhere to the principle of "no doubt of crime, no mistake must be corrected", and put forward protest or retrial procuratorial suggestions for 10 major unjust and wrong cases that were originally sentenced to more than 10 years, and the court changed the verdict of innocence.

756000 civil and administrative public interest litigation cases were filed, an average annual increase of 14.6%. The realization of maintaining the public welfare purpose before litigation is regarded as the best judicial state, and the vast majority of cases have solved the problem of public welfare damage before litigation.

The field of public welfare protection has been continuously expanded. We will increase nine new areas of procuratorial public interest litigation, including the protection of military honor, reputation, rights and interests, production safety, and women's rights and interests.

In 2023, it will be the focus of procuratorial organs at all levels to make full use of the power of the rule of law to serve high-quality development and improve legal supervision capacity.
