Answer: At present, the atmospheric environment in China is in a severe situation. Regional atmospheric environmental problems characterized by inhalable particles (PM10) and fine particles (PM2.5) are increasingly prominent, which harm people's health and affect social harmony and stability. In recent years, with the rapid growth of China's car ownership, the impact of exhaust emissions on air pollution is increasing. Relevant data show that motor vehicle emissions affect about 20-30% of PM2.5 fine particles.
The quality of oil products is an important factor affecting automobile exhaust emissions. Accelerating the upgrading of oil quality is an important means to reduce exhaust emissions and prevent smog, and an important measure to improve air quality, build a beautiful China, and ensure the health of the people. According to the current oil standard, the gasoline quality will be upgraded from the third stage to the fourth stage, and the sulfur content will be increased from 150 pp When m is reduced to 50ppm, the sulfur content in the fifth stage will be further reduced to 10ppm; The diesel quality will be upgraded from the third stage to the fourth stage, and the sulfur content will be reduced from 350 ppm to 50 ppm, and the sulfur content will be further reduced to 10 ppm in the fifth stage
After upgrading the quality of oil products, the price of oil products should be appropriately raised according to the principle of high quality and good price, reflecting the principle of "who pollutes, who is responsible", using more oil and bearing more burdens. In recent years, in order to encourage local governments to implement oil quality upgrading in advance, Beijing, Shanghai, Guangdong, Jiangsu and other provinces and cities have taken the lead in implementing pilot policies of high quality and high price, which have played an important role in mobilizing oil refining enterprises to accelerate the pace of oil quality upgrading and achieved good results.
On September 10, the State Council issued the Notice on Printing and Distributing the Action Plan for the Prevention and Control of Air Pollution, which defined the schedule for upgrading oil quality and required that the price of refined oil should be reasonably determined according to the principles of reasonable compensation cost, high quality and good price, and the polluter pays. To this end, we worked with relevant parties to study and formulate a price policy for oil quality upgrading.
Q: How is the price increase standard determined after upgrading the quality of oil products?
Answer: According to the spirit of the executive meeting of the State Council, after upgrading the quality of oil products, the price of refined oil products should be reasonably determined in accordance with the principles of reasonable compensation cost, high quality and good price, and the polluter pays, that is, the price increase standard for upgrading the quality of oil products should be determined in accordance with the principle of digesting part of the price of oil refining enterprises and paying part of the price of consumers.
In order to reasonably determine the price increase standard for the fourth and fifth stage standard quality upgrading of national gasoline and diesel, our Commission, together with the Ministry of Finance and relevant local departments door A comprehensive investigation and audit were carried out on the cost of refining plants that have completed the fourth and fifth stages of oil quality upgrading and transformation of PetroChina and Sinopec. According to the cost audit results, considering the cost factors of the refinery digestion part, it is determined that the price of gasoline and diesel oil will be increased by 290 yuan and 370 yuan per ton respectively when the quality of gasoline and diesel oil is upgraded to the fourth stage; The price of each ton will be increased by 170 yuan and 160 yuan respectively from the fourth stage to the fifth stage.
Previously, when the quality of gasoline and diesel in Beijing, Shanghai and other regions was upgraded from the second stage to the fourth stage, the cumulative price increases per ton were 410 yuan and 480 yuan respectively. According to this price increase policy, when the quality of gasoline and diesel in the above areas is upgraded to the fifth stage, only 50 yuan will be added per ton.
Q: What will be done after the price policy is introduced?
Answer: The operation mode of the price policy is "unified announcement and decentralized implementation", which does not mean that the national oil price will be increased immediately. According to the oil quality upgrading schedule determined by the state, the transition period of the fourth phase of vehicle gasoline standards is to the end of 2013, the fourth phase of vehicle diesel standards is to the end of 2014, and the fifth phase of vehicle gasoline and diesel standards is to the end of 2017. Among them, the transition period of Beijing Tianjin Hebei, Yangtze River Delta, Pearl River Delta and other key cities is to the end of 2015, At the same time, we encourage qualified places to implement oil quality upgrading in advance. After the country announced the unified price increase standard this time, the specific operation will be handed over to the local authorities. The local authorities can determine the upgrading process of oil quality by themselves based on the local conditions, either provincial or urban, and introduce local price increase policies in accordance with the national price increase standard in due course.
