The Tenderee shall attach great importance to the preparation of the bidding documents, and ensure that the bidding documents are rigorous, thoughtful, detailed and correct in content based on the principle of fairness and mutual benefit. The preparation of bidding documents is a very important and tedious work, which should be attended by relevant experts, and if necessary, consulting experts should also be invited to participate.
