On October 15, 2020, after the Mao Hongtao incident, Chengdu set up a joint investigation team composed of the Municipal Commission for Discipline Inspection, the Municipal Party Committee Organization Department, the Municipal Party Committee Propaganda Department, the Municipal Party Committee Education Working Committee, and the Municipal Public Security Bureau on October 16, 2020, to investigate the drowning of Comrade Mao Hongtao and the content sent by his WeChat friends according to law and regulations. The investigation is reported as follows.
1、 Comrade Mao Hongtao released WeChat, suicide and drowning, and searched for aftermath
Mao Hongtao, male, Han nationality, born in November 1970 in Wuzhi, Henan Province, a member of the Communist Party of China, drowned on October 15, 2020, and was the secretary of the Party Committee of Chengdu University.
At 6:06 on October 15, 2020, Comrade Mao Hongtao sent a message in the WeChat circle of friends. At 6:28, the 110 Command Center of Chengdu Public Security Bureau received a call from a man who said that his classmate Mao Hongtao in Chengdu had sent a message through WeChat friends circle that he would commit suicide. After receiving the alarm, the 110 Command Center immediately instructed the Wenjiang District Public Security Branch of Mao Hongtao's residence to get in touch with his family members quickly. Around the areas where Mao Hongtao might appear and the clues that Mao Hongtao appeared in the video in the early morning of the same day, the video blind area was delineated, the search area was demarcated, the people were deeply visited, the related facilities and places were explored, and the vehicles and personnel passing through the relevant period were investigated. The main responsible comrades of the Chengdu Public Security Bureau rushed to Wenjiang District to organize more than 300 people from the civilian auxiliary police and the comprehensive management of the streets. Centering on Mao Hongtao's residential area, they carried out a dragnet search and rescue in the surrounding key areas and more than 50 kilometers of Wenjiang section of the Jiang'an River. At about 6:00 a.m. on October 16, the body was found in the river channel under the Anxianqiao Bridge on Jiang'an River in Wenjiang District. Through identification, photo comparison and DNA comparison, it was confirmed that it was Mao Hongtao himself. After on-site investigation, forensic examination, track recovery and visit investigation by the public security organ, it was determined that Mao Hongtao died from drowning and the criminal case was excluded.
After the incident, the CPC Chengdu Municipal Committee and the People's Government of Chengdu attached great importance to it and quickly instructed the Municipal Public Security Bureau and Wenjiang District Committee and the People's Government of Wenjiang District to organize forces to go all out to search and rescue. The municipal party committee and the municipal government held a special meeting in time to study the deployment. The municipal leaders in charge, together with the organization department of the municipal party committee and the relevant responsible comrades of the municipal party committee's education work committee, visited Mao Hongtao's home many times to visit his family members and understand the relevant situation. After finding and confirming the remains of Comrade Mao Hongtao, the municipal leaders in charge, together with the responsible comrades of the relevant municipal departments, timely informed the family members of Comrade Mao Hongtao of the results of on-site investigation and identity comparison, and expressed deep condolences to the family members. The Municipal Party Committee and the Municipal People's Government formed a special work team to negotiate and deal with the aftermath on the basis of fully respecting the wishes of Comrade Mao Hongtao's family members. On October 18, Chengdu University organized a farewell ceremony for Mao Hongtao's remains, which was attended by Mao Hongtao's relatives and friends before his death, representatives of teachers and students of Chengdu University, municipal leaders in charge and comrades in charge of relevant departments. After the funeral, the leaders in charge of the city and Chengdu University visited Mao Hongtao's family many times and fully implemented various pension policies according to relevant regulations.
In view of the fact that Mao Hongtao's family members, colleagues and students reported that Mao Hongtao's physical and mental health was abnormal before his death, Chengdu set up a medical expert group composed of experts from provincial and municipal mental health institutions to conduct professional medical assessment of his health status by tracing back to his work, life and medical drug situation, and organize on-site investigation police, investigation police Forensic medicine and psychological consultation experts conducted consultation, research and judgment, and made a comprehensive analysis of Mao Hongtao's physical condition, psychological characteristics, personality traits, and behavior performance before his death. It was believed that Mao Hongtao had long been working with high self requirements, high pressure, and obvious physical and mental fatigue. His social role, self expectations, and psychological feelings fell behind, Lack of professional medical help and effective relief, his anxiety has become increasingly serious in a long time, gradually forming a thinking pattern in cognition, and taking extreme behavior.
2、 Investigation and verification of the content sent by Comrade Mao Hongtao's WeChat friends circle
The Chengdu Joint Investigation Team entered Chengdu University on October 16, adhering to the principle of taking facts as the basis, abiding by laws and regulations, seeking truth from facts, and being objective and fair, and investigating and verifying the relevant content sent by Comrade Mao Hongtao's WeChat circle of friends one by one. The joint investigation team obtained the report of the Fourth Inspection Group of the Chengdu Municipal Party Committee on the inspection of the Party Committee of Chengdu University from June to July 2019, the daily supervision and inspection of the Municipal Commission for Discipline Inspection, the daily inspection of the cadres of the Organization Department of the Municipal Party Committee and other relevant materials; We checked 43 records of the Standing Committee of the Party Committee of Chengdu University, 54 records of the president's office meeting, and 75 relevant documents, systems and notices, totaling 172; We had a personal conversation with the former three party secretaries and current leading group members, middle-level cadres, and representatives of faculty and staff of Chengdu University, and learned about Mao Hongtao's relatives, friends and students before his death, as well as cadres and staff of several universities and relevant departments in Chengdu, totaling 316 people. After repeated verification, the content sent by Comrade Mao Hongtao's WeChat friends circle lacks factual basis, and the feedback and actual feelings of Chengdu University's leadership and teachers and students in the interview with the survey are quite different.
（1） The investigation and verification of Comrade Mao Hongtao's WeChat report on Comrade Wang Qingyuan's "squeezing three consecutive Party secretaries". After the position of Deputy Secretary of the Party Committee and President of Chengdu University became vacant in December 2013, Chengdu invited relevant provincial departments and universities in Chengdu to recommend four candidates, including Comrade Wang Qingyuan. After careful comparison and selection, it was decided to select Comrade Wang Qingyuan as Deputy Secretary of the Party Committee and President of Chengdu University in May 2014. After his arrival, Comrade Wang Qingyuan worked with three Party secretaries before Comrade Mao Hongtao. The first served as the Secretary of the Party Committee of Chengdu University for nearly 10 years, and the second served as the Secretary of the Party Committee of Chengdu University. The second served as the Secretary of the Party Committee of Chengdu University. The second served as the Secretary of the Party Committee of Chengdu University. After the departure of the third Secretary of the Party Committee, Chengdu invited the relevant provincial departments to recommend nine candidates, including Mao Hongtao, the then member of the Standing Committee of Meishan Municipal Party Committee and the head of the Publicity Department. After careful comparison and selection, it was decided to appoint Mao Hongtao as the Secretary of the Party Committee of Chengdu University. At the beginning of his term of office, Mao Hongtao had differences with Wang Qingyuan in specific work due to differences in professional background, work experience, personality traits, thinking methods. In September 2019, Mao Hongtao made a report to the Organization Department of the Municipal Party Committee, and the main responsible comrades of the Organization Department of the Municipal Party Committee talked to Mao Hongtao and Wang Qingyuan to remind them after investigating the relevant situation. After that, through work running in, the two people generally cooperated well and the team operated normally. On May 12, 2020, when reporting to the Organization Department of the Municipal Party Committee, Comrade Mao Hongtao took the initiative to talk about "good cooperation and cooperation with Comrade Wang Qingyuan recently".
（2） The investigation and verification of Comrade Mao Hongtao's WeChat report on Comrade Wang Qingyuan's "forming cliques, repelling dissidents, and acting arbitrarily", "establishing interest groups and independent kingdoms", "using insidious tactics, venting personal anger, pulling mountains, and having no bottom line". During Mao Hongtao's tenure as Secretary of the Party Committee of Chengdu University, the leadership team of the university was staffed with 9 members according to the number of positions. Apart from Mao Hongtao, 2 members were for university exchanges, 3 members were for the growth of the university, and 3 members were appointed by the municipal party and government organs. According to the survey, the selection and appointment of school cadres in recent years are collectively decided by the Standing Committee of the Party Committee. The inspection team of the Municipal Party Committee carried out special inspections on the selection and employment of Chengdu University in June 2015 and June 2019, respectively, and found no violations of discipline. In December 2019, the school held the seventh party congress, and Mao Hongtao and other members of the standing committee of the party committee were elected by full vote, making the transition work smooth and smooth; In the first half of 2020, the school carried out a cadre adjustment involving 51 people, and there was no adverse reaction. Comrade Mao Hongtao said that "the two of us communicated first and passed the cadre adjustment very smoothly". Comrade Mao Hongtao once said that "Qingyuan and I know each other very well", and "Qingyuan President is very supportive of my work". In the survey, the interviewees generally believed that Comrade Wang Qingyuan was a scholar type leading cadre with a straight personality. If they had any different opinions, they would express them directly and face to face. Sometimes they were stubborn, but they did not find that Comrade Wang Qingyuan was "arbitrary", "using dirty tricks to vent personal anger", or "forming cliques".
（3） On the investigation and verification of Comrade Mao Hongtao's WeChat report on Comrade Wang Qingyuan's "pursuit of fame and wealth in the guise of a scholar", "engaging in malpractices for personal gain, and ignoring the interests of the masses". Comrade Wang Qingyuan won the second prize of the National Natural Science Award in 2018, and was selected as an effective candidate for academician of the Chinese Academy of Engineering and an outstanding scientist of Tianfu in 2019. He is the winner of the National Science Fund for Distinguished Young Scholars. Members of the school team and middle-level cadres generally believe that Comrade Wang Qingyuan does not have the problem of "chasing fame and wealth in the guise of a scholar". Comrade Mao Hongtao once said, "It is very difficult for Chengdu University to introduce an academician now. If Wang Qingyuan can declare an academician successful, it will be a great good for the university". According to the verification, since Wang Qingyuan took office as the president of Chengdu University in May 2014 until Mao Hongtao incident, no letters, visits and reports reflecting the problems of Wang Qingyuan have been received. In the economic responsibility audit of Comrade Wang Qingyuan conducted by Chengdu Audit Bureau in September 2019, it was not found that Comrade Wang Qingyuan violated the regulations on honest administration in the management, distribution and use of public funds, state-owned assets and state-owned resources. From June to July 2019, the Fourth Inspection Group of the Municipal Party Committee did not find any violations of discipline and laws by Comrade Wang Qingyuan during its inspection of Chengdu University, nor did it receive any complaint reports and problem clues reflecting Comrade Wang Qingyuan. After the Mao Hongtao incident on October 15, we received four letters and visits reflecting Comrade Wang Qingyuan, three of which were personal attacks or personal appeals, and the other one was subjective conjecture. After careful investigation and verification, we did not find that Comrade Wang Qingyuan had violated disciplines and laws.
（4） The investigation and verification of Mao Hongtao's WeChat report on the school's "chaotic management, numerous hidden dangers" and "short-term behavior, hindering career development". Since 2006, Chengdu University has been transferred and merged into Chengdu Institute of Education, Chengdu Health School, Chengdu Kindergarten Normal School, Chengdu Railway Central Hospital, the Second Survey and Design Institute of Railway, and Sichuan Institute of Antibacterial Industry. Through multiple mergers, it has objectively brought difficulties to the team building, cultural integration, discipline integration, and system construction of the school. In recent years, Sichuan Province and Chengdu City have attached great importance to the development of Chengdu University, selecting outstanding cadres and talents from ministerial and provincial universities to enrich the school team and discipline team, and forming a relatively complete school management system and operating mechanism. In the survey, the interviewees generally believed that under the strong leadership of the school party committee, the school party building, discipline construction, teaching management and education quality have all reached a new level. In 2016, the university entered the international nature index list for the first time. In 2017, the university was successfully approved as a doctoral degree authorized project establishment unit. In 2018, the university successfully changed its name from Chengdu University to Chengdu University. From 2014 to 2020, the number of master's degree authorization points has increased from one level one discipline to nine level one disciplines and categories, and the number of graduate enrollment majors has increased from six to 24, undertaking 14 national key research and development programs and major projects. The university's ranking of "soft science Chinese universities" rose from 445 in 2017 to 266 in 2020, and the ranking of national universities in the International Nature Index rose from 363 in 2016 to 166 in 2020. In 2019, under the leadership of Comrade Mao Hongtao, the Party Committee of Chengdu University organized the preparation of the Outline of the Strategic Planning for Chengdu University to Build a Domestic First class Applied City University with Distinctive Characteristics (2020-2025). In December 2019, the seventh party congress of the university determined the "six first-class" construction goals, seven major construction projects and six major reform tasks as the blueprint for the work of the whole university in the next five years. The teachers and students of the school generally reflect that in recent years, the school construction management has become increasingly standardized, and the development goals have become clearer. Although there are places to be improved in the school management and development, there are no serious problems pointed out by Comrade Mao Hongtao.
（5） The investigation and verification of Comrade Mao Hongtao's WeChat report on Comrade Wang Qingyuan's "disregard of politics and violation of rules" and "strong defense and strict governance of the Party and the policy requirements of the headmaster responsibility system under the leadership of the Party committee". In January 2016, the Party Committee of Chengdu University formulated and issued the Implementation Rules on Adhering to and Improving the President Responsibility System under the leadership of the Party Committee, which stipulates the rights and responsibilities of the Party Committee and the administration, and standardizes the operation mechanism. Since the issuance of the implementation rules, the university has held 104 standing committees of the party committee to study and decide on the appointment and removal of important cadres, major development plans, use of major funds, arrangements for major projects, etc. In the interview, the first three party secretaries all said that after the party committee made the decision, the president did a good job in implementing it, without any discount, flexibility or failure to implement it. After Mao Hongtao became the Secretary of the Party Committee of the University, he presided over the Standing Committee of the Party Committee for 39 times, focusing on the system construction, school reform, cadres and personnel, talent team, grass-roots party building and other issues. In April 2020, the Standing Committee of the Party Committee of Chengdu University once again revised and approved the rules of procedure of the Party Committee's whole committee, the Standing Committee and the President's office meeting, as well as the implementation measures of the "three priorities and one major" system, and established a series of system norms such as the regular communication system between the Party Secretary and the President. Major issues of the school were deliberated at the meeting according to the procedures. Before the collective decision on major issues, the secretary of the Party Committee, the president and members of the relevant leading group deliberated and communicated. Comrade Mao Hongtao said publicly at the school's mid-term summary meeting held in July 2020, "We earnestly implement the requirements of the headmaster responsibility system under the leadership of the Party Committee" and "I have established a formal close communication system with the headmaster". In September 2020, Comrade Mao Hongtao took the initiative to introduce to the superior leaders who came to the school for investigation, "the school party committee takes the direction, manages the overall situation, makes decisions, guarantees the implementation, and comprehensively leads the school work". During the survey, members of the school team also generally talked about that Comrade Wang Qingyuan led the school administrative team to organize the implementation of the relevant resolutions of the Party Committee, the school's implementation of the principal responsibility system under the leadership of the Party Committee was generally normal, and the problem of "not stressing politics and breaking rules" reflected by Comrade Mao Hongtao lacked factual basis.
3、 Relevant work suggestions
During his tenure as the Secretary of the Party Committee of Chengdu University, Mao Hongtao was full of ideals and dedication to his cause, passionate and energetic in his work, diligent and dedicated, and made positive efforts and contributions to the construction and development of Chengdu University. His death is a misfortune and loss for families, schools and organizations, and we deeply regret it. After careful verification, although the problems reflected by Comrade Mao Hongtao on WeChat are inconsistent with the facts, the investigation also found that Chengdu University still has problems such as the imperfect school management system and mechanism, the unbalanced development of discipline construction, and the problems reflected by the teaching staff are not solved in time. Chengdu University should take the responsibility and seriously implement the rectification. All departments at all levels should learn from the lessons and draw inferences from other cases, strengthen the daily education and management of cadres and workers, fully and timely understand the ideological trends and aspirations, especially in the case of normalization of epidemic prevention and control, heavy tasks of economic and social development, and multiple pressures, further do ideological and political work, care for the physical and mental health of cadres and workers, Strengthen psychological and emotional counseling, actively guide the reflection of difficult problems and demands through normal channels, and strive to create a good atmosphere of strict management, love, and entrepreneurship.
