Russian President Putin delivered a State of the Union address on the 20th, elaborating on issues such as improving people's livelihood, developing the economy and safeguarding national security, and announced a series of countermeasures.
Analysts believe that Putin identified a series of development goals and strategic tasks in social, economic and other fields in his State of the Union address last year, while in this year's State of the Union address, he planned a road map to achieve these goals, and showed the public the determination and confidence to safeguard national security.
Stabilizing people's livelihood
Putin pointed out that there are still 19 million people living below the poverty line in Russia, which is "too much". There is no doubt that poverty eradication should be an important part of national development. All subjects of the Federation must ensure that the labor remuneration of practitioners in education, health care, culture and other public fields is equal to the local average income level. The average income level in Russia cannot be reduced and should be further improved.
Putin suggested that from January 2020, the threshold for applying for state subsidies for childbearing should be further lowered; The government subsidy for disabled children will be increased from 5500 rubles (about 82.5 US dollars) to 10000 rubles (about 150 US dollars); Families with three or more children will receive 450000 rubles (about US $6750) to repay the mortgage.
Putin said that 1590 outpatient departments will be established and upgraded in Russia from 2019 to 2020, and the goal of universal access to medical services in Russia can be achieved by 2020.
Mu Xin, director of the Russian Political Information Center, believes that Russia's macroeconomic system is very stable and has sufficient financial funds. These funds will not only be used to solve strategic tasks such as technological breakthroughs, but also be used to provide targeted assistance to people at all levels.
Russian Minister of Economic Development Oleshkin pointed out that social problems also have economic characteristics, and poverty and income inequality are important factors that cause slow economic growth. Putin's series of measures to improve family welfare and people's income will undoubtedly have a positive impact on the domestic economic situation.
Promote growth
In recent years, the Russian economy has gradually emerged from the crisis and entered the recovery stage. However, the economic growth rate still hovers around 1% to 2%, and the economic development is under great pressure. In his State of the Union address, Putin elaborated the plan to stimulate economic growth, aiming to make the economic growth exceed 3% by 2021 and catch up with the world average in the future.
To this end, Putin pointed out four priority development directions. First, based on new technology and digitalization, we will achieve rapid growth of labor productivity, form an industry with strong international competitiveness, and achieve the goal of increasing non primary product exports by 50% within six years.
Second, further improve the business environment, improve the government's regulatory mechanism for enterprises, and prevent investment loss.
Third, we need to eliminate the constraints of backward infrastructure on economic development and unleash the potential of all regions. Within six years, more than 60 airports will be rebuilt and renovated nationwide. By 2025, the traffic capacity of the Baikal Amur railway and the Siberian railway will increase by 50%.
Fourth, cultivate modern talents, and promote the construction of relevant gifted children's education centers, digital centers, children's science and technology centers; Carry out a series of scientific research plans such as genetics and artificial intelligence, and strengthen the construction of scientific infrastructure to form a strong scientific and technological foundation.
Protect safety
At present, Russia has tense relations with the United States and other western countries. In the face of the continuous pressure exerted by the United States on Russia by means of withdrawing from the INF Treaty, Putin showed his determination and confidence in safeguarding national security in his State of the Union address.
Putin pointed out that the development and production of a series of advanced weapons and equipment mentioned in the State of the Union address last year is proceeding in an orderly manner. The "Pioneer" hypersonic missile has begun mass production, and the Russian strategic rocket army is scheduled to establish the first such missile regiment this year. "Pelesvette" laser weapon system and "Dagger" hypersonic missile have entered the test combat readiness duty state. Haiyan nuclear powered cruise missile has been successfully tested.
Putin also said that Russia has successfully developed the "Poseidon" infinite depth unmanned submersible. This spring, the nuclear powered submarine carrying this type of unmanned submersible will be launched.
When evaluating the withdrawal of the United States from the INF Treaty, Putin pointed out that Russia will not threaten anyone, and all Russian actions in the security field will be responsive and defensive, and Russia does not want to conflict with the United States.
Novikov, the first vice-chairman of the International Relations Committee of the Russian State Duma, believes that Putin did not talk clearly about the diplomatic direction this time, but made a lot of efforts to ensure national security. He reminded Washington by listing advanced weapons that Russia's military industrial potential still exists. The development of all new weapons has gone through the necessary testing process, which is based on a complete industrial foundation. This is undoubtedly a "pour cold water" on those who are trying to seek global dominance by any means.
