Developing new quality productivity is the internal requirement and important focus of promoting high-quality development. Innovation is a prominent feature of new quality productivity, which includes innovation in technology, business type, mode, management, system, etc. To develop new quality productivity, we must adhere to the core position of innovation in China's overall modernization drive, promote comprehensive innovation with scientific and technological innovation as the core, and cultivate new momentum for the development of new quality productivity.

We will accelerate the improvement of the new national system. Improving the new national system is an inevitable requirement for implementing the innovation driven development strategy. To foster and develop new quality productivity through scientific and technological innovation, we must speed up the improvement of the new national system and concentrate on technological breakthroughs. We should strengthen targeted policy support for national strategic scientific and technological forces and strategic game areas, promote better integration of promising governments and effective markets, and allow all kinds of advanced and high-quality production factors to flow smoothly to develop new quality productivity. Pay attention to the leading role of the national laboratory, the role of the national scientific research institutions as an organic organization, the role of high-level research universities as the main force, and the role of science and technology leading enterprises as "question setters", "question respondents" and "paper readers", and systematically promote strategic oriented systematic basic research, forward oriented exploratory basic research, and market-oriented applied basic research, So that China can become a major scientific center and innovation highland in the world as soon as possible.

Promote the supply of high-level scientific and technological innovation achievements. At present, global protectionism and unilateralism are on the rise, and China's key core technologies in some fields are still under the control of others. It is an arduous task to achieve self-reliance in high-level science and technology. We should adhere to the principle of facing the world's scientific and technological frontier, the main battlefield of the economy, the major needs of the country, and the people's life and health, strengthen independent innovation, take key common technologies, cutting-edge leading technologies, modern engineering technologies, and disruptive technological innovation as the breakthrough, and strive to achieve independent control of key core technologies, so that original and disruptive scientific and technological innovation achievements emerge in a race. We will strengthen strategic orientation and goal guidance, strengthen research and deployment on fundamental and overall scientific issues, gather elite forces, make strategic arrangements, and make breakthroughs as soon as possible, so as to strive to achieve the strategic transformation of China's overall scientific and technological level from running with others to parallel and leading, become a leader in important scientific and technological fields, and become a pioneer in emerging frontier and cross cutting fields.

Strengthen the dominant position of enterprise innovation. Enterprises are the main body of scientific and technological innovation, and also the main force to promote the development of new quality productivity. We should strengthen the dominant position of enterprises in innovation, establish a mechanism for enterprises to participate in national scientific and technological innovation decisions regularly, support leading scientific and technological enterprises to focus on major national needs, take the lead in establishing a systematic and task oriented innovation consortium, and enhance the core competitiveness of enterprises. We will make good use of the policy toolbox, further implement the additional deduction policy for R&D expenses, and the preferential income tax policy for high-tech enterprises, and encourage enterprises to continue to increase R&D investment and strengthen the R&D system. Follow the growth rules of enterprises of different types and different stages of development, improve the cultivation mechanism of technology-based enterprises, and cultivate more specialized and new "little giant" enterprises. Create a market-oriented, legalized and internationalized first-class business environment, give full play to the decisive role of the market in resource allocation, give better play to the role of the government, and guide all kinds of innovative resources to accelerate the gathering of enterprises.

Create a high-energy scientific innovation platform. The sci-tech innovation platform is an important "cradle" to promote industrial transformation, transfer and transform scientific and technological innovation achievements, incubate high-tech enterprises, and introduce innovative talents. Accelerating the formation of new quality productivity cannot be separated from the support and guidance of high-energy sci-tech innovation platforms. We should pay attention to the transformation and application of scientific and technological innovation achievements of the science and technology innovation platform, layout the industrial chain around the development of new quality productivity, accelerate the promotion of scientific and technological innovation achievements from "laboratory" to "production line", better help industrial transformation and upgrading, cultivate and develop emerging industrial clusters, and truly realize the high-quality economic development supported by scientific and technological innovation.

Build a good innovation ecosystem. Innovation ecology is an important guarantee and support for improving scientific and technological innovation capability. We must accelerate the construction of an innovation ecology that is independent, self strengthening, open and integrated, and full of vitality. We should promote the integrated development of government, industry, university, research and investment, and optimize the allocation of innovation resources. Pay attention to capital empowerment, and actively cultivate angel investment, venture capital and other early investment forces investing in private sci-tech innovation enterprises. Strengthen talent driven, anchor strategic emerging industries and future industrial development needs, cultivate and introduce a batch of "high-quality and cutting-edge" high-level leading talents and innovative and entrepreneurial talents, actively cultivate strategic talents capable of developing new quality productivity and application-oriented talents capable of mastering new quality means of production, and constantly consolidate talent support for the development of new quality productivity. Improve the policy system of scientific and technological innovation, increase policy supply support, amplify the policy multiplier effect, create a good development environment for promoting scientific and technological innovation of enterprises, and continue to inject live water into the development of new quality productivity. Deepen the reform of the science and technology system, establish the evaluation orientation with the quality, performance and contribution of scientific and technological innovation as the core, stimulate the enthusiasm of scientific and technological personnel through evaluation, promote the output of high-quality achievements, create a good innovation ecology, and promote the deep integration of the innovation chain, industry chain, capital chain, talent chain.
