Rapid growth of new economy scale

Digital commerce is an important component of the digital economy with the fastest development, the most active innovation and the richest applications. According to the person in charge of the E-commerce Department of the Ministry of Commerce, China has been the largest online retail market in the world for 11 consecutive years, the proportion of cross-border e-commerce in the import and export of goods trade has continued to increase, the access of foreign capital in the digital field has continued to expand, the digital economy has become a hotspot of international cooperation, and the scale of China's new economy in the business field has grown rapidly, playing a positive role in building a new development pattern of services.

In terms of consumption, in the first quarter, the online retail sales of physical goods increased by 11.6% year on year, 3.2 percentage points faster than that of the whole year of last year, which drove the growth of total retail sales of social consumer goods by more than 2 percentage points; Among them, food, clothing and food consumption increased by 21.1%, 12.1% and 9.7% respectively. New e-commerce models such as live video with goods and instant retail have developed rapidly, which has significantly driven the growth of online consumption.

In terms of trade, in the first quarter, China's cross-border e-commerce import and export amounted to 577.6 billion yuan, up 9.6%; Among them, 448 billion yuan was exported and 129.6 billion yuan was imported. The scale of cross-border e-commerce entities continued to expand. "With the development of Internet technology, cross-border e-commerce has become a 'new force' in global trade by virtue of online trading, non-contact delivery, short transaction chain and other advantages," said Lu Daliang, director of the Department of Statistics and Analysis of the General Administration of Customs.

Focusing on digital commerce, the Action Plan puts forward the development goal: by the end of 2026, the level of digitalization, networking, intelligence and integration in all fields of commerce will be significantly improved, the scale benefit of digital commerce will be steadily increased, the industrial ecology will be more perfect, the application scenarios will be constantly enriched, international cooperation will continue to expand, and the support system will be increasingly sound. The scale of the digital economy in the business sector continued to grow, the scale of online retail remained the first in the world, cross-border e-commerce grew faster than the growth of trade in goods, the utilization rate of trade electronic documents reached the international average, and the overall scale of digital trade continued to expand.

Better stimulate the vitality of digital consumption

The head of the E-commerce Department of the Ministry of Commerce said that the Action Plan clearly carried out the "digital commerce expansion and consumption" action, and proposed five measures to better stimulate the vitality of digital consumption.

We will foster and expand new types of consumption. Implement digital consumption promotion action. Encourage the development of digital, green, health and other consumption, carry out online theme promotions such as home renewal, national fashion renewal, scene renewal, etc., create a batch of new consumption scenes integrating data and reality around new product experience, entertainment tourism, sports events, medical care and health care, and cultivate a batch of digital consumer brands.

Promote online and offline integration. Encourage the digital development of commercial service industry. Identify a number of smart business districts and smart stores, guide the commodity market to carry out digital transformation and intelligent upgrading, and promote the coverage of smart service platforms in the quarter hour convenient life circle.

Stimulate rural consumption potential. Implement the high-quality development project of rural e-commerce, cultivate a number of rural e-commerce live broadcast bases and county digital circulation leading enterprises, organize activities related to rural live broadcast e-commerce, and promote the digital transformation of agricultural product industry chain.

Promote the docking of domestic and foreign trade markets. Promote the standardized and healthy development of cross-border e-commerce retail import industry, and provide diversified choices for Chinese consumers with global goods. Guide e-commerce platforms to set up special zones and special markets for domestic sales of foreign trade high-quality products to help foreign trade enterprises expand the domestic market and meet the diversified needs of consumers.

Promote the digital development of logistics in the field of commercial circulation. Build a number of digital service platforms, strengthen the information integration of the whole logistics link, promote the use of intelligent warehouse allocation and unmanned logistics equipment, speed up the use of standard pallets, turnover boxes (baskets), improve distribution efficiency and reduce logistics costs.

Do a good job of security in many aspects

The Action Plan also proposes to carry out four other key actions——

First, carry out the action of "strengthening the foundation of digital commerce", put forward five measures to cultivate innovative subjects, build a monitoring and evaluation system, improve governance level, strengthen intellectual support, and promote standardized development, so as to continuously consolidate the foundation of digital commerce development.

Second, carry out the "digital commerce to boost trade" action, propose four measures to improve the level of digital trade, promote cross-border e-commerce exports, expand the digital content of service trade, and vigorously develop digital trade, so as to accelerate the cultivation of new advantages in foreign trade.

The third is to carry out the action of "prospering industry through digital commerce", propose three measures to strengthen the supply chain of digital industry chain, optimize the environment for attracting foreign investment in the digital field, and expand foreign investment cooperation in the digital field, so as to promote the construction of the modern industrial system of empowerment.

The fourth is to carry out the "digital commerce opening" action, propose three measures to expand the cooperation space of "Silk Road e-commerce", carry out the first experiment of digital rules, and actively participate in the governance of the global digital economy, and constantly deepen international cooperation in the digital economy.

In order to ensure relevant actions, the Ministry of Commerce has made it clear that local competent commercial departments should strengthen organizational leadership, strengthen digital thinking and innovation awareness, base on regional endowments, make full use of existing working mechanisms, and actively coordinate supporting resources in data, talent, finance, logistics, infrastructure and other fields. We will make overall use of existing financial policies, support digital commerce business entities and key projects, promote the connection between financial enterprises and digital commerce enterprises, and actively support the financing needs of small and medium-sized digital commerce enterprises.
