Breaking the Dual Structure of Urban and Rural Areas and Taking the Road of Urban and Rural Integration Development

Without agricultural and rural modernization, there would be no modernization of the whole country. How to deal with the relationship between workers and peasants, urban and rural relations, to a certain extent, determines the success or failure of the socialist modernization process. Forty years ago, we started the reform and opening up through rural reform. The pattern of urban and rural areas in China has undergone earth shaking changes, which has made extremely important contributions to the sustained and rapid growth of China's economy and the continuous improvement of the lives of urban and rural residents. At the same time, it should be noted that the problem of urban-rural dual structure is still prominent in many fields, and the gap between urban and rural development is still large. In particular, it is urgent to break the urban-rural dual structure and accelerate the establishment of urban-rural integrated development mechanisms and policy systems. Today, 40 years later, we should start a new situation of integrated urban and rural development and modernization by revitalizing the countryside. General Secretary Xi Jinping stressed that we should take the road of integrated urban and rural development, demand impetus from reform, and accelerate the establishment and improvement of institutional mechanisms and policy systems for integrated urban and rural development. The author believes that to promote the integrated development of urban and rural areas, we should focus on the following four aspects.
First, we should establish a correct concept of integrated urban and rural development and get rid of the wrong understanding of urban centralism. Focusing only on the city and ignoring the countryside will lead to the decline of the countryside, which will eventually drag the "backward leg" of the modernization drive. Therefore, we should establish the concept of integrated urban and rural development, adhere to the integrated design of agricultural modernization and rural modernization, and promote them together. Through the establishment of urban and rural integration systems and mechanisms, we should accelerate the formation of a new type of industrial and agricultural urban-rural relationship that promotes agriculture through industry, drives rural areas through cities, benefits industry and agriculture, and integrates urban and rural areas, and gradually realize the equality of basic rights and interests of urban and rural residents, and the equalization of urban and rural public services The income of urban and rural residents is balanced, the allocation of urban and rural elements is rationalized, and the urban and rural industrial development is integrated.
Second, we should promote a more balanced and rational allocation of public resources between urban and rural areas. At this stage, the biggest gap between urban and rural areas is still the infrastructure gap, and the most prominent imbalance between urban and rural development is still the imbalance of public services. We should adhere to the general policy of giving priority to the development of agriculture and rural areas, focus on the rural areas in infrastructure and public service construction, coordinate the balanced allocation of public resources between urban and rural areas, and establish a basic public service system of universal coverage, inclusive sharing, urban and rural integration, and equal service. Let the sunshine of public finance more shine on the vast majority of rural people, let them share the great achievements of reform, opening up and development, and make their sense of gain, happiness and security more substantial, secure and sustainable.
Third, we should promote the two-way flow of urban and rural factors and accelerate the formation of a balanced allocation pattern of urban and rural factors. For a long time, various factors in rural areas have been flowing from rural areas to cities, causing serious "blood loss" in rural areas. If this problem is not solved, rural revitalization and urban-rural integration will be impossible. At present, the reasonable flow mechanism of factors between urban and rural areas still has defects. We must focus on strengthening the supply of factors, grasp the key links, resolutely remove all inappropriate institutional and institutional barriers, promote the orderly free flow and equal exchange of urban and rural factors, actively guide urban talents, capital and technology to the countryside, activate the countryside, and gather strong joint forces in rural construction.
Fourth, we should do a good job in the development of rural human resources. To promote the integrated development of urban and rural areas, it is necessary to do a good job in the development of rural human resources, adhere to the joint efforts of rural revitalization and new urbanization, turn the two wheels together, and handle the relationship between "going out", "staying" and "bringing back". It is necessary to establish an effective incentive mechanism to "bring back" all kinds of talents who are interested in agricultural and rural development, so that those who want to contribute to the revitalization of the countryside in the city can have a place in the countryside and achieve their career, so that those who want to contribute to their hometown from all walks of life can find channels and platforms to participate in rural construction, and exert their skills in the revitalization of the countryside.
