This was the scene of a face-to-face activity between netizens and three major telecom operators held by the eighth supervision group of the State Council in Beijing on September 20. On the one hand, netizens asked questions, and on the other hand, the responsible persons of China Telecom, China Unicom, and China Mobile answered questions.

There have been many good policies to increase speed and reduce fees. Why do some people feel weak? In 2018, the State Council launched the activity of "inviting you to meet the three major telecom operators face to face", soliciting opinions from netizens, and selecting 10 netizen representatives from more than 8000 people. At the same time, netizens who could not come to the scene from other places sent videos to appeal.

In recent years, the three major operators have achieved phased results in speed increase and fee reduction, but the eighth supervision group of the State Council found that there are still many problems to be solved through combing the opinions of netizens.

——There are many cell phone packages and traps, and the price is rising instead of falling.

Xu Tao, a netizen in the IT industry, said that he handled the 78 yuan unlimited package launched by Mobile and began to limit the speed after using 10G, which was difficult to meet the demand for mobile Internet access. The name of the package only highlights "unlimited", but does not indicate the speed limit, which misleads consumers.

"There should be less routine and more sincerity to make everyone feel convenient," said Liu Sirui, a lawyer from Beijing.

——New and old users are treated differently.

Many netizens reported that the new packages launched by operators are more favorable, but they are worried that old users often set the threshold artificially when they switch from high-end packages to low-end packages. "The package for freshmen is very attractive, but seniors have to give up their old numbers to handle it," said Dai Yunzhong, a junior at China University of Political Science and Law.

"For the same 2000 minute call duration, new users only need to spend 30 yuan for new packages, while old users' original packages cost 88 yuan. Some consumers choose to deal with new numbers, or even use two mobile phones, in order to enjoy the discount," said netizen Chen Zhuoyue.

"The mobile phone number is not only an important tool for communication, but also bound with many virtual accounts, bank cards, etc. Changing the number brings many security risks," said Li Bin, a netizen.

——I didn't feel that the speed of the network was improved significantly.

The Hunan netizen who sent the video said that the improvement effect of the downlink rate after the broadband speed increase was not outstanding, which greatly affected the user's online experience, especially when playing games and watching videos.

According to the 41st Statistical Report on the Development of China's Internet, as of December 2017, the number of mobile Internet users in China had reached 753 million, with 97.5% of them using mobile phones to access the Internet. From basic necessities of life to work and study, mobile phones permeate every aspect of daily life. Li Guozhou, deputy leader of the 8th Supervision Group of the State Council and chief inspector and deputy director of the Office of the State Council, said that continuing to promote speed increase and fee reduction is a livelihood project that concerns everyone's vital interests. The purpose of this exchange meeting is to build a platform for operators and consumers to communicate face to face, find the crux of the problem, and seek solutions.

In view of the complicated package rules and many routines, Jian Qin said that in terms of business promotion, he would further simplify the rules and publicize them clearly, so that consumers can rest assured of consumption. Targeting at different levels of groups, we will implement precise policies and reduce fees precisely. This year, the average unit price of monthly traffic will be reduced to less than 1 cent per trillion, which will continue to drive down the unit price of traffic, hoping that users will have more sense of gain.

Three major operators have issued prescriptions for the problem of "different rights" of new and old users. Gao Tongqing, deputy general manager of China Telecom Group Corporation, said that the company clearly stipulated that new and old users should be treated equally. However, in practice, due to the pressure of assessment, some staff are more willing to sell high-end packages. The next step will be to standardize publicity and adjust the assessment orientation. Mai Yanzhou, deputy general manager of China Unicom Group, said that all business channels should actively publicize the content of the package, display the business rules on the wall, and clearly inform the leaflet page to continuously improve the service level. Xia Bing, general manager of the market operation department of China Mobile Group Corporation, said that consumers can freely choose any package (except for contract packages). If the staff deliberately prevaricates, they find that one is strictly investigated, and support new and old customers to safeguard their legitimate rights and interests through various channels.

In view of the problem of improving the network speed, the three major operators have said that they will further strengthen infrastructure construction, carry out technological innovation and strive to improve the Internet speed in the future. They said that they would conscientiously complete the problems submitted by the State Council supervision team, and immediately rectify those that could be solved in a short time; If long-term solutions are needed, the plan and schedule shall be formulated as soon as possible.
